nullifying the Security Council by the use of the "veto". |:|
saaid SKOUSEN indicated he was against the "veto" since the Russians
have used it to their advantage and/it should be eliminated. |:|
stated he feels this would be as dangerous thing to do now since so many

a change in the balance of power away from the United Sltates and

The United States is. heading
for a crisis similar. to Pearl Har-
bor that could have been avoid-
ed, W. Cleon Skonsen, author of
the Naked Communist, told the
Lions Club Friday. t
Skonsen, an officer of the Na-
tional Security Council and for-
mer FBI agent, said the United
States should have been more
firm in dealing with the Com-
munists. He cited instances of
blundering by, the left-wing
port'on of the State Department
" in dealing with Cuba, and Tru-
jillo.
He said the left wing segment
of thei §tate Department was
gpresent in administrations of

Skonsen said Castrowvas a
known hard core" Communist
who had been involved in the
murder of three political enemies
before he finished law school. He
also charged that Castro was in-
volved in the murder of Gaitan
in Bogota, Columbia, and was
one of the ringleaders in the sub-
sequent riots.
The former FBI agent also said
Raoul Castro was -a sex deviate.
Skonsen said this information
was known, but the UnitedStates
still failed to support Batista in
Cuba. He said _the embargo
placed on arms which Batista
wanted to use to defend his coun-
try against theCastro-led Com-
munists was a serious mistake.

Skonsen said the United States

the conclusion that he is either

vincing speaker, ar_id he might
have swayed even my students.
However, I belied the cat, so to
speak; I had the half-dozen,
most-used U.S. History texts
right ithere in the living room.
After each -outrageous state-
ment, I turned the tape record-
er off and had my students ex-
amine what the text-books real-
ly said. In every case, what
they actually said bore no re-
lation to what Mr. Skousen said
theylsaid.In his speech on Dec. 4 in
Santa Barbara I assume he
made the same speech here!
he utilized several quotations-
from works by Arthur M. Schle-
singer, .Tr., to prove that the
present Administration is being
subjected to serious, internal
Communist inuences. His tech-.
nique was subtle and convmc-1
ing. Nowhere did he directly.
assert that Schlesinger is a
Communist, instead, he used the
quotations to prove that Schle-
singer.is a social-democrat"
or Fabian Socialist. Else-
where, he indicated that these
are no different from Commu-

What on earth they wanted, or
were trying to accomplish, I don't
know. A little later, when 1 nally
stopped work long enough to eat
some lunch, my Research Assistant,
Tom Haas, gleefully explained that
Pravda had been calling to change
my instructions! Whereupon some-
body else said: Probably, but. just
how on earth does Mr. Haas ltnow
this? Then l-larold McKinney came
up with perhaps the real explanation.
Most likely, Pravda was publislting
a year-end survey of just what the
Communists aitdthe anti-Commu-
nists had done to each other, or had
accomplished, during I967. And this
could he partly to support the cur-
rent theme that we could all be
"friendly enemies," working for'the
greatest good of the greatest number

We still do not know. We do
know that for a sheep to start "co-
operating" with a hungry tiger is a
sure way -to suicide. We want no
part of any collaboration or any ne-
gotiations with Communists. We
also know that things are moving
fast. if this bulletin seems a hit on
the raw and rough side, it's because

"diplomatically" holding back parts
of the truth until it is too late. That
is exactly what the Communists are
counting on, and is the policy. they
have imposed on the anti-Commu-
nists for decades. Even Senator Mc-
Carthy never once dared mention
who his real enemy was. This was
a mistake, from which he' and Iris
cause had nothing to gain and every-
thing to lose. ' _
Furthermore, if you have been re-
garding your chapter as more or less
a social club of congenial spirits,
forget it. For we repeat. and ltcep on

