someone else sold the vehicle, possibly (phonetic spelling),
described as having a big beard. Al-Bayoumi did not leave a contact
telephone number for to reach him. Al-Bayoumi drove a Nissan and
then drove a green Escort. Three weeks after Al-Bayoumi left the
country his family followed. believes Al-Bayoumi and his family
are in England and Al-Bayoumi is attending school there.
originally believed that Al-Bayoumi left the United States
approximately six months ago, but later stated he left two or three
months ago.
has been to Al-Bayoumi's apartment on Beadnell Way and

was away on travel, UM #4 visited BAGADER. did not know
where UMs 3 and 4 lived or whether they came from the same
apartment complex.

a lot of people who wore turbans, as if they had just come from

UM because he grew a thick beard, wore a turban, was skinny,

was contacted at his home. After being advised as to the identities of
the interviewing agents and the nature of the interview,
provided the following information.
has lived at his current address for about one year.
He has a room mate, , who is in the Navy and was deployed
two days after the September 11th terrorist attack.
was then shown a series of photographs. Of the
several photographs shown to him, recognized the photograph of
Mohdar Abdullah as someone who looked familiar to him, but he did not
"know" him.
advised, "I know there are a few people that live up
there (referring to unit 38), but I really didn't pay attention." He
heard about the arrest when he was coming home one evening and the FBI
stopped him and told him.

Omer Salmain Saleh Bakarbashat, date of birth, ,
Social Security number , Lemon Grove,
California, was interviewed at his residence. After advising Omer
Bakarbashat, herein after Omer, of the identities of the interviewing
agents and the nature of the interview, Omer voluntarily provided the
following information:
Omer became acquainted with two individuals the first named,
Nawaf Alhazmi and the second Khalid Almihdar, approximately one to one
and a half years ago while attending Islam religious service together.
They prayed together at a Mosque located at 7173 Saranac, San Diego,
California, (CA). Omer described his relationship with the two men as
casual friends not close friends. Omer could not provide any specific
details as to the individuals personal information or their daily
activities, except that they were not employed. Omer was unaware of
the mens' source of income. Omer was unaware of any flight school
training taken by the two men. He did not know if they were commercial
airline pilots. Omer denied being a pilot nor had he ever taken flight
lessons. The last contact Omer had with the individuals was
approximately the beginning of the year 2001. Nawaf told Omer that
Khalid had moved to Saudi Arabia and he, Nawaf, was moving to Arizona.
Nawaf did not inform Omer of the city in Arizona or the reason for
moving to Arizona. In July 2001, Omer made an inquiry with his
landlord, Abdussattar Shaikh, as to the current whereabouts of Nawaf or
Khalid, which was met with negative results. Omer would have
communicated with Nawaf through the internet or by telephone. Omer's
e-mail address is
Nawaf and Khalid together approached Omer for assistance in
learning the English language in which Omer helped Nawaf. Khalid was
not as interested in learning the language as was Nawaf. Nawaf was
particularly interested in improving his communication skills with the
American public.

Omer was born and raised in Riyadh, Saudi Arabia. All of
Omer's immediate family still resides there. He has five brothers and
two sister and his parents are both alive. Omer obtained a computer
science degree while studying in Jordan. In 1998, Omer entered the
United States on a student visa obtained from Yemen, number
He was hosted by an American family in San Diego in order to attend and
learn English at the ELS Language Center, located at 3rd and Civic
Center road, San Diego, CA. Omer could not recall the host family last
name. and hosted Omer at their residence on
San Diego, CA, for approximately six to seven months.
He attended the English Language Center during that same time period.
After dropping classes at the language center he found
residency through friends at the Mosque. He moved into an apartment at
San Diego, CA. He resided there for approximately
eight months with other members of the Mosque, however, not the same
time period as Nawaf or Khalid. He then moved into an apartment that
was going to be vacated by Nawaf and Khalid. Omer entered into a
verbal agreement with the two men to stay in the apartment which was
located behind a Burger King restaurant off Balboa Avenue, San Diego,
CA. The two men apparently had a dispute with the apartment manager
and vacated the apartment prior to the expiration of the lease. At the
time Omer resided in the apartment, which he claims it was
approximately one month, the lease remained in the name of Nawaf and
Khalid.
The next place of residency was at La
Mesa, CA, in which Omer lived there for approximately one and a half
years. At that time he moved to his current residence in which he pays
$400.00 dollars a month for a room. Omer described his residences as
places to live and be shared by members of the Mosque. Omer has $30.00
dollars in his checking account and $300.00 dollars in a savings
account, both accounts are with the Bank of America, Lemon Grove
Branch. Omer claims not to have any additional monies or investment
accounts. He is currently employed at the service station
located at La Mesa, CA, as a service attendant. He
earns $7.00 dollars an hour and is paid in cash because his social
security does not allow him to work. His passport has expired and is
currently out of status with the United States Immigration and
Naturalization Service.

Pursuant to a FD-26, Federal Bureau of Investigation "Consent
to Search" form that was signed by the owner of a 1989 Oldsmobile,
Virginia registration VIN that vehicle was
processed by Evidence Response Team at the Newark Division off-site
garage. The vehicle was transported to the garage by SA
and ERT took control of the vehicle at approximately 6:50 pm.

mutual friends at the mosque located on Saranac Street in San
Diego. It was common for the people at the mosque to send
fellow Muslims needing employment to the service station.
hired ALHAZMI to work washing cars, paying him six
dollars an hour in cash. ALHAZMI told that he was in
the United States on student visa. asked ALHAZMI for
the student visa documents but ALHAZMI never produced the
documents. did not know where or what ALHAZMI was
studying. Because of the document problem, hinted to
ALHAZMI that his employment there was not working out. ALHAZMI
then stopped coming to work after about a month. During the
month he worked there, ALHAZMI worked three days a week. ALHAZMI
drove a dark blue, late 1980's to early 1990's model, medium-
sized sedan. was shown a photo of a blue, 1988 Toyota
Corrola (vehicle identified as being owned by ALHAZMI through
prior investigation, CA license ) by SA and
positively identified the vehicle as being the same
one ALHAZMI drove to work everyday. intitialed and
dated the rear of the photograph. The photgraph of the vehicle
shown is being maintained in an attached FD-340 (1A envelope).
While working at the station, ALHAZMI asked
to not tell that he worked at the
station, if should happen to call the station.
knew was a respected member of the Arab community in San
Diego, but had only met him briefly one time at the service
station. believed ALHAZMI was from the United Arab
Emirates (U.A.E.), and knows that citizens from U.A.E. do not
find it proper to work menial labor. assumed ALHAZMI
was embarrassed to be working at the station and did not want
to know of his employment. does not know any
other friends or acquaintances ALHAZMI.
Omar Bakerbashat (BAKERBASHAT) has worked at the
service station for approximately the last two years. He
started out working in the carwash and has since been promoted
to cashier. BAKERBASHAT is a hard worker and well-liked by the
customers. BAKERBASHAT drives a 1988 silver Mazada 626,
currently being repaired at a shop in San Diego. BAKERBASHAT
did not show-up for work on 9/17/2001. An FBI agent called
KHREIWESH on the day BAKERBASHAT failed to arrive for work and
said that BAKERBASHAT had been arrested by the Immigration and
Naturalization Service.

La Mesa, California, located near the intersection of Baltimore
and Parkway.
, approximately 22 years
old, 5'10"-5'11", 150 lbs., slim build, light beard, a
living in Jordan, arrived in the United States two
years ago. Soon after arriving in the United States,
was brought to the station to apply for a job with his older
brother. His older brother had been in the United States for a
while and is a friend of . hired as
, working the midnight to six a.m. shift. Customers
and fellow employees constantly complained about ,
saying he was rude, bossy and lazy. On one occasion,
had a customer not accept his change back and asked to
place the change in the change jar by the cash register.
followed the customer outside and threw the change at
him because he felt the customer was belittling him by asking
him to take the change. Fellow employees often complained that
fired one year ago because the
complaints described above. lived in an apartment
across the street from the mosque on with
numerous other Arabic men. Different Arabic men would stay at
the apartment for short periods of time and then leave. A few
of 's main roommates included (LNU) and
(LNU). knew ALHAZMI and it is possible that ALHAZMI
lived at the apartment with at some point in time.
Mohdar Abdullah (ABDULLAH) worked as a cashier at the
station for two years. ABDULLAH is possibly from Somalia and
works the noon to six p.m. shift.

wife on the evening of 09/10/2001. The unidentified female (UF) was
driving ABDULLAH's red GEO Metro and was seen yesterday, 10/04/2001, at
approximately 4:00 p.m., parked in the lot at Lake Murray. The UF
stayed in her vehicle and left the lot after about 5 or 10 minutes.
The UF was once again wearing the traditional Muslim garb.

On September 26, 2001, a canvass was conducted at
San Diego, California, in an attempt to locate the
girlfriend of Mohdar Abdullah. During the canvass the following
information was obtained:
Occupants of apartment numbers
were shown twenty-nine photographs of subjects
related to Major Case 182, and each indicated they have never seen any
of the twenty-nine individuals.
Occupants of apartment numbers were not at
home and could not be interviewed at the time of the canvass.
, apartment indicated she has seen Mohdar
Abdullah sitting at the front of the apartment complex with a Hispanic
female from apartment number indicated there are two
daughters living at apartment number and Abdullah sits in front of
the apartment building with the oldest of the two girls.
also identified photograph number 4, Hani S. H. Hanjour, as being
in the general area of the apartment building approximately two months
before the bombings.

Abdullah with a Hispanic female named who lives in apartment
number also stated the person listed as number 4, Hani S.
H. Hanjour, on the photographs looked familiar and she believed Hanjour
was there in early September prior to the September 11, 2001, incident.

Last semester he attended Grossmont College in San Diego. He
attended Grossmont College with Mohdar last semester and the fall of
2000. also associated with Nawaf and Mohdar at the Mosque on
Saranac Avenue in Lemon Grove, California. and spent a
majority of their time at the Mosque studying Islam.
recalled playing soccer with Mohdar and others
at the Mosque. Also there were, and continue to be, weekend events
where young people would gather at the Mosque and have a sleep over.
The leaders of the Mosque would conduct Islam sessions throughout the
weekend. The weekend events would take place on a rotation type basis
at each of the Mosques located in the San Diego area.

