Klansmen and National States Rights Party members  and
persons believed to be members!, including racial informants
and racial PCI&#39;s, also potential bombing suspects of Tampa
Office, have been interviewed as per Bureau instructions in
this matter. These individuals were questioned concerning
their whereabouts around the time of instant bombing, and
information looking toward identification of UNSUBS in this
case and/or pertinent to investigation being conducted in the
matter was solicited from them. -
No pertinent information was developed as a result of K ,
the interviews. - 1
It is to be noted that whereabouts of various individuals
on 9/15/63, as indicated by them, was not verified through ,»~  
additional investigation. This would have been done in &QY"iH*1 i.instances where there was reason to question the klansman, I 92
hate group member or potential bombing suspect. p L
informants and sources have been requested to remain &#39; I
alert for any information shatsoever which might he helpful
to the BAPBOMB case and they have stated they will immediately
furnish any such information to the Tampa Office.

at 10:01 PM, October 11, 1963, SANight Supervisor in Laboratory, called the Nev edetermine whether New York had two Magnecord tape recorders completeand two 6A dial recorders complete that could be released to sendto Atlanta.

with negative results. Three currently listed bomb suspects and;
three formerly listed bomb suspects of the Knoxville Division wer
interviewed, their whereabouts during pertinent periods determine
and check of toll calls made; all met with negative results.
In accordance with suggestion made to Birmingham in E

submitted this division as no pertinent information was developed.
All interviews of members or suspected members of klan-type and L
hate-type organizations in the Knoxville Division, interviews
of present and past bomb suspects, and interviews with individual:

Division. Klavern #1 is located in Iaryville, Tennessee, and
members of this klavern reside in the vicinity of Haryville,
Tennessee, and Alcoa, Tennessee. Klavern #2 is located at
Harriman, Tennessee, and members of this klavern are reported
to reside in the vicinity of Clinton, Tennessee. All known membe

During investigation ot instant case, 52 indiviiuals
at Chattanooga and vicinity have been interviewed, whose
names or similar names have previously been reported as
members or past members of DK, KKKK, Inc., Chattanooga,
,Tennessee. Oi this number, 37 have admitted membership.
Six additional ones have admitted membership but not active
and not sure if their names continue to be on current
membership of BK, KKKK, Inc. In addition to these 43
recently active member presently
in the hospital with cancer not interviewed. Six others
with similar names were interviewed; all denied membership,
and it was not possible to establish ii they were or were not ,
present or past members. No pertinent information re bombing
matters at Birmingham, Alabama, or suspects developed.
The overall results of these interviews is that members,
leaders, and the organization as a whole opposes violence,
describes their organization as a political and religious
organization, but very definitely opposed to integration;
however, any action in opposition to integration to be
accomplished by legal means and principally by voting." Of
those who were not belligerent, they advised generally that
if they had information regarding persons responsible for the
bombing matter, instant case, they would report same to the
FBI or to some law enforcement agency. However, almost without
exception, all reported the DK, KKKK, Inc., as a secret, fraternal
organization, and they would not furnish information regarding
other members and activities where no violation oi the law
existed.

brought this matter to the attention of the Attorney General. He pointed out that
information had been received that the Alabama Highway Patrol had very little
substantial evidence regarding the two individuals.
There is_ attached for your information a copy of a memorandum prepared
General of the for the Attorney General by Burke Marshall,
the Bureau had received similar information to the effect
| n0 basis for arresting Chambliss and Cagle except  he iotmd
out was questioning numerous Klan members and wanted to jump the
gun and therefore picked them up. As a matter of fact, it was more than 48 hours
later tha_t_ there was any indication as to what they were going to be charged with
and they finally came up with the possession of dynamite charge.

is warranted. Assignments are then made for all night coverage-of
suspects, points of interest, and possible disturbance areas; Assign-

