Three public m eetings were also conducted. Taking place at the project’ s beginning, end, and m idpoint;
the m eetings allowed Medford citizens to provide input regarding the City ’s future transportation
network.
The TSP begins with an overview of existing plans a nd studies relevant to transportation planning in the
Medford area. An inventory and assessm ent of existi ng conditions follows, along with a list of current
goals and policies guiding transportation decision-m aking. Following is a discussion of the various
developm ent strategies and alternatives for each tran sportation m ode, which also includes general and
specific actions. The transportation m odes exam ined in this docum ent include:
• Motor vehicles,
• Public transit,
• Other surface transportation (inc luding intercity bus and rail),
• Air transportation,
• Non-m otorized,
• Freight, and
• Parking m anagem ent.
The report concludes with a specific project list cat egorized into short-, m edium -, and long-term
timefram es. A funding and im plem entation plan also provides a guide for the transportation system plan
components to becom e a reality .
Goals, Policies and Implementation Strategies
Several goals along with supporting po licies and im plem entation strategi es were developed for Medford’s
future transportation sy stem . These goals, policies and implem entation strategies reflect the key policy
strategies established by the TSP. TSP goals and polic ies are presented below. Implem entation strategies
are presented in Chapter 13 of the TSP.
Overall Transportation System - GOAL 1: To provide a multi-modal transportation system for the
Medford planning area that supports the safe, e fficient, and accessible movement of all people and goods,
and recognizes the area’s role as the financial, me dical, tourism, and business hub of Southern Oregon
and Northern California.
Policy 1-A: The City of Medford shall manage project ed travel dem and consistent with com munity ,
land use, environm ental, ec onom ic and livability goals.
Policy 1-B: The City of Medford shall use the Transportation System Plan as the legal basis and
policy foundation for decisions involving transportation issues.
Overall Transportation System – Funding
Policy 1-C: The City of Medford’ s top priority for the use of transportation funds shall be to address
the m aintenance, operational, and safety needs of the transportation sy stem .
Policy 1-D: The City of Medford’s second priority for the use of transportation funds shall be to
maximize efficient use of the existing transportation sy stem through use of Transportation Sy stem
Managem ent (TSM) and Transportation Dem and Managem ent (TDM) m easures prior to expending
transportation funds on capacity improvem ents.
Policy 1-E: The City of Medford’s third priority for th e use of transportation funds shall be to fund
capital improvem ents that add capacity to the transportation sy stem . These im provem ents shall be
prioritized based on availability of funds, reduc ing reliance on the autom obile, im proving safety ,
relieving congestion, responding to grow th, and sy stem -wide benefits.