RAMEZ TAWFIK NOAMAN, male, date of birth of
, Pomona, California, 91767, was
interviewed in the United States Courthouse for the Southern District
of New York. Also present during this interview were
and , Assistant United States Attorneys for the
Southern District of New York, and , attorney for
NOAMAN. NOAMAN was advised of the identities of the interviewing
agents and the purpose of the interview.
NOAMAN declined the offer of a translator and agreed to
proceed with the interview in English. NOAMAN was advised that it is
a federal crime to lie or to make false statements to federal
officials. NOAMAN stated that he understood his rights and he
thereafter provided the following information.
NOAMAN was born in Taiz, Yemen, where he was raised and
educated through high school. NOAMAN’s parents still reside in
Yemen, as well as his two sisters. NOAMAN’s only brother currently
resides in Jordan. While growing up, NOAMAN traveled to Egypt and
the United Kingdom (UK) with his family during summer vacations. In
1996, at 21 or 22 years of age, NOAMAN spent seven months in the UK
and studied English as a Second Language (ESL). NOAMAN resided in
the UK from 03/1996 to 11/1996. In 11/1996, NOAMAN returned to his
family in Yemen and applied for a visa to the United States. In
01/1997, NOAMAN traveled from Yemen to the United States, with a
layover in Germany. NOAMAN did not disembark the plane while in
Germany. NAOMAN arrived in Los Angeles, California, in 01/1997.

While living in Lemon Grove, NOAMAN would visit Al Rybat
Islamic Center (“Al Rybat”), on Saranac Street in Lemon Grove, in his
free time. NOAMAN met many people through Al Rybat, including MOHDAR
MOHDAR. MOHDAR was an immigrant who NOAMAN believes was from
Somalia. NOAMAN would see MOHDAR at Al Rybat every Friday, as well
as at the dinners and lectures held there on Saturday nights. MOHDAR
was living near Al Rybat in an apartment on with
YAZEED (LNU); SAMIR (LNU) from Algeria; (LNU) from ; and a
male from whose name NOAMAN does not recall. NOAMAN does not
know if SAMIR and still reside in San Diego. As of this past
summer, SAMIR from Algeria was still in San Diego, but from
had traveled back to for the summer vacation. NOAMAN had
met his landlord ABUSATAR SHAIK through his friends MOHDAR and
YAZEED.
Starting in the Fall of 2000, NOAMAN was employed at the
Texaco gas station (“Texaco”) on in La Mesa,
California. NOAMAN advised that the Texaco was located ten minutes
from his residence and that he would drive to work. NOAMAN worked at
the Texaco approximately twice per week and on weekends until
02/2001. NOAMAN acknowledged that he was aware that his employment
was in violation of his F1 (student) visa. NOAMAN worked at the
Texaco with ); two females whose names NOAMAN does
not recall; [ph], who was in the United States on a
student visa from (LNU), who was from but
originally hailed from MODHAR; SAMIR; and .
In 05/2000, NOAMAN was introduced to NAWAF AL-HAZMI
(“NAWAF”) and KHALID AL-MIDHAR (“KHALID”) by MOHDAR. MOHDAR said
that NAWAF and KHALID were “nice guys’, after having met them at Abu
Baker Islamic Center (“Abu Baker”), also located in the San Diego
area. NOAMAN advised that he sometimes would attend Abu Baker.
NOAMAN met NAWAF and KHALID at Abu Baker after which they went for
pizza. While at the restaurant, they talked about why they had come
to the United States. NAWAF and KHALID stated that they were from
Saudi Arabia, but NOAMAN knows MIDHAR to be a famous tribal name in
Yemen. NAWAF and KHALID had been living in Los Angeles and were

studying English at an institute in downtown San Diego. NOAMAN later
acknowledged that he never saw either NAWAF or KHALID with
schoolbooks, nor did he know the exact location of their school.
NOAMAN did not know how long NAWAF and KHALID had been in San Diego.
NAWAF never mentioned having any relatives residing in the United
States, nor did he say that he had been to the United States before
living in Los Angeles. NOAMAN spoke Arabic while conversing with
NAWAF and KHALID, and advised that KHALID had poor English language
skills and NAWAF had slightly better English language skills. During
the next few weeks, NOAMAN saw NAWAF and KHALID on two or three
occasions, most of which were while attending prayer at Al Rybat.
NAWAF and KHALID were living near Abu Baker.
Approximately two to three weeks later, NOAMAN met NAWAF
and KHALID at Abu Baker. NAWAF asked NOAMAN for a favor, stating
that it would only take seven to ten minutes. NAWAF asked NOAMAN to
go with he and KHALID, but did not state where they would be going or
why, only saying that “you’ll see when you get there”. NOAMAN
advised that he was not suspicious, because you do not ask questions
when a person asks for help in their culture.
NOAMAN accompanied NAWAF and KHALID in NAWAF’s car, a
Toyota Camry or Mazda, to a small airport that NOAMAN recalls was
named “Montgomery”. NOAMAN advised that he had never been to this
airport before, and he was not familiar with the roads they had
taken. NAWAF stated that he wanted to train in flying, and that he
wanted NOAMAN to act as his interpreter at the airport. NAWAF stated
that he was interested in obtaining his pilot’s license so that he
could return to Saudi Arabia and train for Saudi Airlines. NOAMAN
advised that he did not ask why NAWAF would not conduct all of his
training in Saudi Arabia, stating that it was none of his business.
KHALID was not interested in flying and seemed scared of flying small
aircraft.
With NOAMAN acting as his interpreter, NAWAF asked the
flight instructor how long it would take to obtain a pilot’s license.
The instructor replied that it depended, but the average length of
time was 60 to 70 hours. NAWAF also inquired about the cost of

flight training, to which the flight instructor replied that it cost
approximately $2700. NOAMAN does not recall the name of the flight
instructor with whom they had this conversation. NAWAF stated that
he had no experience with flying, and that he wanted to try it out.
NAWAF paid approximately $70 with an ATM or credit card, and took a
test flight with the flight instructor that lasted 20 to 30 minutes.
While NAWAF was up in the airplane, NOAMAN and KHALID
stayed on the ground and talked. NOAMAN recalled that they talked
about KHALID’s wife, who was still in Saudi Arabia and had just had a
baby. KHALID’s wife was also KHALID’s cousin. NOAMAN did not recall
if KHALID said he was from Mecca or Medina, Saudi Arabia. KHALID
stated his dislike of living in the United States because of the
language difficulties that he encountered.
When NAWAF returned from his flight with the instructor,
he was happy and excited. The instructor had allowed NAWAF to steer
the plane while they were in the air. With NOAMAN again acting as
his interpreter, NAWAF asked the instructor, “If I can fly the
smaller plane, would I be able to fly a bigger plane?” The
instructor answered that the concept is the same, but a bigger
aircraft had more buttons. NAWAF also asked if he could continue to
pay by the hour if he still could not fly alone after the usual 70
hours of instruction, to which the instructor answered yes. NAWAF
became disappointed when the flight instructor told him that he would
not be able to communicate on the radio because of his difficulties
with the English language, nor would he be able to pass the written
test. NOAMAN does not know if NAWAF ever took flight lessons at that
airport, but NAWAF never again mentioned the lessons to NOAMAN.
NOAMAN was not aware of anyone else ever accompanying NAWAF and/or
KHALID to the airport.
NOAMAN continued to see NAWAF and KHALID at Al Rybat on
Saturday nights, and also had accepted an invitation to visit their
house. NOAMAN advised that he never lived with NAWAF and/or KHALID.
NAWAF and KHALID also associated with YAZEED, MOHDAR, SAMIR, ,
and their roommate from Kenya. NAWAF occasionally played soccer on
the fields of SDSU. NOAMAN advised that the families of both NAWAF

and KHALID were rich and supported them. Neither NAWAF nor KHALID
ever asked NOAMAN for money. NOAMAN thought that NAWAF worked at the
car wash located at the Texaco. NOAMAN did not know NAWAF and/or
KHALID to have membership at an exercise gym, nor did NOAMAN know of
any classes that NAWAF and/or KHALID attended other than those for
English as a Second Language. NOAMAN never observed NAWAF or KHALID
on a cellular telephone.
NAWAF and KHALID lived in Lemon Grove with SHAIK before
they both left San Diego in 2000. NOAMAN saw NAWAF and KHALID
between a total of seven to fifteen times during the period they were
in San Diego. KHALID had talked of returning home, which NOAMAN
believed to be Saudi Arabia. KHALID left San Diego after the summer
of 2000, and NOAMAN never saw or talked to KHALID again. NAWAF
stayed in San Diego two or three months longer than KHALID, then left
without telling anyone. NOAMAN heard that NAWAF had gone to Arizona
because he knew someone there and he had found a place for flight
training. After he had left, NAWAF called the apartment of MOHDAR
and YAZEED and left a message on the answering machine; he then
called again and spoke to someone in the apartment, but NOAMAN did
not recall to whom. NOAMAN asked SHAIK if NAWAF had called him.
NAWAF had not called SHAIK, but SHAIK provided NOAMAN with NAWAF’s
email address. NOAMAN recalls the address approximately as
or . NOAMAN emailed NAWAF and asked how
things were, to which NAWAF replied back that life was good and
better than it was in San Diego. NOAMAN did not save this email.
NOAMAN emailed NAWAF a second time, but never received another reply.
NOAMAN last heard from NOAMAN at the end of 12/2000.
NOAMAN advised that he uses many different email addresses
interchangeably, to include , ,
, , and .
NOAMAN advised that there was no specific reason that he picked these
names, other than that he liked “007" movies and that mocha
originated in Yemen. NOAMAN advised that he uses these email
addresses in English chat rooms such as “First Friends” and “First
Date”. NOAMAN had set up an email address for SHAIK, but could not
recall what it was other than that it contained “shaik”.

After NAWAF had left San Diego and NOAMAN no longer was in
contact with him, NOAMAN asked YAZEED if YAZEED knew of any Arab
insurance agents because NOAMAN’s car insurance policy had expired.
YAZEED told NOAMAN that they could get a better price on insurance if
more names were on the policy, and that NOAMAN could join a policy
that YAZEED held with NAWAF. NOAMAN agreed and went to the insurance
agent to add his name to the policy. NOAMAN received bills for the
insurance policy, but did not have enough money to pay them. The
bills were sent to a collection agency. When NOAMAN accumulated
enough money to pay for the insurance, the policy had already been
canceled. NOAMAN stated that he never discussed the insurance policy
with NAWAF, who was living in Arizona at that time.
Before the fall semester of classes commenced this year,
NOAMAN took a trip to the San Francisco area. On 08/21/2001, NOAMAN
had driven alone to Sacramento where he tried to meet up with a girl
he met through the internet, but he was not able to see her because
her uncle had died. NOAMAN spent one night in Sacramento, then
continued on to San Matteo to stay with his cousins for approximately
two weeks. On 09/11/2001, NOAMAN was woken up at approximately 9 or
10 o’clock, California time, by his cousin who had been watching CNN.
His cousin informed him of the attacks that had taken place. NOAMAN
advised that his reaction was sadness and shock, and stated that the
scenes “looked like a Hollywood movie”. NOAMAN also stated that
“people who kill don’t have hearts”. NOAMAN stated that he was
surprised because something like that had never happened before.
NOAMAN showered, then continued to watch the news at his cousins’
house.
While driving back to San Diego from San Matteo, NOAMAN
received a call from [ph], with whom he used to work at
the gas station and has kept in contact. told NOAMAN that it
had been in the news that SHAIK’s house that NOAMAN had lived in was
suspicious. NOAMAN arrived home and logged onto the internet to read
the relevant articles in the San Francisco newspaper, in which SHAIK
stated that two of the hijackers had lived in his house. NOAMAN
printed and showed this article to his roommate and
[ph], a houseguest from who was staying at their

