Commissioners approved the concept plan for Crimson Court, an 11-lot planned unit development on the 1000 block of Talent Avenue, and allowed developer Charlie Hamilton a reduction in the space required between the front porch and the street. However, they would not allow the four houses planned on parcels that face two streets — Talent Avenue and the new Crimson Court cul-de-sac — to cover more than 35 percent of the lot. A city ordinance states buildings can only spread over 35 percent of the property in R-18 zones, which two-thirds of the property is comprised of. Hamilton wanted to average 38.5 percent building coverage over the entire development. “To grant more lot coverage in R-18 is not maintaining the rurality of the zone,” Com-missioner Teresa Cooke said. Hamilton said features that enhance livability — covered front porches and larger garages with workshops — may have to be reduced because the commission did not increase the buildable area across the development. “The areas I’m going to be cutting are kind of the nuts and whipped cream on the sundae,” Hamilton said. Commissioners also denied a reduction in the spacing required between the side of houses and the property line and attached eight conditions to the development. Hamilton will come before the commission later this year to obtain approval of the detailed development plan for the project. Developers of Lithia View Phase II, a 16-lot residential subdivision on the 1600 block of Lithia Way, brought the detailed development plan and preliminary plat to the commission Thursday. “Nothing has changed with this application, really,” developer Mark Knox said before the vote. Commissioners added a condition that the final plat show the public trail easement around a wetland preserved within the development, then OKed the project. The commission also recommended the Talent City Council appoint Peter Hille, a GIS manager for Sky Research in Ashland who has lived in and around Talent for four years, for the vacancy on the commission.
