Acting Chair Ken Gosling and Commissioner Joi Riley each said they could not approve the detailed plan for the Clearview planned unit development because the developer did not take into account the concerns the commission had when the project’s concept plan was approved in May. Russ Dale, one of three applicants on the project, was quiet as the commission came close to shooting down the development Talent Community Developers, LLC, have worked on for almost two years. “This is a very important project, not only to us, but the whole community,” Dale said. The proposal includes 65 units of housing that feathers back toward Suncrest Road from 20,090 square feet of retail space fronting Highway 99. “Unfortunately, I haven’t seen a lot of changes,” Gosling said, adding he doesn’t think he could ever approve the project. “I thought they would come back with something different on the setbacks, something different on the street-size.” Had the commission voted on the development, the result would have been a 2-all tie — an outcome that city staff did not know the implications of. “We’re, as far as I can see, at an impasse because there’s only four of us,” Riley said. Talent City Planner John Adam said the issue of street width had been dealt with, that the density of the project is allowed under the current PUD ordinance and that concerns about the mixed-use nature of the development are “not pertinent to deal with.” “I don’t know why we have a PUD ordinance,” Adam said, expressing his frustration that commissioners wanted to repeal deviations from city code already awarded to the development. “You’re making a judgment call just based on personal taste.” Under its current zoning, the land could support commercial development along the highway and more than 130 apartments on the rear section of the property. “I want to do what’s best for Talent,” Gosling said to Dale, “what’s best for you and us.” The public hearing on the development was reopened and continued until Aug. 25 to allow the two planning commissioners who missed the meeting to weigh in.
