Your recent support of Harrison Williams attempt to
stay in the Senate is extremely disappointing. I would
expect California elected officials to actively encourage
high moral and ethical conduct. Your support of
Senator Williams does just the opposite.
Senators are not expected to take blatant bribes regardless
of the circumstances.
Equally disturbing is the possible inference I have drawn
that you must be concerned that other members of the Senate
would be unable to resist such illegal overtures.
Please demonstrate high standards of ethics and reverse
your public stance on Senator Williams.

I agree with Kenneth J. Walton, that the FBI was doing Just what the
American people, Taxpayers! would have them do in the case of water
gate and again in the Abscam caper. '
Yes, those who were convicted were the ones that were screaming to
high heaven of the expert policing done by our highly skilled staff ofthe Federal Bureau of Investigation.
There is a way that theseepeople who would put our FBI down, can determine what the people want of their Bureau, they can take it to the people,and very soon find out that the FBI will come across with flying colors.
As stated by Mr. Walton, the only people that are complaining are thosecaught with their hands run to their elbows in the cookie Jar.
Only a criminal, need to fear the FBI; or any other law enforcement
agency. They are there to catch crooks, not those going about the dailybusiness of honest pursuits.Its time that the FBI fightsback and launch thei mpaign to over-come the image these media profiles are trying o pro ec to the peopleof this nation. /y .{/{%I was wild with delight; when it was announced tha he BI had caughtmany of those involved in the abscam thing. constrained" until now in discussing the

It grieves me to write this type of letter to you, but I feel I must.
I am appalled that the people who are supposed to enforce the law are
flagrantly violating the exact laws that they are supposed to be enforcing.
Just the other day, March Z5, I982, an FBI agent grabbed an attache case
from a citizen in Chicago. This agent committed a forcible felony theft under
the guise of gaining evidence for a non-forcible crime of copying videotapes.
How can the FBI justify this type of action???
In a second incident only a few days prior to the above mentioned one; a
Chicago police officer under indictment caught an FBI informant with an illegal
wire-tap. This is ILLEGAL by both Illinois and Federal law. With twelve days
to go before the policeman's trial, why does the FBI and the U.S. Attorney
feel it necessary to gain information by these devious means? Don't they have '
a solid case? If a regular citizen were to be caught with an illegal wire-tap,
he would have an extremely difficult time proving himself innocent. Why is
the FBI above the law? Is the police officer being unjustly charged just '
for the publicity and just so some agent can show enough street activity to
keep his job? As the ABSCAH case showed, anybody can be tricked into committing
crimes; if enough money is offered, even senators can be tricked into committing
technical violations of the law. What right do Federal agents have to use these
coercive measures? Are they immune to the law? Were the Federal laws and
regulations made for everybody but Federal agents? Why must all other citizens
strictly obey Federal, State, and local laws and regulations, but FBI agencs.and

The Bureau of Alcohol, Tobacco, and Firearms I5 another agency which_seems ,a»<
to be detrimental to its existence. Do we need an agency to control abuses ofij;»
alcohol and tobacco that barely exist? The third arm--firearms-seems to be*:"
the only thing the agency tries to enforce. But enforce what? Most violations
are covered at a State level very adequately. So what happens. These agents
create crime by entrapping honest citizens into committing technical violations.
Can any of the Agency's investigations show where they help society? Are they I

What should be proud agencies of the Federal government have, for years,
been weapons used against honest citizens to suppress injustices, coerce innocent
people Into illegal acts, and harrass common middle-class citizens into a state
of fear against the Government and bewilderment that a Government for the common

It seems to be that the BATF harrasses citizens to justify a $190 million
budget; furthermore, it is almost impossible to own more than one gun and ggi
violate one of their_too-numerous and too-contradictory rulings.
For the hundreds of millions of dollars spent by just these two agencies,
we get very little in return. Local police could handle almost everything
there is to handle by these agencies for far less expense to taxpayers. Also,
there would be far fewer crime because special agents would not be committing
crimes. Agents would not be supplying money to people to bribe them into
illegal activity, and agents would not be coercing people into doing things
they ordinarily wouldn't do.
I want my tax dollars spent on helping people--not on hiring people to
commit crimes!

Here we have 7 Congressmen convicted of criminal charges, so the

that score are fearful of their own hides, and don't went to sacrifice
their options at their present rate of influence peddling, outright crimes
or reasonable facsimiles.

