Oregon Road Conditions & Cams Email Story to a Friend January 17, 2006 Lottery winners make donations in Jacksonville Chaney family donates $6,000 each to police, fire departments By SANNE SPECHT Mail Tribune JACKSONVILLE — Powerball co-winners Bob and Frances Chaney are donating some of their multi-million dollar jackpot to their town’s fire and police departments. "I’ve always supported the police and fire department," said Bob Chaney, who has offered $6,000 to each department. "They’re good people." The Chaney’s and their daughter and son-in-law Carolyn and Steve West spent $40 on lottery tickets last fall. The family won the $340 million Powerball jackpot on Oct. 19. Opting for a single lump-sum payoff, the win totaled about $110 million after taxes — and was split among several family members. After purchasing a $50,000 yellow Hummer and a large new home, Bob Chaney says it was time to give to his community. "I live in Jacksonville," says Chaney. "This is my hometown." Advertisement Police Chief David Towe will use his department’s windfall to purchase four stun guns and two rifles, he says. Stun guns, which deliver a non-lethal dose of electricity to temporarily incapacitate a suspect, are an option for police in situations where bullets might otherwise have to be used. Stun guns were recently cut from the Jacksonville department’s wish-list for lack of money, says Towe. A surprise call from Chaney — who formerly ran a security business in Southern California and has been a reserve officer in Jacksonville — soon put the department’s desire to acquire a non-lethal weapon back on track, says Towe. Towe spent Monday preparing the purchase order for the stun weapons, he says. "Total costs are about $5,900 when it’s all said and done," says Towe. Both weapons will help his officers in the field, he says. Officers will receive extensive training in the safe and lawful operation of the new weapons, he said. "I’ve looked at tapes where I’ve seen officers use them in situations where I didn’t agree it was necessary," says Towe. "But I’ve also seen 10 times more tapes where it potentially saved the officer and the suspect." The two new rifles will provide officers with more firepower than their .45-caliber handguns can deliver, Towe says. "They provide greater distance, more accuracy and more velocity," says Towe, which could be helpful against body armor or superior firepower, he says. "This is one of the lessons we learned in L.A. where the bank robbers had body armor and AK-47 (machine guns)," says Towe. The fire department’s choice, purchased with Chaney’s second $6,000 donation, could also benefit the police department, says Towe. "They got a thermal imaging camera," says Towe. The high-tech camera can image body heat, says Towe. It can "see" through smoke that otherwise might make it difficult to find a victim during a fire. "I told (Fire Chief Tracy Shaw) I can see it being useful to the police department, too," says Towe, laughing. Chaney didn’t specify what the two agencies could purchase. He simply requested the money benefit the police and fire departments, he says. "It wasn’t much," Chaney says. "But it helped them out some." Towe doesn’t expect the new weapons will be used often, he says. But he is glad to have them in Jacksonville’s arsenal, he added. "It’s better to have it and not need it, than need it and not have it," says Towe.
