• Allow up to 20 percent com mercial developm ent in the MFR 20 and 30 zones when the zone is adjacent to a designated or planned transit route. Dem and Managem ent Program The TPR [660-12-045(5)(b)] requires local governm ents to im plem ent a dem and m anagem ent program to meet the VMT reduction standards. Dem and m anage ment program s are designed to change travel behavior in order to im prove the perform ance of transportation facilities and reduce the need for additional road capacity . Possible actions include, but are not lim ited to, prom oting the use of alternative modes, ride-sharing and vanpool program s, and trip-reduction ordinances. Within the Medford UGB, the leader in developi ng and implem enting TDM strategies is the Rogue Valley Transportation District (RVTD). RVTD curren tly prom otes a full range of several TDM strategies including: education program s, trip reduction incentives, the “bikes on buses” program , carpools, vanpools, telework, park-and-ride service, em ployer out reach and other strategies. In addition, RVTD is actively engaged in developing a Transportation Managem ent Associati on (or TMA) within the Medford area to assist large em ployers with im plem entation of various dem and m anagem ent strategies. The following TSP recom mendations would help m eet this TPR requirem ent: • The City should prom ote the use of alternative commute options to reduce m otor vehicle travel generated by employment sites and schools by servi ng as a role m odel for the com munity by joining the Medford area Transportation Managem ent Association (TMA) and actively supporting its mission. • The City should support the use of transit am ong m ajor em ployers in the Medford area by encouraging purchase of individual or subsidized group transit passes, or other actions to m eet requirem ents for em ployee com mute trip reductions. • The City should encourage the developm ent of disc ount transit fare program s and shuttle services by offering to share start-up costs with em ployers, schools and special event sponsors. • The City should participate in public outreach to raise awareness about the use of TDM strategies and should actively market groups having the greatest potential for reducing single occupancy vehicle trips such as large em ployment sites and com muting students. Parking Plan The TPR [ 660-12-045(5)(c)] requires local governm ents to im plem ent a parking plan that does all of the following: • Achieves a 10 percent reduction in the num ber of parking spaces per capita in the Metropolitan Planning Organization area • Aids in m eeting the VMT reduction standards • Sets m inimum and m aximum parking requirem ents. The reduction in parking spaces m ay be accom plished through a com bination of restrictions on new developm ents and requirem ents to rede velop existing spaces into other uses. The City’s current parking requirem ents [10.741-10.746] do not m eet this TPR requirem ent. The current parking requirem ents list only minimum parking st andards and do not allow for shared parking agreem ents to reduce the total num ber of parki ng spaces required for two separate uses. Parking spaces can be reduced by 10 percent if the developm ent is within 400 feet of a transit route [ 10.810] .
