New parking limits will be enforced on Winburn Way Ashland Daily Tidings Beginning today, four-hour parking limits will be in effect near Lithia Park. The seasonal limits will affect head-in parking on Winburn Way, along the curb facing the park, according to City of Ashland officials. There are no time limits for parking in the public lots on Water Street or the Winburn Way parking lot that is used as an ice rink during the winter. The public parking lot on Second Street remains a two-hour parking lot year-round. Residents should be aware that some two-hour street parking is now restricted to commercial bus parking only. Affected areas include the curb area across from Naturals of Ashland on Lithia Way and the curb area across from the Oregon Shakespeare Festival box office on South Pioneer Street.
