ABSTRACT
This report gives a full description of the
broadcasting and operation of WHRS-FM, a FM radio station established
by federal grant to serve migrant workers and their children in Palm
Beach County, Florida. The goal of the project was to evaluat: FM
radio as a solution to the serious economic and educational problem
of communicating with the migrant family. Specific aims included
reducing children's absenteeism and increasing the participation of
the family in school-related activities. Cooperation between the
radio station and many local agencies permitted many specific local
needs to be met. This document provides background information,
economic data, program descriptions, lists of cooperating agencies,
and rudimentary program evaluation which shows it to be effective.

Chances Resulting From the Project.

School because of the lack of adequate statistical aata to verify the
attainment of the five cbjectives.
Yet as already stated in this report there were definite changes in
the attitude and attendance of both the students and parents to schoo}
related activities.
Briefly, the change in aduit participetion in adult education classes
showed a change from five to twenty people in attendance.
Tt was stated by teachers that WHRS-FM provided a motivational change
in the migrant child that improved his self-concept and participation in
class. The station also had a high degree of participation from the
students and requests concerning program content. The questionnaire
that was disseminated to the faculty confirmed a positive attitude
toward the programming and the effectiveness of WIRS-IM.
The comparison between the attendance reports before January 12, 1970
and the reports after that date did show a definite increase in stu-

dent's attendance.

Results
Alcoholism Council - Mrs. Farrell visited the station and compiled
written announcements to be used as our VSA spots.
Girls Associated Club - Mxs,. Wade organized this club for the young
giris in the comminity. She has visited the station several
times, once bringing the club bere for a meeting. She has sought
d from us in arranging transportation, mak announcements of
club activities (Bastcr Feg hunts, rummage sales, ete.) and in
general exhibited a great interest in the success of the radio
station. .
Palm Beach County Yelfere Department - Mrs. Snyder, Mrs. Baber came

mation to be used in our spot announcements.
