Although a relative newcomer (2009), I know it because Peace House, to which I devote much attention, was founded immediately after the 1982 referendum that banned from the city any manufacturing or installations relating to nuclear weapons or nuclear power. That year the grassroots movement to end the nuclear arms race reached a crescendo. Ashland’s declaration of itself as a Nuclear Free Zone was a meaningful way to participate in an upwelling of global activism that saved the human race from self-destruction. I recall this history because humankind now faces a threat equally grave, and Ashland will shortly have another opportunity to respond meaningfully. The world we inhabit is rapidly deteriorating. We shall not all die in a single cataclysm if we don’t slow, then reverse this process. And there is no single policy change that will rescue us. But the former and current threats are alike in that, once again, two mindsets are in conflict. One mindset is oriented to fear, coercion, and narrow self-interest. The other is oriented to trust, cooperation, and collective security. To avert the current danger, however, it will not suffice for the second mindset to secure a limited concession by the first — which is what happened when Ronald Reagan stopped talking about winning a nuclear war and negotiated with the Soviets the first treaty to reverse the arms race. This time there must be a major reorientation, a broad cultural shift. It’s true that our national government is still committed to domination and exploitation, but so are most of our fellow Americans. There now exists a local grassroots effort called Culture of Peace Initiative-Ashland. I know this because I helped start it, and for the time being Peace House is its organizational home, although it is a self-directed effort that anyone can take ownership of. Indeed, its goal is for the entire city to own it, so that Ashland will identify itself to itself and to the world as a culture of peace. How can Ashland do this? Here are ways the founders of CPI-Ashland suggest: The City of Ashland will provide official recognition of this identity and provide guidance by establishing a Peace Commission as part of city government. The Ashland School District will institute peace education and nonviolent conflict resolution throughout the schools. There will be ongoing, inclusive explorations of what it means to be a culture of peace, identification of ways to more completely realize that culture, and frequent publicizing of peace-building work. All segments of Ashland will be encouraged to realize how they are already building a culture of peace, and to develop further that dimension of their activities. There will be widespread use of peace-building tools to promote mutual respect and harmonious relationships among residents and between us and our natural environment. We must still work for policy changes at the national and international levels. But whatever we achieve in that arena will be incommensurate with the threat until we give highly visible form to the mindset committed to cooperation and mutual security. We must build a culture of peace. What better place than in Ashland? Without an expressed collective intention, its residents have gone far toward creating a society characterized by nonviolence, fairness, and sustainability. But if we are to be a beacon to others as the rising waters wash out their trodden ways, we must become intentional. A first step is to go to www.cpi-ashland.org and sign on to support the creation of a Peace Commission.
