IMPLEMENTATION GRANTS PASS SUSTAINABILITY AND ENERGY ACTION PLAN The next step to develop a model for project implementation was creation of a system for comparing the various projects in terms of their contributions towards achieving Plan goals (Impact) and their feasibility (considering project costs weighed against available financial resources, current state of technology, and the capacity and support of City staff). In order to simplify this evaluation process, the Taskforce used a visual priority matrix , which can be used by City staff as well .Project Prioritization PLAN RECOMMENDATIONS PRIORITY MATRIX The only consideration factored into project prioritization not fully visualized here is that of urgency, which is discussed further under Funding and Affordability . 81
