WILLIANS INVESTIGATION WAS MISHANDLED AND BECAUSE THE FBI

RESPONSIBLE.
IT IS THE OPINION OF SAC ATLANTA THAT EACH CRITICAL
DECISION MADE BY SA PERSONNEL HAS PROPER IN VIEW OF THE FACTS
KNOWN AT THE TIME OF THE DECISION. ALSO EVERY FACET OF THE
BRIDGE SURVEILLANCES AND THE WILLIAMS INVESTIGATION HAS BEEN
MADE KNOWN TO AND IMPLEMENTED IN COORDINATION WITH THE ATLANTA
TASK FORCE-
IT IS NOTED THAT HAD IT NOT BEEN FOR THE INSISTANCE OF FBI
ATLANTA, THE BRIDGE SURVEILLANCE WOULD NOT HAVE BEEN INSTITUTED
NOR CONTINUED IN A CREDIBLE FASHION. FURTHERMORE, HAD IT NOT
BEEN FOR THE THOROUGH, AGGRESSIVE RESPONSE PROVIDED BY FBI
ATLANTA, WILLIAMS EXCULPATORY STATEMENTS WOULD NOT HAVE BEEN
PROVEN FALSE. FINALLY, ATLANTA FBI AND THE ATLANTA USA'S
IMMEDIATE PURSUAL OF SEARCH UARRANTS AND COURT ORDERS RESULTED

By attached teletype Atlanta advised that at
approximately 5:00 pm, 6/21/81, Wayne
Bertram Williams was arrested at his residence. l
Two Fulton County detectives and suspect's
attorney were present at the time of the arrest.
Williams was transported by local authorities tol
Fulton County Jail.
It is believed Williams charged with the
pmurder of Nathaniel Cater in affidavit signed by
lA1tanta Deputy Chief Morris Bedding on 6/20/81.
Atlanta was unaware of above proceedings
prior to 5:00 pm, 6/21/81.
Atlanta is following this matter and will
provide more details on 6/22/81.

DETAILS: SAC John D. Glover, Atlanta Office, telephonically
advised at approximately 3:15 a.m., 6/4/81, that suspect
Wayne Bertram Williams was released from detainment. Williams
was being questioned as to his reasons for being on a bridge
above the Chattahoochee River during early morning hours of
5/22/B1, after having reportedly dropped an object from the
bridge. Two Assistant U. S. Attorneys, Northern District of
Georgia, and Fulton County Prosecutor agreed they lack sufficient
probable cause to arrest Williams and, therefore, offered him
protective custody, which he refused.
A search of Wi1liams's residence, car, and person wasconducted on 6/3/81, and the results furnished to the Georgia
State Crime Laboratory. The results of the evidence testing is
not presently known.

Two latent impressions linger or palm prints! were compared,
insofar as possible, with the ngerprints oi William Barrett, but no identis
fication was effected. The unidentied latent nger prints are not the finger-
prints of Barrett. No palm prints are available for Barrett.
The unidentified latent prints are not prints of Williams,
John Harold Porter, FBI #543819i:i, or Nathaniel Cater, FBI #784476 .

occupied by Michael Mclntosh, an ATKID victim whose body was found
4/20/s1. n is to be noted that the roommates of Cater and Mclntosh no
advised FBI Agents that they had seen Wayne Bertram Williams in the
company of Cater and McIntosh. Concerning this relationship and its
homosexual connotations, Atlanta today is attempting to locate a promine. I '

transvestite in the Atlanta area for interview, noting that Williams is
reported to be an associate of this individual.
An examination of a stain in Williams stationwagon has //-*+--~,92
determined that it is blood and is not older than 90 days. The GBI laboratory
states that the stain contains both Type A and Type B blood. It is noted that w
William Barrett, whose body was found 5/ 1 2/ 81, and who had been stabbed '
subsequent to strangulation, had Type A blood. At the present time there
no information concerning what type blood Williams has.
Atlanta advises that 64 latent fingerprints were lifted from
Williams vehicle and are being examined in the FBI's Identification Division
in an attempt to match them with any of the victims.E.

be issued today for examination of Williams residence.

1 since 5/22/Bl, when agents and police officers on surveillance of the

Two days later, on 5/24/81, the body of Nathaniel Cater was found in
the Chattahoochee River, about two miles downstream from the bridge.

