Gray, a hydrologist, earned a degree in planning from the University of New Mexico that he is excited to finally put to use. "I appreciate everyone's point of view and experience," Gray said during the interview process, which was relatively informal. The commission voted while the two candidates were still at the meeting. Gray will be sworn in at the March 24 meeting. Gray was selected over Bart Lanning, a legal assistant who had lived in Talent for a half-decade. Lanning had been a planning commissioner in Montague, Calif., from 1985 to 1987. Although he was not chosen to join the commission, he said would entertain the idea of joining the planning commission advisory board. In other business, the commission tackled front setback regulations. Few people spoke during the public comment period at the meeting, but public hearings on front setback in commercial zones and residential districts, as well as hearings on Planned Urban Developments (PUDs) should be on tap before the end of April. The commissioners also intend to schedule one or two walking tours through areas of Talent to better understand how changes to front setback regulations would affect neighborhoods. The Talent Planning Department indicated it would support a C3 zone setback of 10 to 15 feet and a 10-foot setback in the C2 highway zone. The C2 zone wraps around Highway 99 north from Rapp Road to the north edge of the city, with the exception of an R2 zone where the Anjou Club apartment complex is located. "Setbacks in commercial zones apply to parking lots as well as buildings, meaning that no parking spaces or paving would be allowed in the setback, but they would be landscaped to provide a 'soft' transition between street and parking," Talent City Planner John Adam explained in a March 3 memo to the planning commission. Trees would not be permitted within the vision clearance areas.
