The accompanying photograph shows two Phoenix High School students, both of whom are identified as juniors. One of the students in the photo has a "half sleeve" tattoo on his left arm. Presumably, his student is less than 18 years of age. It is my understanding that Oregon, like many other states, prohibits tattooing individuals who are under the age of 18. Could you please clarify this issue? — Art, Medford Well Art, we can't comment as to the actual age of the individuals in question, but you are correct that Oregon law prohibits the tattooing of anyone under 18. According to the Oregon Health Licensing Agency, "Tattooing is prohibited regardless of parental consent on those under age 18." The agency says anybody who tattoos a minor is in violation of the law and could be subject to disciplinary action under its licensing authority. Piercing of minors is allowed if their parent or legal guardian presents written consent in person, with photo identification, at the business location.