house for the summer. NAWAF came into his mind as possibly being
involved in the attacks because of their visit to the airport.
NOAMAN advised that he could assume that KHALID was also involved and
could have planned the attacks together with NAWAF, because they
lived and spent so much time together. NOAMAN was interviewed by the
Federal Bureau of Investigation (FBI) two days later. When asked why
he did not call the police or FBI to report his association with
NAWAF and KHALID, NOAMAN stated that he came to the United States for
education and that he was scared to get involved.
NOAMAN stated that he had no prior knowledge of the
attacks which took place on 09/11/2001. NOAMAN never heard anything
about the attacks mentioned at either Islamic Center in San Diego.
When asked about the meaning of “jihad”, NOAMAN stated that each
person has their own definition. To NOAMAN, jihad is a historical
term that originated when Islam began to spread. To NOAMAN, jihad
means to spread Islam through preaching. NOAMAN does not believe
that jihad means violence. NOAMAN states that Islam believes in
peace. NOAMAN advised that no one ever came to the Islamic Centers
in San Diego to talk about jihad or to collect money for reasons
other than humanitarian funds for Bosnians. NOAMAN never heard NAWAF
or KHALID discuss jihad.
NOAMAN first heard of USAMA BIN LADEN when he saw him on
television in Yemen while NOAMAN was in high school. NOAMAN
described BIN LADEN as anti-American and as having called a jihad
against the United States. NOAMAN stated that BIN LADEN believes in
a different meaning of jihad than NOAMAN. NOAMAN advised that he
disagrees with BIN LADEN, that he has never met BIN LADEN, nor has he
ever met anyone who had met BIN LADEN. NOAMAN advised that NAWAF and
KHALID never mentioned BIN LADEN.
NOAMAN advised that before he came to the United States,
his father admonished him not to get involved in discussions about
politics or religion because he was coming here for education.
NOAMAN advised he has followed his father’s advice and does not get
involved. NOAMAN owns a television and watches the news programs,
but does not have cable channels. NOAMAN stated that his days

consist of attending school, going home, sleep, and logging onto the
internet if he has time.
NOAMAN advised that NAWAF and KHALID liked to listen more
than they talked, and that they did not talk about their personal
life. NAWAF had the Koran memorized. Both NAWAF and KHALID had
knowledge and backgrounds of Islam. NOAMAN knew that KHALID did not
like the United States because he had communication problem with the
English language. NOAMAN never had deep conversations with NAWAF
and/or KHALID about politics or religion, but does recall NAWAF
talking about (FNU) BINOTHIMEN, a religious figure from Saudi Arabia.
NOAMAN advised that NAWAF listened to BINOTHIMEN and respected his
views. NOAMAN believes that BINOTHIMEN is deceased.
When asked about OMAR, NOAMAN acknowledged that he knew
him from San Diego. When asked about BAKARBASHAT[ph], NOAMAN
acknowledged that he also knew him. NOAMAN advised that BAKARBASHAT
used to live on with MOHDAR and the others before
NOAMAN had arrived in San Diego, and then BAKARBASHAT lived with
. NOAMAN worked with BAKARBASHAT at the Texaco. BAKARBASHAT
knew NAWAF and KHALID from Al Rybat. When asked about , NOAMAN
acknowledged that he knew him also. NOAMAN advised that had
also lived on and worked in the Texaco after NOAMAN
had left for Los Angeles.
NOAMAN then was showed a photograph book, by which
NOAMAN identified picture #14 in both the “Western” and “Traditional”
series to be NAWAF AL-HAZMI. NOAMAN stated that picture #3 in the
“Traditional” series could be KHALID AL-MIDHAR. NOAMAN advised that
if KHALID had smiled in the picture, NOAMAN would be sure it was him
because KHALID was missing a front tooth. [Copies of these
photographs are included in 1A envelope in case file.]

On 10/10/2001, SAMIR ABDOUN, Apartment
San Diego, California 91941, date of birth was
interviewed at the Otay Mesa detention facility, San Diego, California,
operated by Corrections Corporation of America. Reference After
being advised of the identity of the interviewing agents, and the
nature and purpose of the interview, SAMIR ABDOUN was advised of his
rights as listed on the . ABDOUN read the and signed the
waiver of rights. He was willing to talk with the interviewing agents
without an attorney and voluntarily provided the following information:
ABDOUN was born in Algiers, Algeria to Algerian parents,
ABDOUN MOHAMED CHARIF (deceased in 1983) and His family
address is Algiers, Algeria. He and his family are
Berbers, a non- Arab minority in Algeria.
He served in the military from 1988-1990. He attended basic
training for one month, then served as an administrative clerk for a
military court. After being discharged from the military, ABDOUN
returned home and earned his high school certificate.
He attended the University of Algiers from 1992-1994 where he
studied French and English languages. After classes ended in the summer
of 1994, ABDOUN learned that the Algerian government was reinstituting
a draft that could force ABDOUN to serve again in the military. He did
not want to serve again in the military, so he applied for visas to
travel to other countries.
ABDOUN was denied a French visa several times, but was
successful in obtaining a visa for Tunisia in 1995. He stayed there for
one month and met his brother, who brought him ten thousand French
francs from their family.
He traveled to Malaysia in 1995 and enrolled at Malaya
University in Kuala Lumpur. He studied Malay language then took courses
at British Councel to learn to teach English. He had a difficult time
finding work in Malaysia. He stayed in Malaysia for two years and was
supported by his mother's pension. He traveled to Jakarta, Indonesia
for fifteen days, then traveled to Bangkok, Thailand. He renewed his
visa for three months, then returned to Malaysia. After three months,

through twenty eight, of the hijackers and their associates. The
photographs were placed in a 1A envelope for evidentiary purposes.
He recognized photograph number nineteen as NAWAF LNU
(identified as NAWAF AL-HAZMI). He first met NAWAF in November 1999, at
a Starbucks coffee shop in Clairemont, a community of San Diego. He was
introduced to NAWAF by MOHDAR ABDULLAH. He spoke to NAWAF in Arabic and
NAWAF joked with him about his Arabic. NAWAF was with another Saudi
male, KHALID LNU. He had a mustache and was in his twenties. MOHDAR
told ABDOUN that NAWAF and KHALID were from wealthy families in Saudi
Arabia. NAWAF and KHALID were born in Yemen, but were Saudi citizens.
ABDOUN understood that NAWAF and KHALID were in San Diego to attend
school. He saw NAWAF and KHALID one week later at the library inside
Al-Ribat mosque. He also saw NAWAF at the Texaco gas station where
MOHDAR worked. MOHDAR ABDULLAH told ABDOUN that NAWAF and KHALID stayed
in Lemon Grove, California. ABDOUN was also told that KHALID left the
U.S. shortly after ABDOUN saw him in the library at the mosque. MOHDAR
told him that KHALID wanted to go home. NAWAF came to the
apartment once or twice while ABDOUN was there. NAWAF gave a ride to
ABDOUN to the College Avenue area once, but consistently refused
invitations to go out for dinner or coffee.
ABDOUN recognized photograph number 21 as his roommate, OMAR
LNU (identified as OMAR BAKARBASHAT).
He recognized photograph number 24 as his roommate, YAZEED
AL-SALMI.
He recognized photograph number 25 as RAMEZ LNU (identified

On 10/11/2001, SAMIR ABDOUN,
San Diego, California 91941, date of birth was
interviewed at the Otay Mesa detention facility, San Diego, California,
operated by Corrections Corporation of America. ABDOUN was previously
interviewed by SA and SA on October 10, 2001. That
interview was documented in a separate FD-302. ABDOUN was willing to
talk with the interviewing agents without an attorney and voluntarily
provided the following information:
YAZEED AL-SALMI left the United States in June 2001 to see
his family in Saudi Arabia. He returned to San Diego on July 15, 2001.
Upon his return to San Diego, AL-SALMI advised ABDOUN to get married
before it was too late. ABDOUN assumed that AL-SALMI was referring to
ABDOUN's illegal status.
On Saturday, September 15, 2001, at approximately 8:30AM,
ABDOUN was in his apartment watching television coverage of the
hijackings and subsequent investigation. AL-SALMI joined him and said,
"I knew they were going to do something, that is why I got married."
AL-SALMI told ABDOUN he was joking, then he left the room.
In July and August 2001, MOHDAR ABDULLAH spent a great deal
of time at with AL-SALMI, even though MOHDAR lived
in El Cajon, California. MOHDAR claimed he was bored at his new
residence. MOHDAR told ABDOUN he was also planning to get married.
After NAWAF AL-HAZMI left San Diego, MOHDAR told ABDOUN that
NAWAF moved to the San Francisco area. MOHDAR later heard that NAWAF
was in another state.
In mid-June 2001, ABDOUN met a Palestinian national, who is a
U.S. citizen, at the Al-Ribat mosque. The unidentified Palestinian
claimed he lived in Texas and traveled frequently on business between
the U.S. and Palestine. ABDOUN described him as approximately fifty
years old, white hair, clean shaven, well-built
and medium dark skin. He saw the Palestinian three times at the mosque
during one week. ABDOUN overheard part of the Palestinian's
conversation with an unidentified male at the mosque. The Palestinian
male was angry and made derogatory comments about the U.S. He also

Callander's restaurant on Alvarado Road, La Mesa, California, by SA's
and FBI San Diego. After advising
Abdullah, of the identities of the interviewing agents and the nature
of the interview, Abdullah voluntarily provided the following
information:
Abdullah wanted to talk to agents regarding his girlfriend
and her mother. Abdullah elected to discuss his current situation
between him and his girlfriend, he did not want to identify his
girlfriend by name to the agents. Abdullah partially identified his
girlfriend as a United States citizen, who was a /American,
of age, she attended a local San Diego high school and
resided in San Diego with her mother. He stated that he wanted to
marry his girlfriend, however, her mother did not approve. The mother
also had reservations of the dating relationship because of
. Abdullah did not want to identify his girlfriend's
mother to the interviewing agents.
Because of his religion, which was Islam, he was not allowed
to date women or have a girlfriend/boyfriend type relationship.
Abdullah was prohibited to date a female without being engaged to her.
Abdullah struggled with his guilt of dating his girlfriend and seeing
her without being married to her. He was upset that his girlfriend's
mother did not approve of the marriage.
The mother of his girlfriend instructed Abdullah she would
think about giving her approval if he was gainfully employed in order
to support the marriage. Abdullah was a full time college student and
he was working part time at the Gas Station in Spring Valley,
California. Abdullah was also trying to figure out the financial
situation of how he was going to buy a house in San Diego.

