Challenge
Major initiatives converge at the
Embarcadero –Market Street interface ,
one of San Francisco’s most
recognisable civic gateways, yet
operate across multiple timelines and
jurisdictions, risking fragmented
delivery of flood and seismic resilience
projects, public realm improvements
and economic activation.

Develop a unified urban design and
resilience framework aligning Port,
City and federal partners, ensuring
that climate protection investments
also deliver vibrant, inclusive and

next USACE design phase.

financing approaches to attract
private investment and build long -
