TUESDAY MEETING I-5 visitors center and pot-growing restriction on Ashland council agenda Pot-growing restriction also to be discussed Comment DailyTidings.com Writer Posted Feb. 16, 2015 at 12:30 PM Posted Feb. 16, 2015 at 12:30 PM » Social News The Ashland City Council is expected Tuesday night to make a decision on whether to extend water and sewer service to a proposed Oregon Department of Transportation welcome center on Interstate 5 at the edge of town. It will also discuss a proposed restriction on marijuana cultivation. The welcome center resolution, carried over from the council's Feb. 3 business meeting, would also remove a four-year deadline imposed on ODOT in 2011 to assure construction of the Siskiyou Welcome Center and Rest Area as a condition of receiving water and sewer services. Action on the resolution was delayed until this week when the Feb. 3 meeting ran past its allotted time. The welcome center, first proposed in 2009, is planned for construction adjacent to I-5 near Crowson Road, but work on the project has been delayed by numerous legal battles. Neighbors have raised concerns about increased crime and traffic safety issues and say the project would have a detrimental effect on the city's water supply. In responses provided to the council following the business meeting, ODOT representatives said the welcome center would use less than 1,400 gallons of water a day — equivalent to the amount used by four homes — would include an Oregon State Police substation and would be located in an area of statistically low traffic density, allowing motorists ample opportunities to safely enter and exit. The resolution is the first item of unfinished business on the council's Tuesday agenda. Also on the council agenda is a planned discussion of whether Ashland should consider an ordinance to prohibit the outdoor cultivation of marijuana in residential areas. The meeting begins at 7 p.m. in City Hall, 1175 E.