men of Middle Eastern descent had given up their trolley seats so that

from one terminal to another terminal within the airport. could
not describe the individuals that gave up their seats.

in the photographs could have been on one of the flights either to
Portugal or returning to San Diego. However, is unsure where she

On March 20 and 21, 2002, HUSSEIN SAIFEDDINE SALMAN was
interviewed while in custody at the Alexandria Jail, Alexandria,
Virginia. During the first portion of this interview, on March 20,
2002, his attorney was present. Salman had advised his
attorney at an earlier date that he was willing to provide information
to the FBI relative to an individual with whom he had become acquainted
while in jail, one Eyad Alrababah. At the beginning of the interview,
Salman reiterated his desire to provide such information as follows:
SALMAN became acquainted with EYAD ALRABABAH as a fellow
inmate approximately two months ago. ALRABABAH was at that time
he had been in "lock-down" 24 hours per day. A
counselor had transferred ALRABABAH down to SALMAN's "pod", which
consists of six single occupancy cells around a common area, and that
is when they first met.
Because both ALRABABAH and SALMAN are of Middle Eastern
nationality they talked quite a lot. ALRABABAH discussed, among other
things, the charges pending against him related to driver's license
identification fraud. He then moved away from the pod for about three
weeks, eventually returning, with "full privileges", and their talks
resumed, and included subjects such as the treatment of Arabs in the
United States, eventually touching upon his relationship with HANI
(HANJOUR) and the other individuals with whom ALRABABAH had associated
who were involved in the September 11, 2001 terrorist incidents.
During these discussions, ALRABABAH advised that he had
initially met HANJOUR and one other hijacker at "the Mosque", not
further identified. ALRABABAH believed, apparently in hindsight, that
, (phonetic, also known correctly as
, a Syrian who had lived for awhile in Saudi Arabia, had
manipulated ALRABABAH's and move from New Jersey to
Virginia with ulterior motives, and that those motives appeared to
ALRABABAH to be that of maneuvering the meeting between ALRABABAH and
HANJOUR et, al. At that time, neither ALRABABAH nor had
jobs or a prearranged place to live.
ALRABABAH's suspicions to that effect are based upon
insistence that he and ALRABABAH visit "the Mosque", when

neither were especially religious. This occurred about two weeks
before ALRABABAH was to leave Virginia and move to Connecticut. When
ALRABABAH did go to the MOSQUE, did not show up; toward the
end of the worship service, ALRABABAH turned to shake hands with the
people standing next to him as is customary, and he then met HANJOUR
and another associate of HANJOUR's. They proceeded to introduce
themselves, with HANJOUR describing himself as being SAUDI (from Saudi
Arabia). As they all exited the Mosque, ALRABABAH saw
standing outside of the Mosque. ALRABABAH proceeded to introduce them,
however he got the impression that they already knew each other.
Eventually, sometime in may of that year, when ALRABABAH did
leave for either New Jersey or Connecticut, HANJOUR, et al apparently
maintained contact with At one point, however, ALRABABAH
returned to Virginia for a court date to face state charges related to
Division of Motor Vehicle (DMV) fraud, and he again met with the
"hijackers". ALRABABAH then accompanied the "hijackers" up to
Connecticut; on the way up there, they decided that they actually
wanted to live in Connecticut.
During the trip, HANJOUR began asking ALRABABAH questions
about his beliefs and attitudes concerning the United States
government. HANJOUR, according to ALRABABAH made statements to the
effect that America was evil, and that it should be punished for what
it does for Israel. ALRABABAH replied that America was an open country
where one could spread Islam without a problem.
HANJOUR asked Alrababah what he thought about the hijacking
of an airplane. ALRABABAH replied that he did not think that the
hijacking of an airplane was a proper "battle" for "jihad".
HANJOUR inferred that he wanted to arrange for a Saudi
national to "do something to the United States to hurt the U.S./Saudi
relationship", and eventually force all of the "Americanized" Saudi
students living in the U.S. to leave the U.S. HANJOUR believed that
Saudi Arabia was helping the U.S. to in turn help Israel through the
sales of oil.
Upon arrival in Connecticut, ALRABABAH attempted to make
living arrangements for the hijackers. One of his friends, (Last
Name Unknown) was returning to Syria for a time and was originally
going to allow Hani and his three friends to stay in his apartment in
Connecticut; however (LNU) and HANJOUR had a disagreement over

paying for such things as the use of furniture, and (LNU)
"kicked them out".
They all then went out to dinner, and during dinner,
Alrababah's mirror on his car was broken. HANJOUR reacted by stating
that he didn't want all of them to get into trouble, so he said simply
"let's go"; he and his friends returned to the hotel. ALRABABAH felt
somewhat betrayed and abandoned by this.
ALRABABAH did not actually like HANJOUR, but felt that it
would not be "honorable" to break of contact with him. He also believed
that was encouraging him to him to
continue to assist HANJOUR, et. al.; to the point of encouraging
ALRABABAH to go to the mosque, even though never went himself
and was not himself religious. ALRABABAH even felt that was
trying to recruit him into "HANJOUR's group", but that ALRABABAH
"didn't qualify".
Prior to the airliner hijackings of September 11, 2001, in
August of 2001, telephoned ALRABABAH while ALRABABAH was
residing in Connecticut and asked him if he had heard of a pilot having
been arrested, not specifying where this had occurred. asked
ALRABABAH to check the Internet for him regarding this news event.
ALRABABAH claimed that he simply ignored the request.
Approximately ten days prior to the above phone call,
had called ALRABABAH to ask him if he wanted discounted
airline tickets that he could get for him from the Internet, not
elaborating as to where he was interested in traveling. ALRABABAH also
refused that offer.
Two days after the ticket offer from ALRABABAH was
visited by an unnamed "Syrian guy" who was a friend of
This individual "put a knife to his throat", and ALRABABAH responded by
beginning to pray aloud, causing the knife wielder to desist, and claim
that "he was only joking".
ALRABABAH also related a situation whereby had
discussed the bombing of the U.S. warship the Cole during a news
broadcast concerning the event. Information from Israeli news alleged
that an attack from Osama Bin Laden was impending, and jumped
up, and exclaimed "S---, they know about us"; then stated that
he was going out to make a telephone call, and he then left the house
(apartment).

Upon relating these events to SALMAN, ALRABABAH explained
that he "didn't know that they were important until now". And until
ALRABABAH was arrested, he would never have thought that was
"connected" to anything such as the above, and that he never indicated
that he was a "part of anything", and that he was always "behind the
scenes". However did get "excited" when discussing the
subject of "martyrs", and that now leads ALRABABAH to believe, in
conjunction with the above, that is more that he originally
seemed.
ALRABABAH also believes that someone from the Jordanian
Secret Service searched his apartment sometime after September 11,
2001, and that someone from that service called him on his cell phone
after that, but did not elaborate on the conversation.
ALRABABAH claimed that he never really liked HANJOUR, and
that he was "too radical", and that the "other guy, the short guy" was
a nice guy, and was "taken for a ride", meaning that HANJOUR was the
only one of his group to know about the hijackings.
While ALRABABAH was in jail in New York, he also met HUSSEIN
ATTAS (phonetic) who turned out to be (ZACARIAS) MOUSSAOUI's roommate.
ATTAS made the statement to ALRABABAH that MOUSSAOUI had told him that
he would take ATTAS on a "jihad" trip by the end of the year. This
statement made by MOUSSAOUI to ATTAS was made before September 11,
2001.

U.S.. admitted he does not know anyone at the Saudi Embassy

contacts with members of the Saudi Embassy in the U.S..
When questioned about his activities in Syria,
advised he did not do anything wrong in Syria but was tricked and money
was taken from him. insisted he is very respected in both
Syria and Saudi Arabia and claims he was forced to come to the United

to the fumes which caused irritation to preexisting eye
problem. After staying with , moved to an apartment
located at , Paterson, NJ where he lived with six
other individuals. also worked for a Palestinian at a car
dealership located next to the apartment. indicated his job
was to just sit inside the dealership. During stay at
he met EYAD ALRABABAH who frequently visited the apartment
building. According to , ALRABABAH lived close to
and worked at a gas station.
reported he and ALRABABAH became friends because
is educated and could communicate well with ALRABABAH and
ALRABABAH felt sorry for because he was unable to find a job.
ALRABABAH wanted to help , so he invited to move to
Falls Church, Virginia where he would help him find a job.
indicated ALRABABAH did not show interest in assisting anyone else
living at . Subsequently, moved to
, Falls Church, Virginia whereby he rented a room
for $410.00 a month from for approximately two months.
ALRABABAH paid the rent, but the plan was for to find a job
and reimburse ALRABABAH. ALRABABAH did not live with in Falls
Church. According to , ALRABABAH resided in Connecticut and
frequently traveled to Falls Church and would occasionally stay with
on the weekends. ALRABABAH became aware of the room for rent
at house through his acquaintance with Arab neighbors.
advised he did not know anyone in Falls Church other
than , ALRABABAH and wife's cousin.
assisted with the necessary DMV paperwork to register his
vehicle and obtain insurance. tried to help find a
job at various stores and restaurants but was unsuccessful.

did apply for work at the Saudi Embassy. could not recall
where was employed. advised he is not very religious;
however, while in Falls Church he went to the Dar Al-Hijrah Mosque on a
daily basis and participated in prayer for approximately three to four
hours per day. According to , he spent a large amount of time
at the Mosque because he was bored and did not have anything else to
do. Additionally, the Mosque was conveniently located within walking
distance from house. advised he avoided making
friends at the Mosque because he did not feel comfortable inviting
anyone back to house and he did not have money to entertain
guests. believes he first went to the Mosque at the beginning
of March 2001.
While in Falls Church, was frequently visited by
ALRABABAH. advised he and ALRABABAH went to the Mosque
together on two occasions. On both occasions and ALRABABAH
got separated once inside the Mosque. advised he is unaware
of ALRABABAH going to the Mosque without him. believed
ALRABABAH would have invited him to go along on any visits to the
Mosque. According to , he never saw ALRABABAH speaking with
the Imam at Dar Al-Hijrah or other members from the Mosque management.
ALRABABAH did meet and greet people while at the Mosque. In
opinion, ALRABABAH did not appear to be religious. advised
that he personally never attended the Mosque in Paterson or Pittsburgh
and to his knowledge, ALRABABAH never attended the Mosque in Paterson
either.
On a Friday, and ALRABABAH went to the Mosque
together to pray. described the Mosque as being very crowded
that day with an estimated 200-300 people. Once inside the Mosque,
and ALRABABAH got separated and did not find each other until
the end of prayer. According to , after prayer he found
ALRABABAH outside the Mosque talking with two men. ALRABABAH
introduced to HANI HANJOUR and NAWAF ALHAZMI. According to
, it would be hard to meet people in the Mosque because it is
quiet and people do not talk. speculated ALRABABAH could have
met HANJOUR and ALHAZMI at the corridor inside the Mosque where people
leave their shoes while praying. ALRABABAH explained he had just met
HANJOUR and ALHAZMI for the first time and they were from Saudi Arabia.
Since is familiar with Saudi Arabia, he asked HANJOUR and
ALHAZMI which city they were from and they responded, Mecca.
In opinion, HANJOUR and ALHAZMI did not appear to
know anyone else at the Mosque and it seemed ALRABABAH was meeting them
for the first time. HANJOUR and ALHAZMI advised they had been in

