Strategies A num ber of strategies were develope d to provide the basis for a discussion of policies and priorities to be used in guiding Medford’ s pedestrian facility improvem ents in the com ing decades. In part, these strategies were derived from existing policies, and an assessm ent of current deficiencies, im provem ent program s, and anticipated projects identified in th e RTP for im plem entation within the Medford UGB. As shown in Tables F-2 though F-5 and in Figure F-1 that can be found in Appendix F, the RTP outlines a list of planned/program med projects that include com ponents specifically related to pedestrian enhancem ent. These im provem ents have been categor ized into short-, m edium -, and long-term time fram es through 2023. While it should be noted that the tim ing and prioritization of im provem ents listed in the RTP are subject to change based on the outco me of the City ’s TSP planning process, these projects do provide a starting point for discussion of pedestrian sy stem improvem ents and priorities. In addition, while the TPR and the RVMPO Alterna tive Measures package aim to include pedestrian facilities on m ost arterial and collector streets, the TSP recognizes the physical limitations on some roadway s in the Medford UGB. Practical lim its on street right-of-way may preclude the construction of sidewalks on som e streets. Table 10-9 describes each strategy , and identifies relevant polices that could be satisfied by the strategy .
