The ULUO was brought to the City Council during the Aug. 19 meeting for a first reading of the ordinance and public hearing. However, the council and Mayor John Stromberg felt that the new ordinance was too large to tackle in one meeting and directed planning staff to identify the key changes for council discussion.  Community Development Director Bill Molnar and Planning Manager Maria Harris brought 18 amendments for discussion Tuesday night, including changes to density bonuses, cottage housing standards and an increase in commercial building height. In addition to policy changes, many of the amendments are made for ease of reading and to fix consistency errors. While the council determined many of the amendments were ready to move on to a first reading of the ordinance, they directed Molnar and Harris to do some fine tuning on others. There are still five amendments of the 18 to be discussed, which is planned for the Nov. 4 meeting. Molnar and Harris will then bring the ordinance back with changes for a first reading.