Virginia for two weeks living in a hotel and they requested ALRABABAH's
assistance in finding a house to rent for approximately one month.
Before parting, ALRABABAH advised he would assist HANJOUR and ALHAZMI
with finding a house. ALRABABAH exchanged telephone numbers with
HANJOUR and ALHAZMI. ALRABABAH provided the phone number to
house because he did not have a cell phone yet and HANJOUR and ALHAZMI
provided a telephone number to a hotel. does not think
ALRABABAH felt obligated to help HANJOUR and ALHAZMI. ALRABABAH
explained he believed HANJOUR and ALHAZMI were from Saudi Arabia and he
wanted to help them only because they were fellow Arabs. does
not recall ALRABABAH ever helping anyone else in this way.
reported that ALRABABAH never introduced him to anyone other than
HANJOUR and ALHAZMI.
advised HANJOUR and ALHAZMI were not carrying
luggage but they did have a vehicle. was unable to recall the
description of the vehicle, but can read limited English and
remembered the license plate was either from Florida or California.
asked HANJOUR and ALHAZMI if he could borrow their vehicle to
take his driving test. advised he did not know if ALRABABAH
was getting paid to help HANJOUR and ALHAZMI, but was aware
ALRABABAH was in the business of charging people to assist them in
obtaining Virginia drivers' licenses.
After the first meeting at the Mosque, ALRABABAH was in
telephonic contact with HANJOUR and ALHAZMI between two and three
times. reported he did not pay much attention to the calls
between ALRABABAH and HANJOUR and ALHAZMI. advised he never
contacted HANJOUR and ALHAZMI, but he did briefly speak with them on
the telephone when they would call for ALRABABAH. The only other
people ALRABABAH received calls from were his girlfriend and a
Palestinian man named ABDULLAH. could distinguish between the
Palestinian and HANJOUR and ALHAZMI based on the different accents.
According to , sometime after the initial meeting
with HANJOUR and ALHAZMI, ALRABABAH found them an apartment in Falls
Church, Virginia where they lived for approximately one month.
denied knowing the location of the apartment and was unable to
confirm if it was the same apartment he had been shown by ALRABABAH
prior to renting from . According to , he went with
ALRABABAH to an apartment at an unknown location when he first moved to
Virginia. met the owner of the apartment described by
as being a Palestinian approximately forty years old, tall and

was at house after ALRABABAH provided directions to them over
the telephone. and were present during this second
meeting which lasted for approximately one hour. During the second
meeting, inquired about HANJOUR's and ALHAZMI's professions,
whereby they responded they were learning how to fly planes. It was
not discussed where they were taking flying lessons. HANJOUR and
ALHAZMI advised they were touring the United States but did not mention
where they had visited. HANJOUR and ALHAZMI reported they wanted to
move into a house for one month in Virginia because it is close to New
York. suggested living in New York, but HANJOUR and ALHAZMI
said it was too expensive. According to , politics were not
discussed during the meeting. was uncertain if ALRABABAH
mentioned getting drivers' licenses for HANJOUR and ALHAZMI and he does
not recall them using telephone.
recalled thinking that HANJOUR's and ALHAZMI's
situation was strange and that they did not seem right.
reported he suspected HANJOUR and ALHAZMI were religious spies with the
"Assass". According to , members of the Assass spy on Muslims
to determine if they are acting according to the Muslim religion.
advised he has never personally met a member of the Assass
because they are very secret and only those families with diplomatic
relations are aware they exist. was suspicious because
HANJOUR and ALHAZMI were frequently moving around and the cities they
wanted to visit were places with lots of beer and other things
forbidden by the Muslim religion. According to , ALRABABAH
also suspected HANJOUR and ALHAZMI were with the Assass and thought
they were not being truthful. expressed to ALRABABAH his
feeling that HANJOUR and ALHAZMI were liars and not pilots.
According to , following the second meeting with
HANJOUR and ALHAZMI, ALRABABAH attempted to locate an apartment in
Paterson but was unsuccessful. did not know who ALRABABAH
contacted in Paterson regarding an apartment. When asked why ALRABABAH
did not arrange for HANJOUR and ALHAZMI to stay at old
apartment in Paterson at , advised that
apartment was in a lower class and not appropriate for HANJOUR and
ALHAZMI. ALRABABAH suggested looking for an apartment in Connecticut
because it is only thirty minutes from New York.

met HANJOUR and ALHAZMI on a third occasion as
was leaving the Dar Al-Hijrah Mosque. HANJOUR and ALHAZMI
offered to give a ride, but refused because he
preferred to walk. ALRABABAH was not present during this brief
meeting.
On a fourth and final occasion, met with HANJOUR and
ALHAZMI at house. According to , HANJOUR and ALHAZMI
called first and then came to the house where they waited for ALRABABAH
for over an hour. The reason for this meeting was to go to Connecticut
with ALRABABAH and see an apartment. called ALRABABAH on his
cellular phone and informed him the Saudis were waiting. While they
waited for ALRABABAH to arrive, they discussed a book, "The Approach of
Resurrection" which was in house. When ALRABABAH arrived he
told HANJOUR and ALHAZMI the apartment in Connecticut was ready.
ALRABABAH rented car and drove by himself to Connecticut with
HANJOUR and ALHAZMI following in their vehicle. According to ,
that was the last time he had contact with HANJOUR and
ALHAZMI. heard from ALRABABAH while he was in Connecticut but
they never mentioned HANJOUR and ALHAZMI and there was no mention of
Niagra Falls, Six Flags or Laurel, Maryland.
According to , ALRABABAH returned from Connecticut
the next week, he returned vehicle, paid the rent and the
phone bill and left his (ALRABABAH's) telephone number with to
call with any additional telephone bills. After all was settled with
, moved back to his apartment at in
Paterson. advised he moved because he was unable to find work
in Virginia and was told by the Saudi Embassy he needed a work permit.
Additionally, was contacted by someone in Paterson with the
ice cream business informing him the business was restarting.
advised he was unaware that HANJOUR and ALHAZMI were living in Paterson
during the same time as him. denied ever seeing HANJOUR and
ALHAZMI in Paterson and advised ALRABABAH never mentioned they were in
Paterson. reported he contacted someone to help him obtain an
identification card when he arrived in Paterson from Pittsburgh.
was unable to recall the name of the person who assisted him
and advised he never directed HANJOUR or ALHAZMI where to go
to obtain I.D. cards.
When asked if ever met ALRABABAH's girlfriend,
, advised he saw her on one occasion at night in
Paterson, NJ when was in the car with ALRABABAH and they
stopped at house. lived with her parents and ALRABABAH
phoned her from his cell phone and she met them in front of the house

with her due to the language barrier. advised he did not know

advised he did not think much about HANJOUR and
ALHAZMI being pilots. denied knowing anyone in the United
States who is a pilot or taking lessons to be a pilot; however, he
reported knowing pilots in Syria. When asked about
"The Pilot" listed in address book, he advised the
English translation of the last name, , means "the pilot".
denied ever traveling to Brooklyn, New York; however, he did
report calling in New York but never returned his call.
According to , ALRABABAH does not own a vehicle so he
borrowed car several times. ALRABABAH borrowed
car approximately one and a half months after taking HANJOUR and
ALHAZMI to Connecticut. Following the move back to Paterson in July of
2001, ALRABABAH borrowed car and traveled to Virginia. On
this occasion, ALRABABAH left a plastic bag in the car with a pair of
pants. According to , ALRABABAH only borrowed his car once
after returning to Paterson. ALRABABAH did not pay for the
use of his vehicle. later advised ALRABABAH and his friend,
LNU, the owner of an ice cream truck, also used car.
When asked if ever traveled to Teterboro Airport
near Paterson, advised he does not recall going to the
airport near Paterson; however, on one occasion he did drive two Syrian
brothers (NFI) to the Newark Airport. According to , he
followed to the Newark Airport but only went as far as
the entrance. was not able to explain why there was a book
from Teterboro Airport found during a search of his vehicle.
insisted he knows absolutely nothing about the card and booklet found
in his vehicle. Additionally, reported on the day he was
interviewed by FBI Newark, he gave his car keys to

reported ALRABABAH mentioned having a brother in Russia who was
studying medicine. denied going to 7-eleven with ALRABABAH
and denied meeting HANJOUR and ALHAZMI with ALRABABAH at the 7-eleven.
considers ALRABABAH to be a good friend and insisted ALRABABAH
is not a terrorist. also refused to believe ALRABABAH was
responsible for bringing to the attention of the FBI.
When asked if he ever received money for providing DMV
services, answered "no". advised he was present when
someone paid ALRABABAH $200.00 which was given to as part of
their rent. reported he took someone to the DMV to obtain a
permit, but the individual was refused so took him to the bus
station and the individual went back to Connecticut. reported
an attorney from Falls Church, VA represented to get his
Virginia driver's license. ALRABABAH introduced to the
attorney and paid a $50.00 fee. According to , an individual
named who has a driving school sponsored to get his
driver's license.
When asked if knew an individual by the name
in Paterson, he answered "no". advised he knew of a
in Paterson and would recognize the people at the bakery but did
not know their names. When asked if knew the name ,
he answered "no". When asked if knew the name , he
answered "no". When asked if thought the circumstances
surrounding the initial meeting of HANJOUR and ALHAZMI were suspicious,
responded it was just bad luck that he and ALRABABAH ever met
HANJOUR and ALHAZMI. When asked if knew from
Minnesota and from Paterson, he answered "no". When asked if
knew from Nutley, New Jersey, he advised he knows
him as because he converted to Islam. reported meeting
at a gas station and also advised he borrowed money from
. denied knowing wife.
According to , HANJOUR and ALHAZMI never inquired
about libraries, stores or using computers. never observed
ALRABABAH using a computer and advised he does not know how to
use a computer.
According to , he spoke with ALRABABAH twice after
September 11th, but they never discussed HANJOUR and ALHAZMI.

