circulation through parking lots should generally be provided in the form of accessway s.
“Safe and convenient” m eans that the bicy cle and pe destrian routes, facilities and im provem ents have all
the following characteristics:
• They are reasonably free from hazards, particularly types or levels of autom obile traffic that would
interfere with or discourage pedestrian or cy cle travel for short trips.
• They provide a reasonably direct route of travel between destinations, such as between a transit stop
and a store.
• They meet the travel needs of cy clists and pedest rians considering destinati on and length of trip; and
considering that the optim um trip length of pedest rians is generally a quarter to half m ile. [ 660-12-
045(3)(d)]
The language found in sections 10.464 thr ough 10.466 m eet these TPR requirem ents.
Off-site Im provem ents
The TPR [ 660-12-045(3)(c)] requires that off-site improvem ents that are required as a condition of
approval include pedestrian and bicycle improvem ents, including bicy cle way s along arterials and m ajor
collectors.
Section 10.421, General Developm ent Design Standa rds and Criteria indicates that all developer
improvem ents m ust be consistent with the Com prehensive Plan and other adopted plans (including
presum ably the TSP). In addition, section 10.291 lists the conditions of approval for site plan and
architectural review and includes “requiring the in stallation of appropriate public facilities…” but does
not specifically mention pedestrian and bicycle improvem ents. Both sections could be im proved to
include language referring to pedestri an and bicy cle off-site dedications.
Suggested Code Language
Include the following language in Section 10.291:
• (2) Requiring the installation of appropriate public facilities and services, including bicycle and
pedestrian facilities , and dedication of land to accom modate public facilities when needed.
Include the following language in Section 10.421:
• The developer shall design and im prove all streets, bicycle and pedestrian facilities , storm drains,
sewers, waterlines, accessway s and other public easem ents which are part of the developm ent, and
those off-site public im provem ent necessary to serve the developm ent consistent with the
Com prehensive Plan, Transportation System Plan or any specific plan thereof….
Internal Pedestrian Circulation
The TPR [ 660-12-045(3)(e)] requires internal pedest rian circulation within new office parks and
commercial developm ents to be provided through cl ustering of buildings, construction of accessway s,
walkway s and sim ilar techniques.
LDC sections 10.772 through 10.776 m eet this TPR requirem ent.
