By Thomas Moriarty March 01. 2015 12:10PM Ashland: Budget increase, swimming pool funding discussion on council agenda A possible budgetary decrease for Ashland's mayor and city council and a second reading of a resolution modifying the city's film-production regulations are among several items up for discussion by the council this week.  The budgetary decrease is slated for discussion at the Monday night study session because of a 27 percent increase in the Mayor and Council Division's 2015-2017 budget, attributed to increasing health benefit costs for council members. The city administrator's office has proposed cutting the council's scheduled trips to the League of Oregon Cities conference to reduce overall costs by about $10,000. Tuesday's regular council meeting is expected to see action on two resolutions intended to streamline the permitting process for motion-picture production within the city limits. Under a 1984 resolution, the city's municipal code was amended to require a $150 annual fee from all film producers operating in the city and special use permits starting at $25 for productions filming after 8 p.m. or on city property, among other criteria. The first of the new resolutions, which passed a first reading at the council's Feb. 17 meeting, would require permits only for film productions making exclusive use of city property. The second resolution would establish a fee schedule based on the number of crew members and shooting days in the city, among other criteria. Further discussion is also expected regarding the construction of a new competition-sized pool in cooperation with the Ashland YMCA.
