The city's "special protection" zoning is limiting the use of school property near the town's historic core and also the price tag of the property, which has been on the market for more than a year. "After a lot of research, determination and a lot of prayer, it was decided that (filing this claim) was our only option," said Cascade Christian Superintendent Ray Johnson. City Administrator Paul Wyntergreen said he received Cascade's notice on Friday, a deadline for Measure 37 claims. The city will review Cascade's claim which requests removal of the zoning restrictions — or $1.85 million in compensation, said Wyntergreen. Advertisement The 7.57-acre school property — located in the cultural and historic heart of Jacksonville — includes six tax lots and 44,642 square feet of aging structures that have been assessed by Jackson County at $1.25 million for taxation purposes. The former Jacksonville School was remodeled to house Cascade Christian High School in 1994. While Johnson says the property should be returned to its pre-purchase zoning, city officials say the school grounds was zoned into a "special protection" category, along with several other properties within city limits, to preserve their historic character prior to Cascade's purchase of the school property. On April 28, Cascade announced its intent to file a Measure 37 claim against Jacksonville after the city expressed interest in the property but refused to meet the $5 million asking price for the school. It instead offered $3 million, which the school refused. Johnson said Cascade must realize as much profit as possible for its Jacksonville property to fund the construction of its new school in Medford. "Our motive (in filing the claim) is we need to build a new building in Medford," he said Cascade recently received two new appraisals on its historic property, which could change its current $5 million price tag to interested parties, Johnson said. "We have a citizens group within the city of Jacksonville who are interested, and a local company that wants the property for their corporate headquarters, and a number of developers have expressed interest," said Johnson.
