Republican Rob Patridge far exceeded the totals of Democrat Melody Kolb in preparation for their Nov. — contest for Medford's open District 50 seat. Four-term Republican John Watt cannot run again and has endorsed Patridge. Republican challenger Jane Hunts of Trail outcollected and outspent Democratic incumbent Judy Uherbelau of Ashland, who seeks a third term from eastern Jackson County's District 52. But Uherbelau went into the general election campaign with more money on hand than Hunts, who raised about a third of her total from loans. Republican appointee Carl Wilson of Grants Pass raised a lot more and spent slightly more than Democrat Candace Bartow of Grants Pass for the District 49 seat, which covers most of Josephine County. The seat was vacated early by Republican Bob Repine of Grants Pass, who was appointed in January to head a state agency. He also was ineligible to run again because of term limits. According to reports filed with the secretary of state, all but Kolb and Bartow raised more than the statewide average of $22,212 that Oregon House candidates spending for the May 19 primary campaigns. Patridge and Hunts spent more, but all the Democrats and Wilson spent less, than the candidates' statewide average of $17,779. Secretary of State Phil Keisling said that legislative candidates in the 1998 election cycle are well on their way to setting records for contributions and spending. The previous record primary-campaign average for House candidates was $12,959 in 1992. The record election-cycle average for House candidates, including a general election campaign, was $54,243 set in 1994. Several Southern Oregon races for House seats this decade already have exceeded $100,000. The 1992 rematch between Nancy Peterson and Jerry Barnes in District 52 set a state record for a House race with total spending of $280,944, most of it spent during the general election campaign. But Bill Witt's narrow victory over Republican Rep. Chuck Carpenter of Portland in the May 19 primary may set a single-campaign record at $263,000. The amount of money in politics will continue to be more mind-boggling with each new election until we totally re-engineer the campaign finance system, Keisling said. The average spent by House candidates in 1996 was $18,722, about a third of 1994's total, because of contribution limits that voters imposed in a 1994 ballot measure. But the Oregon Supreme Court declared many of the measure's provisions unconstitutional in 1997. The average spent by House candidates in 1972 was $3,784. Total contributions and spending in Southern Oregon's other House districts, where there were contests for Republican nominations but none for Democratic nominations in the May 19 primary, were reported in the Aug. 25 Mail Tribune. The state Elections Division reported that candidates in contested races May 19 raised an average of $27,197, and candidates without primary opposition, $17,497. The winner of the Republican nomination in District 51, Jason Atkinson, spent only $11,743, less than a third of the $36,680 spent by Larry Frank. But the winner of the Republican nomination in District 46, Susan Morgan, spent $49,191, twice as much as her three rivals combined. District 51, which covers southwest Jackson County and part of Josephine County, is being vacated by 10-term Republican Eldon Johnson of Central Point.