Congress responds to pressure not reason. To pay these people the re-
spect? of having an investigation is so ridiculous I can't think of a
word that would adequately express my anger, contempt and grief at our
peoples representatives. I thought we hit bottom on that when the YBI

orous activities. I feel that scenario would have concluded quite dif-
ferently if House or Senate and or Inhabitants had been bombed a little

with the completion of virtually all trials, and as House
and Senate committees prepare for inquiries into the
methods used in Abscam, he said he felt free to talkabout how the bureau managed the probe . " _

happy to note, he took special pains to point out the foul and
rotten manner of the FBI activity. I don't uphold that man,
or any other, for doing wrong. It is your position to stay out Q.
of the way and not try to police the world and keep the moralsof the Nation. This isa display of what I call political Halitos§§
'I have written you before on this, hoping you would make a public
statenent of policy that the FBI is trough with this cheap Absca
deal of entrapping people. Cut this out! You are acting like a
bunch of chintzy politicians! It is not yougjob to police the
'gOOd morals of the country.
How soon are you going to publicly announce that this cheap busin
of trying to entrap people is over with? Your over-blown and
greatly publicized predecessor, J. Hoover, managed to put himself
in the intellectual dog-house by trying to knock Martin Luther King
Jr. over, and histcoy will increasingly show that King will grou in
stature for his accomplishments, while Hoover will be increasingly
overlooked and forgotten. You should not follow Hoover's foot
steps. Clean house of the cheap activity and you will help yourown image and that of the FBI. Let the motto be: No more halitosis!

ly's case was his defense that he
was conducting his own investi-
gation o_f the bribery scheme in
which he was implicated. gBryant conceded that he was
himself "disappointed and cha-
grined" at watching Kelly shove
$100 bills into his pockets. And he

Thank you for the ABSCAM work. Please continue such programs. The '
major source of most of the country's problems can be traced to
widespread political corruption among our elected officials.
On the one hand we see billions of dollars spent to beef up our military
forces supposedly to ward off a direct military attack while at the same
time the country is being effectively invaded every year by millions of
illegal aliens. I think even the F. B. I. would be surprised at the
full extent of kick backs to elected officials from defense contractors,
foreign politicians benefiting from our aid programs and from interest
groups blood suckers! representing illegal aliens. There is no way
that the illegal alien problem and other widespread, organized crime could
go on without the corruption among elected officials at all levels of
government. Congress, especially, has become a cesspool of corruption,
and most everybody knew it long before ABSCAM. The corrupt politicians
are uncomfortable following ABSCAM, and they should be. They have
organized congressional hearings to intimidate you and your agents
because of the ABSCAM convictions. Please don't let them prevent you
from Eonducting such investigations.
Thank God for the F.B.I. Thank God_for ABSCAM, and thank God for videotapes!!

Everything you can think of to

curity card is the key to the king-
dom. To get any benefit, you need
a number.
The government already has
won convictions of scores of people
caught in a nationwide probe,
dubbed Project Baltimore" be-
cause the Social Security Adminis-
tration headquarters is there.
However, officials at the inspec-
tor gene:-als office for the Depart-
ment of Health and Human Ser-
vices say most card cheaters go
undetected because of lax proce-

One source said the computer
system's ability to check abuses is
so weak that investigators cannot
put a Social Security number in
and find out who or how many
people use it.
Another federal investigator,
noting the Security Adminis-
tration has only 120 investigators
nationwide, asked: Who's going to

when auditors found a stack of
more than 1.000 blank cards lying
on the oor in an unlocked area of
a Social Security field office.
An HHS spokesman said, They
are under stricter lock and key
measures now," but several agen-
cy officials said privately the secu-
rity problem still exists.
Investigators have found evi-
dence of careless supervision of
those who distribute cards, loose
procedures for validating applica-
tions and little effort to trace indi-
viduals fraudulently obtaining
cork.
An inspector gcneral's audit in
New York and Washington last
year found nearly half the cards in
those cities were issued to aliens.
About 20 percent of those were
given to incorrectly coded individ-
uals Another 20 percent went to
aliens not authorized to receive
work-related numbers.
An investigator for the Immi-
gration and Naturalization Service
complained that all Social Security
cards look. identical, although
"some are isued to aliens who
don't have permission to work."
He said cards are often issued to
aliens who say they need them to

certain individuals in the investigation are simply
Iin need of an escape. This is also true for those
who feel your procedure was unethical. I congratu-
late you, for any honest congressman will not accept
a bribe or commit any other unlawful act regardless
of the amount offered or the way in which presented.
I respect the courage you put forth in pursuing your
investigation and compliment your enforcement of lawand justice. Although my father is an agent{/this does
