PHOENIX-TALENT Phoenix-Talent gets grant to create teacher-leaders Comment By Tony Boom for the Mail Tribune MailTribune.com By Tony Boom for the Mail Tribune Posted Sep. 12, 2014 @ 2:31 pm By Tony Boom for the Mail Tribune Posted Sep. 12, 2014 @ 2:31 pm » Social News PHOENIX — Developing the teachers of teachers is one aim of a new, grant-funded program in the Phoenix-Talent School Distract that will increase teacher training and may tie compensation to student achievement. The Oregon Department of Education awarded the Phoenix-Talent District a $269,300 grant to also develop greater leadership opportunities for teachers and create more in-district training. Administrators are also included in the effort. “We are making sure that we really offer opportunities for teachers to be leaders, but not necessarily leave the classroom,” said Cally McKenzie., district financial director, who leads the committee that developed the grant application and will oversee implementation. . Traditionally teachers who wanted to advance had to move into administration, McKenzie said. Oregon’s Legislature in 2011 approved funds to increase student achievement through the voluntary collaboration of teachers and administrators to implement new approaches in four areas. The areas include career pathways for teachers and administrators, evaluation processes for them, compensation models and enhanced professional development opportunities. Some of the activities proposed in the grant are already under way while others, like compensation issues, are in study stages. On Monday, 13 teachers and administrators will go to Roseburg for mentor training. “The goal is to build a team around people who will be able to mentor in the future,” said Heather Lowe, half-time grant coordinator and also migrant education coordinator. Previously, outside funds allowed mentors for just first time teachers. Mentoring was identified as an area of need in a teacher survey last year. Mentors have already been assigned to the eight first-time teachers who are beginning careers and 11 others who joined the district with various levels of experience, said Lowe. Common Core, a federal education evaluation standard that is being adopted this year in the state, will also be a focus of the program. Ten teachers will get training on new process. “We are really excited about training teacher leaders across the district who will be leaders in Common Core state standards. It’s a big shift for everybody,” said Lowe. “We are looking to train some local, effective people who have been identified as very strong teachers,” The grant will pay for substitutes as teachers undergo training and create initiatives. Previously, teachers who wanted to share strengths had to find time within their schedules, said Lowe. Most school districts have tied teacher wage increases to experience and education. McKenzie’s committee will look at how evaluations and achievement might be tied to future compensation. Any change to compensation would need to be agreed to in bargaining. The contract between the district and the teachers' union expires at the end of June. McKenzie said bargaining sessions will probably start in February or March. “Our goal is to look through different models and allow teacher leaders who are bargaining team members to take that out to the staff and get feedback,” said McKenzie Compensation in the Bend-Lapine School District will be studied. That district in May adopted compensation changes for new and early-career educators that were more connected with increased student achievement. Phoenix-Talent was one of 10 districts statewide to receive a collaboration grant out of 15 applicants.
