Rogue Valley Regional Transportation Plan (RTP) and in the recently -conducted studies that evaluated the feasibility of creating Transit-Oriented Districts (or TODs) within the city . The 2001-2023 Rogue Valley Regional Transportation Plan According to the RTP, RVTD currently provides less than one percent of total daily and peak-hour trips. The RTP Alternative strategies that were identified to help the Rogue Valley Region m eet state planning for reduction in travel by single occupant vehicles id entify a series of benchm arks for increasing the share of all daily trips that are m ade by public transit (or “m ode share”) to 3 percent by 2023 (see Table 7-1). Currently , RVTD carries 3,200 of the daily trips m ade in the Medford Urbanized Area. Growth in the transit m ode share to 3 percent by 2023 would result in 18,500 daily trips being m ade by transit in that year, an increase of nearly 500 percent over today ’s levels . This com pares with trips m ade by auto that are expected to keep pace with population growth and increase by approxim ately 35 percent by 2023. As discussed in the RTP, public tran sit has the potential of capturing a greater portion of total daily trips in the region if RVTD is provided with additional re venue. Increased revenues will enable the District to expand services to m ake transit a m ore viable op tion to people who choose to use an alternative transportation m ode other than the autom obile. New operating revenues would increase the frequency on existing routes, expand hours and day s of service, provide new routes, and expand shuttle services. Transit service im provem ents identified in the RTP are based on a two-tiered approach based on two operational plans that have vary ing service levels. The Tier 1 plan is “financially -constrained” and is based on the expectation that existing funding program s and levels will remain relatively consistent (allowing for inflation and population growth). Tier 1 revenues would support a m odest increase in current service levels, but would not support any significant expansion in existing services. Tier 2 represents a financially -unconstrained plan that woul d result in a dram atic expansion of current service levels with an accom panying increase in transit ridershi p. Tier 2 will require substantially more service hours, buses, and facilities than are currently available. The existing route structure would be modified from its current radial focus on downtown Medford to including high quality connections to/from activity centers consistent with the recom mendations of the RVMPO’ s Transit Oriented Developm ent and Transit Corridor Strategies Plan. Tier 2 has the prim ary objectiv e of attracting all ty pes of trips rather than just work trips or trips m ade by persons who presently have little choice in their m ode of travel. Tier 2 is the preferred option in the 2001-2023 Rogue Valley Regional Transportation Plan . The Tier 2 projects identified in the RTP13 begin by upgrading the level of service currently provided on existing fixed routes, including establishing m inimum standards for headway s, service day s, and service hours. The RTP recom mends that priority be give n to im proving the quality of service on existing routes by: • Adjusting route alignm ents - structure routes so a transit trip takes no longer than 50 to 75 percent more time than a trip taken by autom obile or provide service in areas where it is currently not available. • Increasing the frequency of service - operate all transit routes with route headway s no greater than one-half hour during peak periods (the leve l and frequency of service are im portant factors in attracting and m aintaining a ridership base). • Expanding the hours of service - to meet the needs of potential riders who presently are unserved due to the lim ited hours of operations, the RTP preferred option would begin weekday service at 4:00 a.m . and continue until 11:30 p.m . 13 2001-2023 Rogue Val ley Regi onal Transport ation Pl an, Rogue Val ley MPO, Apri l 25, 2002, pages 11-4 and 11- 7.