battle for both life and freedom,

QLos Angeles This week all the people of Los Angele,
and most particularly the members of the Teamsters _
Union, got a first hand taste of policies of the Food
Employers Council when a citywide lockout of Team-
sters in the wholesale warehouses was ordered by the
council, precipitating what could become an areawide
food crisis.
"The policy of the council is consistent with its
earlier attitude toward civil rights organizations.
"It was the Food Employers Council that stood,in the
Way of agreements between the civil rights organizations
and the retail grocers in Southern California, the Con-
gress of Racial Equality has charged. Attempts by_
CORE and the United Civil Rights Committee to reach
fair hiring pacts with the major retail grocery chains
were stalemated as long as the Food Employers Council
represented the managements.
"Only after sitins, shop-ins, picket lines and demons-
trations did some of the chainsegree to negotiate in-
dependently of the FEC, and finally reached agreement
with CRE and the other protesting groups. Not one
single agreement has ever been reached with a chain as
long as it insisted that| I56represent it. b7c
"This attitude, observers point out is consistent with
FEC's affinity for the ultraRight. Earlier this year
the Employers Council cosponsored a series of tele-ffsci bf CLEON SKOUSEN, close coTworker.with[:::::]and often a teacher at his anti Comunist

"The crisis in food came this week when 75 Teamsters
struck Certified Grocers at 12:30 a.m. Monday, which
subsequently directly affected 10,000 Teamster Union
members in 12 locals as a result of the industrywide
lockout ordered by the Food Employers Council.
"py Tuesday afternoon all 56 wholesale food houses had
locked out their employes, therebyyshutting off vir-
tually all grocery supplies from the 3,000 Southern
California markets. How long the supply, or the strike
would last was unpredictable eay this week.
"Monday night negotiations, called by the federal med-
iators, lasted about one hour and broke off without
any~new date set for the resumption of talks. Each
side remained firm.
"At special membership meetings last Sunday Teamster
locals overwhelmingly rejected the "final offer" of
the employers, which the employers estimated to amount
to 33¢ per hour for a treeyear period.
"Union spokesmen condemned the offer, not_solely for
its inadequate money proposal, but also because they m
said it was loaded with "hookers" which would seriously
affect seniority rights, job bidding and working
conditions.
"They also placed the blame for the industry shutdown
on the employers council, despite the attempt of the
FEC to place itself in a more favorable public position
by saying its agreement with Teamsters provided for
such a lockout in the event one firm was struck, The
Teamsters denied that this was a "legal lockout" with-
in the meaning of the agreement."

John Birch complex is using his name and a stable of
retired FBI men as covers for their meetings." He
mentioned specifically CLEON SKOUSEN, HERBERT PHILBRICK
and MATT CVETIC. The John Birch Society is encouraging
the reading of anticommunist literature put out by the
Director of the FBI as well as his book "Masters of
Deceit." They are showing the films "Operation Aboli-
tion" and "Communism on the Map," all of which has as
its objective the lending of dignity to their organiza-

"To Rebuild Chicago's Police Department
"Last week former SA W. CLEON SKOUSEN, Chief of Police
at Salt Lake City, spoke before the Los Angeles
County Peace Officers Association and incidentally took
the occasion to renew some old friendships:
"Conversationally, but without intending it to go fur-
ther, SKOUSEN mentioned in broad outline a plan which
he thinks could clean up the Chicago Police Department.
He said he has given some serious consideration toiis
in view of his own experiences in Salt Lake City and
because someone had put out a feeler to him about moving
into the Chief's job at Chicago.
"SKOUSEN said he would frankly consider an appoint-
ment at Chicago's Chief of Police, but_only under cer-
tain definite conditions.
"For whatever it is worth, SKOUSEN said that precedent
to appointment, he would contact the heads of all news
media in Chicago, all religious organizations,and ser-
vice groups representing all the ethnic groups. If their
support of his proposed program were accepted and he
could feel assured of their continuing support, he '
would go forward with his next prearatory step.
"This woulld be the obtaining of authorization to select
six to 12 qualified Chiefs of Police to serve on a sort
of board which would take up to five years to system-
atically overhaul the department, cleansing each pre-
cinct, and probably putting each precinct under the
direct control of one of the chiefs on his board.
The other major consideration would be assurance of
freedom-from political control like the FBI under
Mr HOOVER, he said! with autonomous control in the
hands of a civilian board of commissioners.Ii
"Under these condtions, SKOUSEN said he would consider
the job in Chicago a challenge, but one holding forth
hope." ~
