demanding her immediate return to meet a picture engagement, and as there was
no one to leave the child with in France, the only thing to do was for the _
father to remain with her. The SIEBERS considered having hrs. SIEBEWS mother
come from Berlin, but since she could not leave Gern1any"-aithout giving up ail
rights to her property that was deemed inadvisable, and rs. SIEBER did not '
want her daughter to go to Germany as neither she nor tr. SIEBER had gone
back to their native land since they had taken out quotagzmnbers in America,
so there was no choice but to have It-.r. SEBER stay in France to take care of
their daughter. Both L.-r. and Lrs. SIEBER received extensions on their '73

"As stated above, hr. SIEBER first came to California in 1932 andthan went back to continue his work for Paramount in France, as he spoke 7very poor English and was much more valuable to the organization in Europe?
than he was in this country. In 1933 or l93h When he came over under the

there is, according _no income for r. SIEBER from Europe, during the timeshe was for Paramount there and she advises that he got very littlemosey for his work - possibly less than &p5U.OQ a week, American money - on_
Yrhich he had to pay French taxes and also from which he had to pay his liv- expenses, and the reason that there was-no income gees probably
that sincehis home is in California and he, therefore, would be permitted
to charge his living expenses in France as a business expense, after makipg
that and other deductions, there would be no tax to giay. He was in Franceon a visitors visa a nd to live in hotels because, under French law, iihe could not own or lease even a simple apartment without being .a residentof France and he always gave there his home as California. Also, since he;
was in France on a visitor's,visa, and the red tape there is even more stri'ct~
than it is here, had it not been that Paramount was a very powerful foreign
corporation he would not have been permitted to Work. Even his car, which
was given to him as a birtziay present, was in France on a trip ticket,

jurisdiction of the Immigration and Naturalization Service. Miss DIETRICH
expressed disappointment and stated "I thought it was being suspended
awaiting a report from yo/.r office", to which she was told that any delay
which had occurred was at the discretion of the Immigration and lvlaturelization
Service and that any detailed information regarding this matter~shon1d be
obtained from that governmental agency. Miss DIMRICH replied that she was
of the opinion that there was nothing to do but wait.
This matter is being called to the atten io of the Bureau, inasmuch
as the possibility exists that Miss DJETRICH will e this matter directly
to the President of the United States, FRANKLIN D ROOSEVELT. She mentioned t»~».<---.~-4--1~~
that at the time of her departure for Europe sever years ago, Treasury l
agents had impounded her baggage and jewels for federal taxes, at which time
she personally called Secretary of the Treasury MORGENTHAU and had the matter '
adjusted to her entire satisfaction in an expeditious manner.
- In view of the above, it is requested that the New York Office
give expeditious attention to the leads set out in the report mentioned in
the body of this letter. . »
Very truly yours, ,
