This time, Jackson County is guilty of playing in the dirt. According to Deputy County Administrator Dave Kanner, excavation work for the new Jackson County Juvenile Service Center began last week. The big hole you see between 10th and Laurel Streets will eventually be the basement for the new facility. Construction is expected to wrap up in August 2004. The construction phase of the project will cost more than $12 million, said Kanner. The project is funded through a $16.5 million bond passed by voters in 2001. The county hoped to break ground last July, but the federal approval process took much longer than anticipated, Kanner said. Send questions to "Since You Asked," Mail Tribune Newsroom, P.O.
