If a retailer won't refund a deposit why can they collect one? Since when does "a recent trend" trump the law? — Toni S., Medford Well, Toni, you cited the correct ORS (Oregon Revised Statute), but apparently overlooked ORS 459A.737, which references redemption centers and "convenience zones." According to that revision of Oregon's famous Bottle Bill, stores can now limit how many bottles they accept if there is a redemption center within 3.5 miles of their location. A redemption center opened last year in Medford at 1179 Stowe Ave., which is just south of the intersection of Rossanley Drive and North Ross Lane in west Medford. By our reckoning, that puts virtually all of Medford west of Foothill and North Phoenix roads in that radius, along with much of Central Point. Now that the redemption center is in operation, stores are able to limit their acceptance of bottles based on which "convenience zone" they're in. (We're putting the quote marks around "convenience zone" for obvious reasons.) The first "convenience zone" extends for a radius of 2 miles around the redemption center. The second "convenience zone" extends to 3.5 miles. Stores that are larger than 5,000 square feet and within the first "convenience zone" can contract with the redemption center to handle all bottle returns for them and then decline to accept bottles from customers. All grocery stores of any size that are within either "convenience zone" can refuse to accept more than 24 bottles or cans. Outside the "convenience zones," stores of 5,000 or more square feet must accept up to 144 bottles or cans per day and stores of less than 5,000 square feet must accept up to 50 containers. Redemption centers — there are 13, soon to be 14, in the state — will accept up to 350 containers per person per day.