By attached teletype, the Atlanta Division y
advises that investigation regarding Wayne
Bertram Williams has determined that blood found
in the vehicle operated by Williams was W
determined to be human blood. It was further
concluded that the results were consistent
with the blood types of victims William Barrettand John Harold Porter. The residence of victim
Nathaniel Cater was searched on 6/5/81 by FBI
Lab personnel and various prints and other items
of possible evidentiary value were sent to the
FBI Lab for evaluation. FBI Lab personnel are
currently searching and processing the residenceof victim Michael Mclntosh.
A fixed surveillance has been instituted at
the residence of Wayne Bertram Williams.
Intense media coverage is also present at
Williams residence. L
District Attorney, Fulton County, Atlanta Y
Police Department, and the Georgia Bureau of
Investigation, on 6/8/81, decided that an
arrest warrant or an additional search Warrant I
for Williams residence is not feasible at thistime. ' »

The latent fingerprints are not fingerprints 0!
Wayne Bertram Williams. FBI #847900P9. Eleven of these latent
fingerprints are not fingerprints of victim Michael Cameron
cIntosh, F3I #84396?Pl0. The six remaining latent fingerprints,
which are from the extreme side, tip and lower joint areas of
fingers, were compared, insofar as possible, with the available
fingerprints of McIntosh, but no identification was effected.
These latent fingerprints were compared with the
unidentified latent fingerprints, which were obtained from the
residence and car of Wayne Bertram Williams, but no identifies»
tion was effected.
The disposition of the photographs will be furnished
in a separate Laboratory report. The copies of finger and palm
prints are being retained. The remaining specimens are enclosed.
_ The latent prints obtained from the residence are
presently being compared with the available finger and palm prints
of victims in this case and the result will be furnished separately
This report supplements our LFPS report dated 6/9/Bl.

By attached teletype, the Atlanta Division
advises that on 5/22/81 a bridge surveillance
team, including one SA, was in place at the
.JamesJackson Parkway and Chattahoochee River. V
At approximately 2:52 am, a loud splash was
heard in the river under the bridge, and
thereafter an automobile was observed on the
bridge apparently immediately above where the
sound of the splash originated.
A vehicle was thereafter observed slowly
accelerating across the bridge, and after
turning around in a parking lot, it was
observed proceeding back across the bridge.
A moving surveillance instituted by a police
officer and the SA culminated when the vehicle
was stopped after entering a major thoroughfare.*=
The driver of the vehicle, a 1970 white
Chevrolet stationwagon, was identified as
Wayne Bertram Williams. Williams advised that
i he was a talent scout and had a 6 am
appointment in the area of the James-Jackson
Parkway. He denied stopping on the bridge or
discarding debris into the river. Williams
consented to a search of his vehicle and was
thereafter allowed to proceed for lack of
iprobable cause to detain him any further.
On 5/22f8l and 5f23f81, the Chattahoochee
River in the vicinity of the James-Jackson
Bridge was dragged and the roadway thoroughly

searched. Additionally, on 5/22/81, Williams
was interviewed at his residence where he
resides with his parents.
On 5/24/81, the body of victim Nathaniel
Cater was found approximately one~half mile
downstream from the JamesJackson Bridge. On
5/26/81, Fulton County Medical Examiner advised
that Cater died from asphyxiation.
Atlanta has determined that the reason
provided by Williams for being at the James-
Jackson Bridge on 5/22/81 is not credible.
Williams is described as a Black male, DOB
5/27/58, 5'7", 155 lbs., with a previous arrest
in Atlanta for impersonating a police officer
with a blue light in an automobile.
Atlanta desires to institute a 24-hour
surveillance of Williams effective 5/29/81 and
is currently developing logistics, including
request for additional SAs, Bureau vehicles and
aircraft.

Result of examination:
Several cotton fibers and several synthetic fibers of
various types and colors were removed from Q81 and mounted on
glass microscope slides. These fibers are dissimilar to the Q29
through Q32 fibers previously furnished to the FBI Laboratory by
the Georgia Bureau of Investiqation Laboratory under cover of their
letter dated March 23, 1981, and listed in the ?BI Laboratory report
in this case dated April 17, 1981.
The sources of these fibers from Q81 are unknown to the
Laboratory.
A short hair of Negroid origin was_also removed from Q81.
This hair is of no value for body area determination or association
