--> --> P-T board to discuss transfers Ashland Daily Tidings After losing hundreds of thousands of dollars due to students transfers, the Phoenix-Talent School District board of directors is scheduled to discuss a new policy designed to keep students who live within the Phoenix-Talent School District boundaries from attending other districts. The school board is scheduled to review and discuss a draft policy on inter-district transfer students at 7 p.m. Thursday, at Talent Elementary School, 307 W. Wagner Creek Rd., in Talent. This school year, the district lost 234 students while gaining 117 from other districts. The district receives state funding based on a per-student basis at about $5,000 a head. At that rate, the district lost approximately $1.17 million to student departures, receiving $585,000 to incoming transfers, for a net loss of $585,000. The Phoenix-Talent School District has a population of about 2,800 students and an annual budget of about $16 million, according to district officials. Under the proposed policy, students could only transfer to another school district for safety reasons, to take a curriculum no offered by the Phoenix-Talent School District or to continue at a school located outside the district where the student attended prior to moving to the Phoenix-Talent School District. Under the proposed policy, residents currently on approved tuition waivers to attend another district shall be allowed to continue for subsequent years, however siblings not currently on approved waivers are not automatically included.
