• Providing a road system that permits safe, convenient, and economical transportation of goods
and people consistent with planned developmen t, natural resource use and environmental
protection in coordination with other agencies;
• Improving the roads that connect the vari ous communities and resources in Jackson County;
• Maintaining county roads and bridges in a good or better condition than as at present;
• Providing for non-automotive travel modes in conjunction with the road system; and,
• Encouraging the streamlining of public agencies and departments to maximize the effect of
limited tax dollars to maintain the public investment in transportation facilities.
One com ponent of the Jackson County Transportation Element of key importance to the City of Medford
is the potential transfer of ownership and maintena nce responsibility of several roads from the County to
the City . Upon im provem ent to city standards or receipt of cash in lieu of im provem ents, several of these
roads will be transferred to city jurisdiction. A summary of the street segm ents in Medford that are
currently maintained by Jackson County will be presen ted with a discussion of the existing transportation
system in Chapter 3. It should be noted that the County is currently updating its transportation plan.
Jack son County Bicycle Master Plan (1996)
Jackson County 's Bicy cle Master Plan was com pleted in May 1996 and adopted August 1996. The
County Bicy cle Com mittee, established by the Board of Com missioners in 1978, play ed a vital role in the
developm ent of this Plan. In developing the Plan , the Board of Com missioners asked the Com mittee to
assum e the following responsibilities:
• Prom ote all form s of bicy cling in Jackson County
• Prom ote safety and education in bicy cling
• Prom ote public awareness of all aspects of bicy cling
• Evaluate and provide for the increasing variet y of bicy cling including, but not lim ited to,
recreational riding, touring, com muting, m ountain bicy cling and racing.
• Evaluate and designate bicy cle facility improvem ents and m aintenance in the county .
• Evaluate the financial and personnel resources available to help im plem ent the Bicy cle Master
Plan.
• Keep the Bicy cle Master Plan current and viable.
The Jackson County Bicy cle Master Plan includes an inve ntory of bicy cle facilities in the County , a list of
system deficiencies, as well as goals, policies and implementation strategies. The Master Plan identifies
twelve priority bicy cle projects that are needed in the County to com plete a county wide bicy cle sy stem .
2001-2023 Rogue Valley Regional Transportation Plan (RTP)
Overview
The intention of the RTP is to provide a coordinated fram ework for identify ing and m eeting
transportation needs within the Medford metropolitan area for the next twenty years. The RTP takes a
snapshot of the current situation, and provides the best projection for future growth and developm ent
based on current trends and approve d land uses, policies and ordinances. The RTP looks at the different
types of transportation opportunities that are available and determ ines what improvem ents and/or services
would be beneficial and useful in the future: autom obiles, bicy cles, pedestrian activities, air travel, rail
and other com binations of travel opportunities or "modes". The RTP takes a com prehensive approach
that evaluates how all the pieces should fit together and identifies what other opportunities m ight be
available to develop a coordinated a nd contiguous sy stem in the future.
