--> --> Talent council takes up moratorium housekeeping measures Ashland Daily Tidings TALENT - In a final round of public hearings and ordinance adoptions, the City Council is going through the last-minute preparations required before lifting the building moratorium that has halted growth in this small town since 1997. The Talent-Ashland-Phoenix water intertie project to connect the three cities to the Medford Water Commission is about 95 percent completed, and city officials hope to lift the moratorium early next year, according to City Planner Kevin Cronin. Once the TAP project is completed, Cronin can begin issuing building permits. The council will discuss several housekeeping measures associated with the moratorium-lifting when it meets at 6:45 p.m. Wednesday in the Talent Community Hall, 206 E. Main St. The council's also agenda includes: · review of an ordinance setting restrictions, fees, and deposit requirements for use of the Talent Community Hall; · a review of the site plan for the expansion of the Little League fields on Colver Road; · discussion of purchasing water from Lost Creek reservoir; · a public hearing on the city's strategic plan, which maps out the city's goals over the next five years; a public hearing and subsequent action on an ordinance adopting the city's variance standards of the city's zoning ordinance; · a public hearing and subsequent action on an ordinance establishing the city's procedures of the zoning ordinance that provides new standards and criteria for review of land use applications; · a public hearing and subsequent action on an ordinance adopting new design standards for large retail establishments in designated commercial zones.