Prior to the initiation of the meeting, was provided
with a verbal translation of a letter of agreement explaining the
ground rules of the proffer session. acknowledged he
understood the agreement and he and his attorney signed the letter.
initiated by asking that the AUSA remain at the
meeting and allow him ten minutes to explain the truth.
proclaimed the FBI has asked many questions for five months
and he wanted ten minutes to ask his own questions. The AUSA permitted
to ask his questions. first stated that without his
cooperation and without him providing ALRABABAH's phone number and
address the FBI would not have found ALRABABAH. In response to this
statement, the FBI explained to we knew about ALRABABAH
without the help of and that FBI Newark traveled to
Connecticut to talk with ALRABABAH prior to meeting with .
AUSA explained to that the current proffer session
would include specific questions for to answer and the AUSA
also advised that in the following week the court would be requested to
release from the EDVA back to the custody of the Immigration
and Nationality Service (INS). At this point, advised he had
no further questions and the proffer session was initiated.
advised he was not certain, but thinks he moved to
Virginia at the beginning of March 2001. reported he rented a

purposes but also to meet other people. advised he has never
listened to an entire lecture given by an Imam at a Mosque and he
feels they are liars. advised he did not know the
Imam's name or what he was like and he did not know Dar Al-Hijrah well
enough to determine what kind of Mosque it was (liberal, conservative).
advised he has never spoken with the Imam at Dar Al-Hijrah or
any other Mosque.
advised that on two separate Fridays ALRABABAH was
in Virginia so he and went to the Mosque together.
met HANI HANJOUR and NAWAF ALHAZMI during the second visit to the
Mosque with ALRABABAH. On that visit, waited in the middle of
the square for ALRABABAH to come out of the Mosque. observed
ALRABABAH exit the Mosque with two men at which time they greeted
. agreed it was strange how quickly ALRABABAH met
HANJOUR and ALHAZMI at the Mosque. advised that at no time
did he or ALRABABAH introduce themselves to the Imam of the Mosque.
thought HANJOUR and ALHAZMI were members of the
"Assass" (religious police) and felt they lied about being pilots.
was not concerned about HANJOUR and ALHAZMI policing him or
holding anything against him because he is not a Saudi. According to
, ALRABABAH advised he had found an apartment in Virginia for
HANJOUR and ALHAZMI. reported he does not know where the
apartment was located, he does not know who paid for the apartment or
how ALRABABAH found the apartment and he does not know if ALRABABAH
ever stayed with HANJOUR and ALHAZMI while in Virginia. also
advised that ALRABABAH attempted to find an apartment for HANJOUR and
ALHAZMI near New York but "he failed".

anything other than help in finding an apartment and did not recall
anything mentioned about Laurel, Maryland or flight schools.
advised he was unaware of HANJOUR and ALHAZMI asking to see the sights

knowledge of ALRABABAH going to Six Flags with HANJOUR and ALHAZMI.

and is unaware if they could speak English. According to
ALRABABAH did have a cellular telephone while in Virginia; however, he
did not have it when he met HANJOUR and ALHAZMI for the first time at
the Mosque. At the initial meeting ALRABABAH provided
telephone number. advised to his knowledge, ALRABABAH had
only one cellular phone number and it was not changed. ALRABABAH told
he had an old cell phone, but was not aware of the

Approximately one week after the initial meeting at the
Mosque, HANJOUR and ALHAZMI came to house and had tea.
According to , HANJOUR or ALHAZMI would call house and
ask for ALRABABAH. advised he could not distinguish which one
called. admitted calling friends at in Paterson
while in Virginia but he denied calling Paterson to find an apartment
for HANJOUR and ALHAZMI.
On a second occasion, advised HANJOUR and ALHAZMI
came to apartment looking for ALRABABAH. called
ALRABABAH at ABDULLAH's house in Virginia, ALRABABAH came to
apartment, picked up HANJOUR and ALHAZMI, took them back to their hotel
to get their baggage and then they all went to Connecticut. According
to , he and ALRABABAH never discussed HANJOUR and ALHAZMI after
taking them to Connecticut.
insisted he and ALRABABAH are not terrorists.
explained that ALRABABAH plans for his future which according
to is contrary to a terrorist. reported ALRABABAH
helped HANJOUR and ALHAZMI because he is committed to his "Arab
community". is confident ALRABABAH would have informed him if
someone from the community had asked him (ALRABABAH) to assist HANJOUR
and ALHAZMI. believed ALRABABAH did meet HANJOUR and ALHAZMI
spontaneously at the Mosque, but he agreed it was strange the way they
met so quickly. suggested the FBI ask ALRABABAH questions
regarding his initial meeting with HANJOUR and ALHAZMI.
advised he never saw HANJOUR and ALHAZMI talking with anyone other than
ALRABABAH.
On Monday, 09/24/01, learned the hijackers involved
with September 11th were Saudi. recalled HANJOUR and ALHAZMI

traveled to Virginia during 03/2001 to live with
ALRABABAH in Virginia. In the past, worked at a SUNOCO gas
station located near 10th Street and Route 20 in Paterson, New Jersey.
The aforementioned SUNOCO was owned by and another man from
Syria.
During 12/2000, ABUTALEB was working as a mechanic at ABE's
WORKSHOP (actually ABE's AUTO SERVICE) on Montclair Avenue in Paterson,
New Jersey. ABUTALEB worked at ABE's for approximately 1 month.
ABUTALEB then worked at an EXXON gas station (CENTURY EXXON) located at
100 Route 17, Paramus, N.J., just north of the GARDEN STATE PLAZA in
Paramus, New Jersey. ABUTALEB didn't recall the owner's name, but he
was partners with in the aforementioned
EXXON.
While ABUTALEB was employed at the aforementioned EXXON, he
worked with a man of Turkish descent named last name unknown
(LNU), a man named LNU, and the manager whose name was
LNU. ABUTALEB advised that he acquired the position at the
aforementioned EXXON when he got lost driving around looking for
employment in the area. ABUTALEB stopped in the aforementioned EXXON
and then asked for a job and was hired.
During 12/2000, ABUTALEB traveled to Virginia to get an
Identification (ID) Card from a Department of Motor Vehicles (DMV)
office in Virginia. advised ABUTALEB that he could
obtain an ID card in Virginia and he should travel to Virginia and get
one. ABUTALEB traveled to Virginia, by train, and went to a DMV office
that has train tracks that run behind the building.
While he was present at the DMV office, ABUTALEB met a man
from Areteria (correct spelling ERITREA), Africa. The African man
advised ABUTALEB that his sister was currently taking a driving test
and when she was finished she could help him get a Virginia ID card.
When the African man's sister came back from the test she helped
ABUTALEB get the aforementioned ID.
ABUTALEB didn't pay the African man or his sister for their
assistance with the aforementioned ID. ABUTALEB advised that he did
not ask ALRABABAH because he lies a lot.

confirmed that he had originally met at the Department of Motor
Vehicles (DMV) in Virginia, and then a short time later, when
came by his apartment (in Falls Church) to return some papers that
Alrababah had left in car when Alrababah had borrowed his car
for use during a driver's test at the DMV.
Alrababah did not recognize the photo of .
Alrababah offered to contact for them, however Hanjour
did not want him to do that and expressed a desire to contact
himself and took the number down from Alrababah.
Alrababah eventually became aware that Hanjour and Alhazmi
were living in apartment several months later (when he was
residing in Connecticut). Alrababah received a telephone call from
(who was still living in their apartment in Falls Church)
advising him that "the Saudi's" (Hanjour and Alhazmi) were looking for
Alrababah.
On May 7, 2001 Alrababah was required to return to Virginia
for a court hearing. Alrababah met and "the Saudi's" at the
Falls Church apartment, and then accompanied "the Saudi's" to their
apartment, which was a "downstairs" apartment. "Two other hijackers"
were also living in the apartment at the time. While Alrababah was
visiting the apartment, and individual known to Alrababah as
(LNU) arrived at or was already present at the apartment. and
Hani did not appear to be comfortable with each other. Hani also
appeared to be attempting to control Nawaf's conversation with other
people as well, and would "try to stop Nawaf from saying anything".
Alrababah feels that Nawaf may not have known the details of
what Hani had been planning because he thought Nawaf was a "nice guy".
Alrababah at one point in this visit accompanied to
apartment in order to fix his computer. Alrababah does not
recall the location of that apartment.

Details: On September 11, 2001, subjects Khalid M. Al -Mihdhar and Nawaf
M. Al-Hazmi were passengers on Flight 77 which was used in the attack
of the Pentagon building. Information disclosed that subjects Khalid
M. Al-Mihdhar and Nawaf M. Al -Hazmi resided at the Pa rkwood Apartments,
located at 6401 Mount Ada Road, Apartment , San Diego, California,
from February 05, 2000, to May 31, 2000. Further investigation determined
that Omar Ahmed Al -Bayoumi was co -signer and guarantor on the lease
agreement for this apart ment utilized by subjects Khalid M. Al -Mihdhar
and Nawaf M. Al -Hazmi, during the time period described above.
Additionally, Al -Bayoumi resided at the Parkwood Apartments,
6333 Mount Ada Road, Apartment , San Diego, California, from September
1, 1999 to June 23, 2001. Al -Bayoumi's rental application lists personal
references to include .
On September 15, 2001, , a ,
, College of Business Administration at Alliant
International University in San Diego, was interviewed by San Diego FBI
agents. It was determined that Al -Bayoumi graduated From Alliant
International University, being awarded a Mast er's Degree in Business
Administration, summer of 1997, and was awarded his degree on December

Details: Investigation in San Diego has determined that subjects from Flight
77, KHALID M. AL -MIHDHAR and NAWAF M. AL -HAZMI, liv ed at the
San Diego, California, from approximately February
2000 to May 31, 2000. Witnesses have placed subject HANI HANJOUR from Flight
77 visiting the apartment of AL -MIHDHAR and AL -HAZMI. But, no resid ence has
been identified for HANJOUR in San Diego. AL -MIHDHAR and AL -HAZMI recieved
flight training in San Diego. Rental records indicate that OMAR AL -BAYOUMI,
a Saudi national, who lived at the
San Diego, California, had signed as a guarantor on AL -MIHDHAR and
AL-HAZMI's apartment lease and he occasionally paid their rent.
After vacating their AL-MIHDHAR and AL -HAZMI
lived in rooms at Lemon Grove, California. AL -MIHDHAR

in December of 2000.
An interview of a prominent Islamic leader in San Diego identified
AL-BAYOUMI as being employed by the Saudi government to monitor the activities
of Saudi dissidents that resided in the U.S. According to the property manager,
AL-BAYOUMI traveled out of the country on numerous occasions and sometimes
he did not return for 2 to 5 months at a time.
AL-BAYOUMI vacated his apartment on June 23, 2001, and is believed
to be living in England with his wife, MANAL BAGADER, and their four children.
At about the time AL -BAYOUMI was vacating his apartment, a witness placed
HANJOUR in the apartment.
San Diego has reviewed the rental records for the
and has identified neighbors of the subjects that have moved from the San Diego
area. It is requested that receiving offices locate and interview the former
neighbors of AL -MIHDHAR, AL -HAZMI, AL-BAYOUMI and HANJOUR, regarding their
knowledge of these individual and any others individuals that may have associated
with them. Lead agents should contact SA FBI San Diego,
in order arrange for photographs of subjects to be sent to them
via email.

at their residence. The resided at
San Diego, California 92111, from August 1998 to September 2000. Both
and were negative on identifying any photographs
from the official package of photographs 1 -19.
The lived from in the Parkwood
Apartment Homes complex. Apartment number residents during
February through June 2000 were described as neighbors who were quiet
and kept to themselves. The apartment was sparsely furnished, and the
residents had groups of ten or so Muslims or others of Arabic descent
at on a few occasions. The only contact with the re sidents
of was an occasional "hello" in the common walkway area near the
office.
The both recognized the photograph of OMAR EL -BAYOUMI.
remembered that AL -BAYOUMI resided in an apartment on the
street side of the complex near the pool and mailboxes. She had seen
him there while using the pool or picking up mail. The described
AL-BAYOUMI as having two or three children. A boy, approximately ten
years old, would play throughout the complex. AL -BAYOUMI's apartment
was more substantially furnished. described AL -BAYOUMI's
apartment near the pool as having a "mini -office" set up she could see
through the window near the pool. The office included a laptop computer,
papers, and books.

