--> --> Talent creates a system to improve customer service TALENT - The city's community development department has created a new system to improve customer service for city planning, zoning and development, floodplain management and conservation-related services in anticipation of new development starting in January. Talent has been living under the umbrella of a building moratorium since 1997 due to increasing water demands on the city. Once the Talent-Ashland-Phoenix water intertie project that will eventually connect the three cities to the Medford Water Commission is completed this spring, officials at the city anticipate a surge of growth and development in the area. To that end, the city has updated its Web site at www.cityoftalent.org to now include an introduction about the department's staff, completed and planned projects, as well as accomplishments over the last five years, according to Talent's City Planner Kevin Cronin. The site will also provide links to frequently asked questions related to zoning, planning and property in Talent, a color version of the city's zoning map. City officials are also working to provide downloadable versions of new permit forms, checklists, fee schedules, new comprehensive plan elements and the city's updated zoning ordinance. However, these options are not yet available at the site. Moreover, Cronin will be scheduling pre-application conferences for potential development beginning today. One-hour appointments will be scheduled for a $125 fee and will be held between 1 and 4 p.m. on Tuesdays and Wednesdays. Pre-application appointments are designed to discuss development goals, potential issues, neighborhood concerns and staff expectations of appropriate development prior to submittal of permit and land use applications in January. A pre-application appointment may be mandatory prior to any new development, depending on the proposed use, Cronin said.
