Multi-Hour Level of Service Strategy Analysis Tables G-7 through G-10 show the LOS, average vehicle delay and intersection v/c ratios for the second- highest-hour 2023 volum es. As described previously , the second-highest-hour volum es represent the remaining volum e between 4:00 and 6:00 PM obtained after subtracting out the peak one-hour volum es during this period. As indicated in the tables, som e of the intersections that exceeded LOS D during the peak hour operate at LOS D or better duri ng the second-highest hour. 2023 second-highest hour SYNCHRO output is provided in Appe ndix E of the LOS Study report. 2023 Second PM Peak Hour Results – Dow ntown Medford As indicated in Table G-7, there is no appreciable difference between the one-hour strategy and the m ulti- hour strategy for downtown intersecti ons.
