The intersection of 10th Street at Central Avenue is projected to operate at a v/c ratio of alm ost 1.00 given Year 2023 traffic volum es. Im provem ents may be needed at this location in the future to ensure that vehicle queues on the side street (i.e. 10th Street) do not extend into adjacent intersections. Although the intersection of 4th Street at Central Avenue shows excellent operation given 2023 traffic volum es, the SIMTRAFFIC simulation showed that the left-turn m ovem ent from the westbound approach will be problem atic. Currently the left-turn m ovem ent from this approach is “perm itted”, that is the movem ent must yield to oncom ing traffic. The sim ulation indicated problem s with this m ovem ent due to inefficient gaps in the opposing traffic stream . This situation resulted in vehicle queues extending clear back to the intersection of Jackson Street at 4th Avenue/Biddle Road. As a result, an exclusive left-turn lane should be considered on the w estbound approach at this intersection 2023 PM Peak Hour Results – State Highw ays The levels of operation of intersec tions under the jurisdiction of the Or egon Departm ent of Transportation are provided in Table G-4. As shown in the table, a number of locations are expected to operate worse than LOS D or have v/c ratios that exceed adopted standards for each facility . The intersections of Highway 62 at Poplar Drive and Highway 62 at Delta Waters Road are both predicted to operate with v/c ratios in excess of 1.00. Such conditions lead to long vehicle queues on the intersection approaches since the capacity is not su fficient for serving the dem and on each approach.
