BE-5-5. Consider Energy Efficiency in
Roof Design for All New Constructions
and Roof Replacements
The design of a structure’s roof can be a
crucial component to its energy efficiency.
White or light metal roofs have been
identified as a best practice for reducing the
energy footprint of a building because they
reduce the building’s absorption of heat.48 As
there are multiple strategies for ensuring a
roof is designed to do this, this Plan does not
recommend a single method, but only that
the energy efficiency of roof design and
construction be evaluated and maximized as
appropriate .
BE-5-6. Further Microgrid Exploration
Consider microgrid incorporation for any new
construction , especially those relating to the
provision of essential services and/or having
a sizeable energy footprint .
BE-5-7. Give Preference to
Contractors/Firms with LEED and/or
Energy Efficient Design Experience
When Contracting for New Projects
During the procurement process, experience
with LEED building/facility design or some
comparable experience with energy -efficient
design should be considered an additional
factor for firm selection. Experience in these
areas should not only lead to more energy -
efficient design but will likely avoid additional
costs imposed by firms considering energy -
efficiency design to be an additional service
rather than standard practice for their firm.49

Design Process
Those who will be operating the
building/facility should be brought into the
design process to best ensure energy
