Transit Access and Facilities
For urban areas where the area is already served by a public transit sy stem , the TPR [660-12-045(4)]
requires support of transit by requiring land use regulations for the following:
• Transit routes and facilities shall be supported through appropriate m easures such as bus stops,
pullouts, optim um road geom etrics, or parking restrictions.
• New retail, office and institutional developm ents should include transit routes and facilities and
convenient pedestrian access to trans it through walkway s and connections.
• Designate pedestrian districts for areas planned fo r a m ix of uses likely to support a relatively high
level of pedestrian activity .
• Allow existing developm ents to re develop portions of parking areas for transit oriented uses where
appropriate.
• Ensure that new roads can be adequately served by transit.
• Designate transit supportive land uses along existing or planned transit routes.
The LDC currently has a num ber of code sections th at do a good job of m eeting this TPR requirem ent.
Those sections are 10.806 through 10.808.
Other TPR Provisions
Preferential Carpool Parking
The TPR [ 660-12-045(4)(d)] requires that designated employee parking areas in new developm ents shall
provide preferential parking for carpools and vanpools.
Section 10.809 m eets this TPR requirem ent.
Transit Oriented Developm ent
The TPR [ 660-12045(5)(a)] requires local governm ents to adopt land use and subdivision regulations that
allow transit-oriented developm ent on lands along tr ansit routes. “Transit oriented developm ent” is
defined as a m ix of residential, retail and office uses and a supporting network of roads, bicy cle and
pedestrian facilities focused on a major transit stop. A key com ponent is high-density residential
developm ent close to a transit stop w ith supporting neighborhood com mercial uses.
Medford’s PUD code allows develope rs to build higher density developm ents any where in the City if
they meet certain criteria. The PUD also allows some mixing of uses. The City is currently working on
establishing four TOD districts within the City that will substantially fulfill the intent of this requirem ent
by focusing higher density , mixed-use developm ent along transit corridors and around m ajor transit stops.
However, there is nothing within the current PUD, land division code or non-PUD developm ent that
mentions transit oriented developm ent or giv es preference to transit oriented developm ent.
Suggested Code Language
Add the following language to 10.230 A:
• 9. To prom ote the developm ent of Transit Orie nted Design along designated transit corridors and
within designated TOD areas.
Add the following language to the use table [ 10.314] for residential uses:
