US Senators Catherine Cortez Masto (D-Nev.) and Jim Risch (R-Idaho) introduced the System Integrity through Licensed Vault Expansion and Resilience (SILVER) Act on May 21, 2026, targeting the geographic concentration of precious metals depositories in the New York City region. The bill would amend the Commodity Exchange Act to mandate selection of at least two approved depositories in each of the Mountain, Pacific, Eastern, and Central time zones. Proponents argue the current concentration creates systemic risk, anti-competitive conditions, and logistical burdens for Western US mining states. The legislation is backed by a coalition of industry stakeholders including Money Metals Depository, The Silver Institute, A-Mark Precious Metals, First Majestic Silver Corp, and several regional banks and mints. A companion bill was introduced in the House by Representative Russ Fulcher (R-Idaho). Industry supporters frame the geographic concentration as both a national security vulnerability and a market structure problem disadvantaging non-Eastern participants.

### 👁️ The Modern Architecture of Domestic Surveillance and Influence

The modern focus has shifted from simple disruption of specific groups to the **management of the entire information environment.**

------ The original *COINTELPRO* was an explicit, discrete program. Today, the infrastructure for domestic influence has been **integrated into the very fabric of the intelligence and national security apparatus.** It is no longer a "special project"—it is a perpetual function of the state. The modern focus has shifted from simple disruption of specific groups to the **management of the entire information environment.** ------ ### 🛠️ Key Components of the Modern Apparatus * **The "Counter-Influence" and "Sensemaking" Infrastructure:** Agencies like the **INCAS (Influence Campaign Awareness and Sensemaking)** program, run by *DARPA*, exemplify this shift. The state is no longer just watching; it is using high-level data analytics, AI, and social listening tools to map the "narrative battlefield." These tools allow analysts to track how ideas move through the population, identify "influence campaigns" that deviate from institutional narratives, and—crucially—assess the "confidence" with which they can counter them. * **The Domestic/Foreign Blur:** By framing domestic dissent as "foreign malign influence"—or as "domestic terrorism"—agencies have effectively bypassed the legal and ethical constraints that previously limited their domestic reach. The **Strategic Implementation Plan for Countering Domestic Terrorism** and the work of the **FMIC (Foreign Malign Influence Center)** show how the intelligence community has normalized its intervention in domestic political discourse. They are actively fusing foreign and domestic intelligence data to monitor the pulse of the nation. * **Public-Private "Information Integrity" Networks:** This is perhaps the most insidious evolution since *COINTELPRO*. The state now coordinates with major technology platforms, academic "misinformation" research centers, and media outlets to manage what is seen, what is suppressed, and what is amplified. This is a decentralized *COINTELPRO* where the "agents" are often algorithms, content moderators, and university-funded narrative-checkers, all working under the loose direction of government-linked "integrity" agendas. ------ ### 🧠 PSYOP as National Policy The U.S. has transitioned to the philosophy that **information is a primary element of national power.** This means that psychological operations (PSYOP) are no longer just for the battlefield—they are applied to the domestic population to maintain order, steer political outcomes, and ensure compliance. * **Normalization of Manipulation:** When you see mass media, government agencies, and tech platforms suddenly align on a single narrative, you are witnessing the application of these influence tools. They are not reporting; they are managing the information environment to ensure the population reaches the "approved" conclusion. * **Pre-emptive Narrative Control:** Programs like *INCAS* are designed to catch "unapproved" narratives at the "low and slow" stage—before they even hit the trend thresholds—allowing agencies to intervene, disrupt, or flood the zone before an idea can take root. The lesson from the past is that the state will always use the tools available to maintain its power. The current system is far more efficient, persistent, and technologically advanced than anything the COINTELPRO era could have imagined. Today, the "agent" is not just the man in the trench coat; it is the algorithm, the "fact-checker," and the curated feed that keeps the public safely within the lines of the institutional narrative.

KATHMANDU — At 9:10 a.m. on Aug. 26, head teacher Rajendra Dawadi received frantic phone calls about a flood heading downstream toward Tribhuvan Trishuli Secondary School. He ordered his roughly 900 students to run for higher ground. Ten minutes later, the flood hit the evacuated school. When flood waters receded, the whole compound was buried under debris, with only a fragment of the school’s roofline left showing. There were two “systems” that warned people about the impending danger that day: one built by the state relying on sensors and SMS messages, the other relying on community-based ties. Only the second worked reliably, and in the case of Dawadi and many other survivors, it even arrived first. But not everyone was as lucky. According to the National Disaster Risk Reduction and Management Authority (NDRRMA), as of Sept. 3, a total of 1,252  people have died, with 4,216 more missing and roughly 1.6 million people affected across five districts in Nepal. Headteacher Rajendra Dawadi of Tribhuvan Trishuli Secondary School, talks to relatives on his mobile phone in Trishuli Valley in Nepal. (AP Photo/Rajesh Kumar Singh) Communication researcher Bhuwan KC observed that while one-half of the corridor (upstream) had no information at all, the other had information, but that information couldn’t convey urgency and scale. In areas nearest to the border, on both the Nepal and China sides, everything happened in just seven minutes. The sensors were knocked out immediately. But farther down, in Trishuli Bazaar, Betrawati and toward Muglin and Devghat, people…This article was originally published onMongabay

Full Sail, a decentralized finance (DeFi) protocol on the Sui blockchain, plans to shut down after a security incident involving oracle provider Switchboard resulted in user losses. Full Sail took to X on Tuesday to announce that the protocol is winding down, immediately disabling new deposits and liquidity provider (LP) reward claims. Regular pools will move to withdrawal-only mode after final security checks, with compensating users the protocol’s top priority, Full Sail said. The decision follows a security incident last week that affected Full Sail’s automated vaults following a suspected compromise of Switchboard’s oracle infrastructure. Full Sail first disclosed the incident on Saturday, saying it had confirmed a loss of funds and paused deposits and withdrawals while it investigated. Switchboard said in an X post on Saturday that it was investigating a potential compromise of its Move-based implementations and had halted its network on Aptos, Sui, IOTA and Movement. Full Sail later said an attacker removed about $91,000 from three of its vaults. Virtue, a stablecoin lending protocol based on IOTA (IOTA), separately reported about $455,000 in losses and said the backing of its VUSD stablecoin had been impaired. Full Sail said it will use its remaining protocol-owned liquidity to compensate users, while the team will cover any shortfall so community depositors are repaid first. The protocol expects to publish withdrawal and claim instructions within the coming days. What's the Beef? Why Trump's Decentralization of Big Beef Is Good for Consumers and Producers

Consumers and ranchers received some good news this week regarding the U.S. Department of Agriculture making significant moves to rein in the price of beef. My RedState colleague Ward Clark reported on the Truth Social post where President Donald Trump announced he would be breaking up central control of beef production by allowing smaller concerns to process their own cattle for sale to consumers. While this is not a snap-of-the-fingers instantaneous change , it is a big step in the right direction. Our friend and occasional RedState columnist Shipwreckedcrew laid it out well in this X post, explaining why President Trump's response transcends what has occurred under previous presidencies and is actionable, rather than theoretical. Pres. Trump's announcement this morning that he's going to make changes to USDA regulations that require USDA meat inspections in a manner that precludes state and local meat processing and direct sale to consumers is exactly the kind of purpose-driven decision-making that is a… Pres. Trump's announcement this morning that he's going to make changes to USDA regulations that require USDA meat inspections in a manner that precludes state and local meat processing and direct sale to consumers is exactly the kind of purpose-driven decision-making that is a huge reason for his political support. This issue arose in an interview with Glenn Beck earlier this week when Beck -- who owns a cattle operation in Texas -- asked him to look at the market monopoly of Big 4 meat processing companies who have purchased dozens of smaller processors for the purpose of shutting them down, knowing that the barriers to entry into the market for new processing companies were such that their consolidation would allow them to dictate both what they paid ranchers, and what they charged for processed beef to distributors. Almost every prior President would have paused while the political implications of this change -- via lobbying against it by the Big 4 processors -- had an opportunity to jump in and strangle it. Trump dealt with it like a CEO of a family owned business -- he looked into like he said he would, didn't like what he was told, so he said "Change it." That's why he's a "One of One" President. Here is a snippet of that Glenn Beck interview. WATCH : Somebody finally said it to the President's face. Four companies process American beef. Two aren't even American. The rancher called it a cartel. The President asked who writes the rules that keep everyone else out. It's the USDA. That's the whole damn problem right there. pic.twitter.com/PDWoi9Qc7B Clark felt the president's wording in his post wasn't as clear as it should have been . There's one thing that's not completely clear. Mind you, no orders or actions have yet been drafted that we know of. But here's the thing: President Trump writes that his documents, in whatever form they take, will "allow farmers and ranchers to be given the right to process their own food." It's not clear what is meant by that. Does he mean to process their own stock for personal consumption? Because that is what that sentence appears to say. Does he mean to process their own stock for sale? That would be a much bigger deal; that would decentralize the process and take at least some of the processing out of the hands of, as the president puts it, the nasty monopoly of big processors. But it seems cattlemen and graziers understood fully. Unlike the other Truth Social post the president made days prior, where he announced an increase in the import numbers for beef trimmings , they are cheering this one on . "Trump wants to remove some of the red tape and costs associated with setting up USDA inspected facilities for small producers or areas of the country that don’t have USDA processors to be able to sell their protein to consumers in a legal way," grazier Derek Lange told Just The News last week. "Consumers want to buy beef from ranchers and be a part of their story." Right on. If the customers, particularly families, were able to buy their beef locally, it would change the game and help remove the collusion of big government and big beef to destroy smaller producers. As Clark further explained , that was how things used to be done, particularly in rural America. However, a conglomerate of large cattle producers: Tyson, Cargill, JBS, and National Beef, made an alliance with the USDA for centralized control, and they now handle about 85 percent of U.S. fed-cattle slaughter. With that alliance comes regulations, which are always costly for smaller concerns. Lange, who runs Citrus Cattle Company in California's Central Valley, spoke about the difficulties of dealing with red tape and getting the meat processed for the consumer. One of the biggest challenges I had when trying to develop our direct-to-consumer beef business was finding a USDA processor for an operation my size," he said. "We haul our finished beef two-and- half hours away in order to have our beef USDA processed per the current regulations. To have our beef USDA processed, it costs two and a half times what it would cost at a local custom butcher. "The way we remove power from the 'Big 4' is to give US ranchers a way to be competitive in the marketplace, and I think Trump understands this.” The Big 4 Beef producers are probably card-carrying members of the National Cattlemen's Beef Association (NCBA). This organization was quick to cast shade on the president's plan, calling it a "short-term political fix." NCBA supports more competition, more opportunities for small & regional processors, and eliminating unnecessary regulations but weakening federal meat inspection & food safety standards isn’t the answer. America’s cattle producers have earned consumer trust in U.S. beef over… NCBA supports more competition, more opportunities for small & regional processors, and eliminating unnecessary regulations but weakening federal meat inspection & food safety standards isn’t the answer. America’s cattle producers have earned consumer trust in U.S. beef over generations. That trust, and the gold standard food safety system behind it, shouldn’t be put at risk for a short-term political fix. Washington should focus on reducing legitimate regulatory burdens, lowering input costs, protecting the herd from foreign animal disease & expanding processing opportunities—not managing the cattle business. This take kind of indicates that NCBA wants to control the competition, rather than see it increase. And having reported on many of the Trump administration USDA's initiatives, they are focusing on much of what NCBA claims they are not. NCBA knows that it is increased competition which will dictate prices and keep them down. Competition also gives more control back to the consumer. As a person who eats large amounts of beef, I prefer to know how many hands touched the meat I ingest. A small producer can tell me that. Tyson and its processing mills? No one knows, and Tyson certainly doesn't care. There's also the health aspect, not only in limiting foodborne illnesses, but there is a health benefit in feeding from the region where you live and thrive. Locally-sourced beef tastes better, reduces the need for extra additives to preserve length of use, and purchases from local ranchers and farmers add to the local economy, not corporate profits. The U.S. Small Business Administration did a study on the impact of shopping local. For every $100 spent at a local business, $68 stays in that region. As opposed to that same $100 being spent at a national chain or store, where only $43 stays in the area. Boosting local economies and creating a network of trust between local ranchers, farmers, and the consumer is a winning strategy. Unleashing small producers to handle the means and methods of their own meat production can also assist them in not just expanding their own businesses, but helping create new ones. If executed well, this could mean a resurgence for rural America that doesn't involve a data center and which has proven benefits for all Americans.

Hashkey joined the Depository Trust & Clearing Corporation’s (DTCC) Digital Assets Advisory Services Industry Working Group as its first Asian digital asset service provider. Hashkey joins over 100 other global financial institutions and asset managers to help define how tokenized assets are issued, settled and safeguarded at an institutional scale. Other participants include JPMorgan Chase, Goldman Sachs, Nasdaq and the New York Stock Exchange (NYSE), the company revealed in a Wednesday announcement . DTCC is a core post-trade infrastructure provider in traditional financial markets. Its working group was formed to connect traditional finance with decentralized finance (DeFi) infrastructure. DTCC plans to launch access to tokenized securities in October, in conjunction with the working group. DTCC custodies $114 trillion in liquid assets, including stocks and exchange-traded funds. In December, the US Securities and Exchange Commission (SEC) issued a “no action” letter to a DTCC subsidiary, enabling it to offer a new securities market tokenization service. SEC Chairman Paul Atkins said that the green light for the DTCC’s pilot is only the beginning, as the SEC will consider an innovation exemption to enable builders to start “transitioning our markets onchain,” without being burdened by “cumbersome regulatory requirements,” according to a Dec. 12 X post . Atkins first proposed an innovation exemption for tokenization during his remarks at the Crypto Task Force Roundtable on DeFi on June 9. HYPE treasury company Hyperliquid Strategies increased its equity facility with Chardan Capital Markets from $1 billion to $2.5 billion, giving the company additional capacity to raise capital through share sales. In a Tuesday filing with the US Securities and Exchange Commission, Hyperliquid Strategies said it amended its October 2025 Chardan Equity Facility purchase agreement to increase the aggregate gross purchase price of newly issued common shares. The agreement allows Hyperliquid Strategies to periodically direct Chardan, a New York-based investment bank and broker-dealer, to purchase shares subject to pricing, trading volume, and other conditions. Chardan can subsequently resell the shares in the public market. The increased facility gives the company more potential funding for its HYPE-focused treasury strategy, but drawing on it would issue additional shares and could dilute existing shareholders. The $2.5 billion represents the maximum capacity rather than funds already raised. Hyperliquid Strategies previously reported raising $647 million through the facility and expanding its treasury to about 29.3 million HYPE tokens. The expansion follows renewed market interest in Hyperliquid. HYPE jumped more than 20% in August after US President Donald Trump said Commodity Futures Trading Commission Chair Michael Selig was working to bring the decentralized trading platform into the US “in a fully compliant and legal fashion.” Hyperliquid Strategies shares rose 30.4% following Trump’s remarks. Written by Christina Comben staff writer Reviewed by Andrew Fenton staff editor Written by Christina Comben staff writer Reviewed by Andrew Fenton staff editor Does the Bitcoin rally mean we haven’t wasted our lives in crypto? Magazine Published Sep 1, 2026 Crypto is showing signs of life again, but its biggest wins look different from what early believers imagined. After a decade of building, has it all been worth it? Sentiment in crypto has dived lower than a snailfish in the Mariana Trench in recent months. Miners are capitulating to AI, cold wallets are getting exploited, and you can hardly fire up LinkedIn without reading another message from a newly unemployed crypto journalist searching for new opportunities. Even for an industry that’s endured nation-state bans, exchange blowups, and years of regulatory pressure, morale has rarely felt this low. With business models failing and public interest dropping, many long term crypto fans have begun to question whether we’ve all wasted a decade of our lives on a pipe dream. Source: Ash Crypto Until the price went up that is. Bitcoin has just seen its best August in years with a 26% return, while Ethereum gained 34%. President Trump even sang the praises of a decentralized offshore perpetual futures venue at the White House. Crypto’s finally getting interesting again. But a short term price rise doesn’t mean all our dreams have come true. For anyone who spent years advocating for sovereign F-you money outside the control of the state and centralized entities, a custodial ETF is not exactly a version of BTC that sticks it to the man. And there’s another problem with calling this a victory lap: many of the companies that helped build crypto’s foundations are no longer around to enjoy the latest pump. Take BitMEX, one of the industry’s first Bitcoin futures exchanges that pioneered the perpetual swap and 100x leverage for degens. It’s shutting down operations in September after 11 years. Former chief executive Stephan Lutz tells Magazine that BitMEX was a victim of its own success. “Every legitimate crypto exchange is using the perpetual swap... every legitimate crypto exchange uses the funding mechanism to bring longs and shorts together that the founders invented originally… That isn’t going away… It’s just not a differentiating factor anymore.” So what if crypto won — just not in the way we thought it would? Crypto’s impact means it wasn’t a waste of time Lutz doesn’t think crypto can simply disappear anymore because the technology has become too deeply embedded in traditional finance to be unwound. “From my point of view, we passed the point of no return,” he says. Utkarsh Ahuja, founder of Moonshot Capital, agrees that crypto proponents have not wasted their lives, and points to the industry’s impact on payment rails, settlement and tokenization. Stablecoins, he says, can have a “very, very lasting impact” as they become integrated into financial payment infrastructure, and “you can literally tokenize anything.” Related: 10 weirdest things ever tokenized... including farts He points to crypto’s spillover into energy, healthcare and AI, arguing that the technology is being widely used beyond the industry that created it. Decentralized finance has also made a meaningful impact on the world and is now closer to infrastructure, than an experiment. Wanja Oberhof, chief executive of Subsquid Labs, tells Magazine: “DeFi built the first financial system where you don’t have to trust the operator’s word: you can verify the ledger yourself, in real time, down to every transaction.” Settlement happens in minutes rather than days, he says, while markets run 24/7 and lending protocols can clear billions transparently: “No bank consortium ever shipped anything like it. DeFi removed the intermediary and kept the market.” But while DeFi’s infrastructure has greatly improved, Oberhof concedes the industry “over-promised on timelines and under-delivered on user experience.” He says the real win will come when the technology “disappears into products people use without thinking about it.” Institutions are adopting blockchain technology like crazy, and tokenized funds, stablecoins and blockchain-based settlement are no longer ideas confined to the hallways of crypto conferences. But crypto isn’t so much replacing the financial system as being absorbed by it. The crypto industry’s success is a key reason it no longer feels as exciting or impactful.