Records of the Parkwood Apartments show Omar Ahmed Al -Bayoumi
and his wife, Manal A. Bagader, California Driver's License number
with their children, moved into the
Parkwood Apartments, on or about 09/01/1999. Al -Bayoumi listed
his occupation as student and claimed his financial support while in
school came from his family. Al -Bayoumi and his family moved out of
their apartment on 06/23/2001. Al -Bayoumi advised he was leaving the
United States and left no forwarding address with the property management
company.
Al-Bayoumi allegedly was a student of Alliant College of
Business and received a masters degree in international business
administration from the United States International School in December
1997. Al -Bayoumi claimed he was on a financial scholarship from h is
home country of Saudi Arabia and was supported by his government. He
also claimed to have been employed in aviation financial services by
the Saudi government.
Interviewees claim that Al -Bayoumi is an employee of the Saudi
Arabian government who trave ls to mosques throughout the world to monitor
and observe Saudi citizens for any signs of dissident behavior.
Al-Bayoumi's father -in-law is reported to be wealthy. Al -Bayoumi also
may have been a manager for an airline or airline association in Saudi
Arabia. He allegedly moved from San Diego in August 2001 to
Birmingham, United Kingdom, telephone number
Based on the facts set above, Al -Bayoumi may be considered

#104 for October 8, 2000, Flight #27 for November 30, 2000, F light #103
for November 30, 2000, Flight #26 for January 14, 2001, Flight #104 for
January 14, 2001, Flight #27 for March 21, 2001, Flight #103 for March
21, 2001, Flight #26 for April 23, 2001, and Flight #1924 for April 23,
2001.
It should be noted that although Albayouni made flight
reservations for December 7, 2000 and December 8, 2000, he did not travel
on either flight.

Albayoumi attempted to travel on April 23, 2001 with a ticket
which was valid for travel only on May 23, 2001. Therefore, Albayouni
purchased a one -way ticket for $866.80, which he utilized to travel from
San Diego, California to Birmingham International Airport, United Kingdom
on April 23, 2001. Albayouni did not travel with Continental Airlines
on May 23, 2001.
Continental Airlines had no information regarding Manal
Bagader.
Since no other leads remain at Houston, lead is considered
covered.

Since Omar Al -Bayoumi graduated with his master's degree in 1997,
it was too long ago to be able to retrieve any information on computer access
from the computers in the library at the University. was able to
obtain the following titles of two books checked out of the university's
library: The ? of Organizational Commitment of Moral by Charles J. Klein
in November 1998 and Finding What you Didn't Lose by John Fox in March 2000.
Attached and considered part of this communication are faxed
documents pertaining to the overdue books obtained from AIU.

2 Lemon Grove, California. Based upon the above, San Diego surmises that the
phone number intended to be investigated was actually not
. This may be due to key stroke error or erroneous infor mation
provided by the caller.
As part of the investigation in San Diego, Shaikh was interviewed
at length on three occasions. The dates of the interviews are as follows:
09/14/2001 ( ); 09/24/2001 ( ); and 09/26/2001 (
). Due to their length and the vast amount of information contained therein,
no hard copies of the FD -302s are enclosed. However, they should be reviewed
through ACS for lead value and pertinent information.
In summary, Shaikh has lived in the San Dieg o area for approximately
30 years. He is one of the founders of the Islamic Center of San Diego (ICSD).
He currently lives at Lemon Grove, California. He often
takes in students and boarders at his home. During 2000, Shaikh allowed h ijackers
NAWAF ALHAZMI and KHALID ALMIHDAR to rent rooms at his residence. Shaikh claimed
to have no knowledge of their terrorist activities or associations.
According to Shaikh, Alhazmi lived at the residence for approximately
five months and moved out on December 10, 2000. He later received an e -mail
from Alhazmi in January 2001, indicating that Alhazmi was in Arizona taking
a pilot's course. Almihdar lived at the residence for approximately one month,
September 2000. He left indicating that he w as returning to Saudi Arabia.
Shaikh never heard from Almihdar again.
Shaikh met OMAR AL -BAYOUMI in approximately 1994. He provided
background information regarding Al -Bayoumi. Shaikh also rented a room to
OMAR BAKARBASHAT aka OMAR SALEH. He rented the room starting in mid -August
2001. Bakarbashat was still living at the residence when the FBI arrested
him as a material witness in captioned matter. Bakarbashat was an associate
of Alhazmi and Almihdar. Bakarbashat told Shaikh that he "helped people" in
a financial context. However, Bakarbashat seemed to have little financial
resources himself. In hindsight, Shaikh thinks that this comment may have
pertained to Bakarbashat's relationship with Alhazmi and Almihdar, and that
he may have been a conduit between them and whoever was funding their terrorist
activities.
On 09/11/2001, while Shaikh and Bakarbashat were watching television
coverage of the terrorist events together, Shaikh expressed shock and horror.
He expressed how tragic he thought the events to be. Bakarbashat seemed
indifferent and showed no emotion. Their friendship deteriorated after this.
Shaikh is cooperative and allowed his home to be sea rched. San
Diego does not consider Shaikh a subject at this time. For further details,
see referenced serials.

During the time he worked at the Al -Madina Mosque, became
aware of an individual known to him as "Abu Emad". Abu Emad was the supervisor
of the Al -Madina Mosque during the time worked there however,
did not work directly for him. The Al -Madina Mosque belongs to a man from
Saudi Arabia who bought the mosque as a charity and appointed Abu Emad and
a few other Saudis to positions there. identified another Saudi
at the Al-Madina Mosque as "Abu Shariff" who w orks for the Welfare Department.
Abu Emad sometimes held meetings with other Saudis in an upstairs
office after evening prayers. recalled being sent home by Abu Emad
on one occasion because Abu Emad was having a meeting at the mosque.
has not seen Abu Emad for about one year. He advised
the board members of the mosque might have additional information about
him.
For reference purposes, the interviewing agents know Omar
Al-Bayoumi to be known as Abu Emad.

Details: New information has been developed that Isamu Dyson, aka
Clayton Morgan, was with OMA R AHMED AL -BAYOUMI when BAYOUMI met with
KHALID AL -MIDHAR (deceased highjacker) and NAWAF M. ALHAZMI (deceased
highjacker) at a barbeque restaurant in Los Angeles, CA. BAYOUMI has
stated that this was a chance meeting, although investigation has
determin ed that Isamu Dyson was with him. By way of background, OMAR
AHMED AL-BAYOUMI, paid for rent, English classes and other living expenses
of the two highjackers while they stayed in San Diego.
This interview will be critical to the indictment of OMAR AHMED
AL-BAYOUMI for conspiracy. Isamu Dyson is the only one who can show
that OMAR AHMED AL BAYOUMI did not meet the two highjackers by chance
at a restaurant.

The message was entered on September 19 , 2001, in Florida and referenced

was contacted at his place of employment. Also present
was San Diego Poli ce Detective was advised of the identity
of the interviewing agents and the purpose of the interview. provided
the following information:
was shown a photograph of Omar Albayoumi and asked if he
recognized Albayoumi as a customer . advised that he recalls an
individual who resembles Albayoumi who purchased a motherboard and processor
with cash from approximately two to three months ago. He told that
he had also purchased some computer equipment from Fry's Electronics and
had do some checks on the equipment for him. When he purchased the
equipment at he was accompanied by two other Middle Eastern
males. The unknown individual told that he was a student at San Diego
State University. stated tha t the individual was approximately 22 -25
years old. The individual drove a black Cadillac.
advised he will contact his accountant to check if the invoice
has the name Omar Albayoumi as the purchaser of the aforementioned computer
equipment.
On 10/12 /2001, telephonically contacted SA and
provided the name from a receipt of as a Middle Eastern
male who purchased some computer software from on 08/02/2001
using an American Express credit card. The previously refe renced individual
who purchase the motherboard and processor paid with cash and there is no
receipt available with a name.

owner spoke Arabic to the men because they spoke very little English.

with the men, but they needed a place to stay. ALATTAS did not like
the men. thinks that ALATTAS was helping the men as a favor for a
man named . had visited ALATTAS once or twice at
Wireless USA, and may have known the two men. heard that after
one month, the two men vacated the apartment.
worked for a brief time at Broadway Pizza,
, San Diego, CA. Broadway Pizza is owned by two Pakistanis,
. was not being paid for his work and he
stopped working there in January of February, 2000, to go to Saudi
Arabia. may have flown to Saudi Arabia on the same flight

He clarified by stating people act one way outwardly, however may have
alternative intentions or agendas they refuse to reveal to others. He
believed Alhazmi may have been this type of person. Alhazmi was openly
congenial, polite, and friendly. However, he hijacked a plane and
according to the FBI he flew it into the Pentagon.
When asked if he was such a person with "two faces",
answered yes. When asked if he had any knowledge or
participation of the terrorist attacks on the United States or knew of
future attacks, he answered no.

a program called Home State. stayed with his sponsors for
approximately two months before moving into a small apartment near San
Diego State University.
HASHIM ALATTAS, Last Name Unknown, and FNU LNU from
Kuwait, lived upstairs from . ALATTAS was from Saudi Arabia and
had come to the United States at the same time as . They all
decided to move in together, along with LNU. They all moved
into a three bedroom apartment at the on
stayed there until the end of his eight month stay in
the United States. then returned to Saudi Arabia in 1995.

