FM BROADCAST ANTENNA SYSTEMS. 


l. In making allotments and in issuing construction permits and licenses the 
Commission assumes that FM non-directional broadcast antennas have perfectly 
circular horizontal radiation patterns. Actual antenna patterns shall conform 
to the ideal as closely as is practicable. The use of any technique or means 
(including side mounting) which intentionally distorts the radiation pattern 
of what is nominally a non-directional antenna makes that antenna directional 
and it must be licensed as such. 


2. Before program tests are authorized for directional antennas, the 
permittee must submit the results of a complete antenna proof-of— 
performance. The constructed antenna must conform to the original design 
specifications of the construction permit. Otherwise, a new application for 
construction must be filed based on the antenna as constructed. 


3. Scale model FM antenna measurements are acceptable for the proof~of- 
performance for directional FM antennas. Care and diligence should be used in 
producing a faithful model of the structure in complete detail. The choice of 
using full size or scale model measurements is left to the discretion of the 
permittee. 


4. Specific requirements regarding antenna patterns are addressed in Part 73 
of the FCC Rules and Regulations.
