Oregon Road Conditions & Cams Email Story to a Friend August 27, 2005 Standoff follows pursuit, gunfire By CHRIS CONRAD Mail Tribune A standoff involving police and armed suspects who barricaded themselves in a home on East Evans Creek Road in Rogue River continued late Friday night. Details were limited, but what is known is that the incident began at around 7:45 p.m. in an area south of Grants Pass. Oregon State Police troopers attempted to stop a vehicle they believed carried Conan James Lapping — described as a violent fugitive who eluded Grants Pass police in early August, Oregon State Police Lt. Gregg Hastings said. The car sped away and troopers pursued throughout various backroads north of Rogue River. During the chase, shots were fired from the fugitive car. At least one bullet struck a police car, Hastings said. Troopers returned fire as the chase continued onto East Evans Creek Road in Rogue River, Hastings said. Residents along the road heard what they thought to be gun shots near the 5500 block of East Evans Creek Road. Advertisement "I was sitting in my living room when I heard what sounded like staccato clapping," Neil Barnes, of the 5400 block of East Evans Creek Road, said. The suspects’ vehicle came to a stop in the drive way of a residence in the 5200 block of East Evans Creek Road. The suspects fled the vehicle and entered the home, barricading themselves in, Hastings said. Troopers swarmed the area and set up a perimeter around the house. It is not known how many individuals entered the residence, or if anyone had been taken hostage, Hastings said. "We know that there is more than one person in that house and that they are armed," Hastings said. Hastings refused to say if police had made contact with the fugitives. He also refused comment on whether anyone had been wounded during the shooting. OSP established road blocks on East Evans Creek Road and several roads in the area. At least one police dog searched the area for a suspect who may not have entered the home, Hastings said. Another road block was set up by Jackson County sheriff’s deputies near where the chase began at the 3300 block of Foot Hills Boulevard, south of Grants Pass near exit 55. Deputies found a possible second vehicle that had been abandoned by the suspects. The sheriff’s department also sent two helicopters to the scene for air surveillance, Jackson County Sheriff Mike Winters said. OSP dispatched a S.W.A.T. unit to the scene for tactical support. Lapping, 24, is described as a "dangerous" ex-felon who fled a traffic stop on Highway 99 on Aug. 9. Lapping escaped on foot into residential neighborhoods in south Grants Pass. Troopers searched his car and found drugs and several firearms, two of which had been stolen, officials said.