returned to the United States. moved in with his girlfriend,

KHALID ASSWAILEM, Islamic Affairs attache, Royal Embassy of
Saudi Arabia, 601 New Hampshire Avenue, Washington,D.C was contacted at
his place of employment. EMAD MADANI, First Secretary at the Embassy
was present for the interview and assisted with Arabic to English
language transalation. After being advised of the identity of the
interviewing agents and the purpose of the interview, ASSWAILEM
provided the following information.
ASSWAILEM knows OMAR AHMED Al BAYOUMI professionally. Al
BAYOUMI initially contacted ASSWAILEM at the Embassy by telephone about
four years ago to request information for the Medina Islamic Center in
San Diego, California. Al BAYOUMI was a student in San Diego studying
for his Masters degree. After the initial conversation, Al BAYOUMI
would call every three to four months to talk about his education. Al
BAYOUMI was looking for help in continuing his education.
Approximately three to three and a half years ago, Al BAYOUMI
was in Washington for a one week training session at George Washington
University. Al BAYOUMI visited ASSWAILEM at the Embassy. Al BAYOUMI
toured the Islamic section at the Embassy and talked about the Muslim
community in San Diego. Al BAYOUMI also requested ASSWAILEM's
assistance in getting a scholarship from the government of Saudi
Arabia. ASSWAILEM never officially submitted the request and Al
BAYOUMI did not receive a scholarship from the Saudi government.
ASSWAILEM does not know the type of training Al BAYOUMI received at
George Wasington University.
Al BAYOUMI left the United States for England about two years
ago to work on his PHD. Al BAYOUMI called ASSWAILEM once or twice from
England about 9-10 months ago.
AL BAYOUMI never mentioned the names of HANI HANJOUR or NAWAF
ALHAZMI.

lost track of the majority of his friends because of their having
married. ALRABABAH stated that his father was not a believer and
never prayed, although he would go on Fridays to the mosque.
ALRABABAH indicated that up until approximately three (3) years ago
the internet was not allowed to be used in Saudi Arabian homes.
Those rules have been relaxed now a little and internet service is
being allowed into some of the residences.
When ALRABABAH came to the United States from Alexandria,
Egypt it was because he had broken up with a girl named
(LNU). ALRABABAH had asked her to marry him during the same week
that her father had died. father died of a heart attack.
ALRABABAH stayed with

decided to leave for the United States.
Upon arriving in the United States for the first time,
ALRABABAH moved to Paterson, New Jersey where he met a
individual with a Arabic name, named (LNU). had
located a room for ALRABABAH in Paterson. is married.
ALRABABAH met through friends in Egypt and they had lived
together in Alexandria, Egypt. had a green card which he
may have received in the lottery approximately four years prior to
ALRABABAH going to Paterson. had been in Cairo University
learning the Arabic language. still resides in Paterson
and is a Muslim and is not political.

When ALRABABAH first moved to Paterson, helped
him locate a room with a family named on He
moved in with this family, which consisted of four people.
ALRABABAH stated that he lived in an attic apartment and all he did
at that time was go to work and then go home to sleep. ALRABABAH
was working for a Jewish furniture moving company named
which was located in New Jersey. ALRABABAH would
take the bus to and then would work moving furniture for
twelve (12) hours. He normally was dropped off at the end of the
work day near his residence but recalled having to sometimes walk
through some very dangerous neighborhoods to get home. ALRABABAH
recalled being really broke at the time. ALRABABAH's boss was an
individual and ALRABABAH stated that they used to argue
quite a lot. Today they are friends according to ALRABABAH.
ALRABABAH stopped working for the moving company and then
went to work at the Shell gas station located on ,
Rutherford, New Jersey. He worked there anywhere from one (1) to
two (2) months. Following that he decided to visit with a female
friend whom he had met over the internet while he was studying in
Egypt. ALRABABAH flew down to South Carolina where he toured that
area for approximately two days. He then flew back to New York
where he stayed for a day and then he departed for Alexandria,
Egypt. Upon his return to Egypt, ALRABABAH lived alone for
approximately six months and he attempted to finish his degree
because he was extremely close to completing his degree. The
reason ALRABABAH had come to the United States was to attempt to
make some money in order to pay for his education because his
father was broke. ALRABABAH completed the classes for his course
of study and made arrangements with his professors to get his
grades. The grades were held for a time but ALRABABAH was unable
to finish paying for the courses so the grades he had attained were
not counted. It was during this time that ALRABABAH had become
engaged to
In 1998, ALRABABAH came to the United States for the
second time from Alexandria, Egypt. On that occasion, ALRABABAH
came to Bridgeport, Connecticut after having flown into New York.
ALRABABAH had come and met with an individual named (LNU),
whom he had gone to school with in Egypt. was described as
older and not political. ALRABABAH first went to see
at Compupro in order to get a job. He began working there but only
was offered $5.50 per hour. ALRABABAH was not happy with this

able to get a job at East Coast Computers in Westport, Connecticut.
Additionally, helped ALRABABAH find a place to live, which
was in an apartment off of Park Avenue, Bridgeport, Connecticut.
ALRABABAH recalled that the house was a six family house near the
University of Bridgeport on ALRABABAH took the
bus to and from work in Westport. Most of the time ALRABABAH
worked in the back room building/repairing computers and
occasionally would work in the front of the store as a salesman.
ALRABABAH stated that he stayed with for approximately eight
(8) months.
Approximately two and one-half (2 1/2) years ago,
ALRABABAH met an individual named who also worked
at East Coast Computers. ALRABABAH stated that he first met
in the street one day when had approached ALRABABAH about
teaching him about the operation of a Macintosh laptop computer
that he had in his possession. ALRABABAH stated that the computer
that had was one of the first laptops out on the market at
the time. ALRABABAH surmised that may have stolen this
computer because did not appear to ALRABABAH as the type of
person who would able to afford the computer. They went to the
Barnes and Noble bookstore, which referred to as his library.
While at the Barnes and Noble, ALRABABAH met a girl who was also
working in the same computer field as ALRABABAH. They began to
talk about computers and ALRABABAH felt they could learn more about
them from each other. At that time, had a car and ALRABABAH
did not.

teach any more about the operation of the laptop computer.
ALRABABAH indicated that he and actually engaged in a
physical fight over this incident at the convenience store where
worked. This store was located on

finding an apartment for them to rent, but he was not certain that

snatched these guys away from him just as he did that
one time at the Barnes and Noble.
Shortly after, as a result of the fight with as
well as the closing of East Coast Computers, ALRABABAH made a
decision to leave Connecticut. He recalled that this took place
approximately two (2) years ago. ALRABABAH left Connecticut and
moved back to New Jersey. He attempted to start his own computer
repair business and got a beeper in order to be contacted by
potential customers. ALRABABAH began going to the gas station in
order to find customers, which turned out to be successful. He
started making good money with the computer repair business and was
able to rent an apartment located at West
Paterson, New Jersey. The rent was $850 per month, which he was
splitting with an individual named ALRABABAH was
regularly sending money to his brother,
During this time, ALRABABAH met an individual from Queens, New
York, who had a computer business in Queens. He convinced
ALRABABAH to begin working with him at his Queens location with the
offer that he would split the profits from the computer repairs
50/50 with ALRABABAH. ALRABABAH agreed and began working for this
person. He soon learned that the business was dead and that it was
costing him money to go to work, i.e. gas, tolls, repair and
maintenance on his vehicle. ALRABABAH ended up losing the
customers that he had established in New Jersey as a result of this
move. He ended up quitting the job in Queens and returned to New
Jersey and went back to the area of gas station in an attempt to
get some customers again for computer repairs. ALRABABAH was not
too successful in doing this and at this point in time he also
became involved in the drivers license scheme in Virginia.
ALRABABAH stated that he already had his Virginia drivers license
at this time.
It was about this same time that ALRABABAH met his
, at the same gas station where he was
trying to get customers for his computer repair business.

ALRABABAH stated that and he was concerned about her
condition. ALRABABAH had her follow him in the direction where she
wanted to go and stated that she almost caused a number of
accidents because of her bad driving. They pulled over and talked

stated that when serious things were brought up in the
conversation, i.e. marriage and children, she

of stores and gas station near his apartment and had gone to the 7-
11 store for a drink. ALRABABAH stated that the mosque is also
located near the apartment where he and stayed. ALRABABAH
had been to the mosque in the past looking for a job but is certain
that he did not meet NAWAF and HANI there. ALRABABAH reiterated
that after the chance meeting, the three of them went back to his
apartment traveling there in the blue Toyota with California
license plates. He made a telephone call to (LNU) for the
purpose of finding them an apartment. They had tea during this
time together. NAWAF and HANI left ALRABABAH's apartment and came
back a little while later. After they came back, took them
to the other apartment in Virginia where ALRABABAH picked them up
prior to coming to Connecticut. ALRABABAH suggested that an
explanation as to why would say they met at the mosque
could be that maybe when NAWAF and HANI came back and prior to
coming to get them to show the apartment, he and
may have met them at the mosque; but that this would have been
after his meeting them in the 7-11 store.
ALRABABAH was asked about the events which took place
during the time period of May 6-11, 2001. ALRABABAH stated that he
recalled being at the Six Flags Amusement Park on Sunday, May 6,
2001 with wife and another couple.
On Monday, May 7, 2001, ALRABABAH went to court in
Virginia and following the court appearance he went to the old
apartment he shared with , where met ALHAZMI and
HANJOUR. ALRABABAH followed them back to the apartment that he had
helped arrange for them through There he met MOQED and
ALGHAMDI as well as two Jordanian men, one of whom he believed to
be nephew. ALRABABAH spent the night at the apartment,
after having placed a telephone call to his
from the cellular telephone of nephew and having
call him back on that cell phone from her cell phone.
ALRABABAH additionally went to another location and looked at a
computer of the other Jordanian individual sharing the apartment.
On Tuesday, May 8, 2001, ALRABABAH, ALHAZMI, HANJOUR,
MOQED and ALGHAMDI got up early and packed the vehicles and left to
travel to Six Flags and subsequently came to Connecticut, where
they checked into the Fairfield Inn. ALRABABAH recalled traveling
with HANI HANJOUR in his vehicle and the other three individuals
following in the blue Toyota. ALRABABAH went to the motel after
work and made a telephone call to his friend and ended
up staying overnight at apartment in Bridgeport. is

After being apprised of the identity of the interviewing agent and the
nature of the investigation, voluntarily provided the following
information:
SA showed a packet of 48 photographs. The first
39 of these photographs were of the 19 individuals believed to have executed
the 09/11/2001 hijackings/bombings. The other 11 photographs were of San
Diego area individuals believed to be associated with the hijackers.
stated that he had seen numbers 15 (Khalid M.A. Almihdar) and 19 (Nawaf
M. Alhazmi) use the computer facilities. Although number 15 (Almihdar)
had not been into the store in over six months, believed that number
19 (Alhazmi) had come to the store sin ce the 09/11 attacks.
identified number 28 (Mohdar Abdulah) and number 27 (
) as resembling two individuals who had been to the
Kinko's store. The two came into the store on three or four occasions
together. Abdulla h also came in several times by himself. Although
generally does not pay much attention to what customers do on the computers
at Kinko's, he believes he saw number 28 (Abdulah) and number 27
use the computers to enter what appeared to b e Arabic web -based email sites.
All four individuals wore jeans and t -shirts. None of them stood
out. One drove a Japanese automobile. They all used the Internet for
approximately 15 minutes per visit. Kinko's charges one dollar per five
minutes of In ternet use. believes they paid these charges with cash.
