According to a 1931 Medford Mail Tribune article, the camp was established in 1862 and was part of the 1st Oregon Volunteer Cavalry. Baker was Maj. Gen. E.D. Baker, who was killed at the battle of the Balls Bluff in 1861. The site of Camp Baker was about a half mile west of Phoenix. The camp was used as late at 1865, and according to "Oregon Geographic Names," there’s a Daughters of the American Revolution marker for Camp Baker about 75 feet west of Coleman Creek on the south side of Camp Baker Road.
