Are there a certain number of elections allotted every year, or are there special elections? It’s confusing and so are the number of initiatives on the ballot. — Paul L., Medford Yes, it is bewildering, Paul. Combine that with the vote-by-mail system and Oregonians do indeed get to vote early and vote often. In 2003 and 2004 we had five elections each year. This year four elections could have been scheduled: March 8, May 17, Sept. 20 and Nov. 8. We didn’t have the election in March, but we will have one in May, while September and November are up in the air. Sometimes there are special elections for fire districts, school districts and elections called by the Legislature. And, yes, you are right, there are a lot of ballot measures.
