OnTrack plan gets sidelined The proposed expansion of OnTrack's residential treatment program was sidetracked Thursday, at least for a couple weeks. The Medford City Council postponed a final vote on the proposal, preferring to wait until all eight members of the council were present. Councilmen John Michael and Bob Strosser missed Thursday's session. OnTrack has been fighting for years to expand its drug-and-alcohol treatment center at 3397 Delta Waters Road. Neighbors have opposed the expansion, because of traffic and other concerns. The council last year denied OnTrack's request for a zone change, saying staff planners had failed to examine the project's impact on traffic. OnTrack appealed that denial to the state Land Use Board of Appeals. LUBA ruled that the city failed to provide the legal basis for its decision to override its own planning commission last year. LUBA sent the case back to the city. A council vote is now scheduled June 1, the council's next session.
