Oregon Road Conditions & Cams Email Story to a Friend May 16, 2005 Federal mail-fraud case leads to prison time EUGENE — A former Grants Pass attorney was sentence to 21 months in prison Friday stemming from a federal mail fraud conviction after investors in computer software stock lost more than $1 million. The U.S. Attorney’s office for the District of Oregon said William Shuler Judy III, 52, promised investors the software could accurately predict movements in the stock market, whether the market was rising or falling, leading to potentially huge profits in stock trades and option contracts. Judy pled guilty in federal court on Dec. 8. Court documents show Judy falsely told investors that the software had a proven track record when, in fact, he knew the software scheme had no record of performance and was a hoax. Judy was also charged with unlawfully structuring checks totaling approximately $300,000 with the intent to prevent a currency transaction report from being filed with the IRS. Investors lost between $800,000 and $1.5 million as a result of the mail fraud scheme. The structuring loss was between $200,000 and $350,000. U.S. District Judge Ann Aiken imposed the sentence, to be followed by a five-year term of supervised release. As a condition of supervised release, Judy must pay approximately $2.6 million in restitution to his victims. In addition, he must meet with the IRS to determine his correct tax liability and file amended returns. The case was investigated by Special Agent Brandy McKibben of the IRS criminal investigation division. Judy resigned from the Oregon State Bar in 2002 after his former secretary alleged he mismanaged money for a mentally disabled client and used that money in the software scheme.