10. No one office has furnished an excessive amount of personnel
which could unduly affect the work of the office from which they
have reported. Qne effiee,&#39;namely Little Beck, has furnished as many
as five. This includes the SAC. The balance range from one to four
in number. This is not an excessive drain of agent personnel from
the contributing offices.
ll. The entire investigation is being directed toward bringing as
much pressure as possible on all prime suspects developed and being
developed. This is accomplished through interviews and reinterviews;
through constant harassment tactics; through the use of technical
equipment wherever possible; through surveillances; through examination
by the use of the polygraph; through information developed as a result
of contacts with sources of information in a position to furnish
information which may be pertinent to any facet of the investigation;
and through saturation and redirection techniques.

minutes per day, to a high of 9 hours per day.

personnel on this assignment, I recommend there be no reduction or
addition in manpower at this time; that present pressure points and
procedures which have been discussed with SACs Moore and Faisst be
continued for the time being, to be re-evaluated in ten days, at which
time a recommendation should be submitted to the Director concerning the
manpower situation and direction of the investigation. This will depend
upon developments during the interim.

Assistant Director Rosen called from Birmingham. He had
been going over this case with SAC Moore and the Agents assigned
to the case until midnight last night, pinpointing what each Agent
is doing and the potential in the case. He is continuing today
and will have another conference of all Agents on the case tonight.

He said the Agents are covering 80 to 100 leads a day, inIaddition to an analytical conference each night. Agents are
averaging about 7 hours overtime a day on this special. Each Pg
Agent has an assignment to cover immediately in the event there ;is additional violence or bombings. ajgi
He said it is clear that the work is well organized and
that much is being done in the way of checking out and applying
In other words, this is a hard-hitting investigation with no holds
barred. He said he was impressed with the enthusiasm of all of the
Agents assigned to the case.
Mr. Rosen is continuing his examination, looking toward
further methods of applying pressure to get results. SAC Moore
has been considering the possibility of a Federal Grand Jury in
the future if it appears that this will be helpful. Mr. Rosen
is checking into the personnel situation and whether iheis is the
best interests of the Bureau to release personnel now or in the
near future. He will report further.

re si ed in each SA Consent forms we gn
instance before the interviews and for two interviews
involving juveniles parental contents were also obtained.
The consent forms, charts, and questions are being retained
in the Birmingham file. The charts of the following persons
indicated truthful answers and that they had no knowledge
of the persons who committed the bomhkg of the 16th Street
Baptist Church on September 15, 1963, or other recent bomb-
ings in the Birmingham area, except as noted:

A crime scene search was conducted at the
Alabaster Lime Company, Verlie, Alabama, in connection
with the breaking and entering of&#39;a power house located
on arrock road on the Western edge&#39;of the lime company,
and the attempted breaking and entering of a second -
power house located approximately one hundred yards to
the South of the first mentioned power house on the
same lot. ~
The first power house did not have a padlock
as should have been the case. Soil samples from a
pallet and from the floor of the interior of this power
house were obtained for possible future comparison.
An examination of the second power house
revealed tool marks on the hasp portion, and the
_nIlindér _block portion of the padlock to the door of
this second power house. These too! marks appear to
be similar to those that would be made with some type
of sawing instrument such asia hacksaw. This padlock
is being retained for possible future spectographic
comparison examination.
At a point approximately twenty feet,
Southwest, of the secondrpowe house on the extension
of the rock road running past, a ballpoint pen, black
with silver trim,,bearing the lettering Southern Screw
Gompani, Statesville, orth Garolina, was found.
Fingerprint examination of the doors to both
power houses, the remainztng padlock, »and the pen did
not develop any latents of value. Dirt samples from the
area immediately adjacent to the door of the second
power house were obtained for possible future comparison
examination. Photographs of the two buildings were
obtained. No other evidence of value was located.I

&#39; Subsequently, CHAMBLISS, HALL and GAGLE were booked
for illegal transportation and possession of dynamite; were
tried in Birmingham Recorders Court, were found guilty and
given the maximum sentence of six months and a $300_fine.
These cases are presently on appeal and all are out on bond.
In connection with the investigation of this matter, accord-
ing to State officials, CABLE directed them to a field in
Gardendale where he had placed the dynamite. State authorities
advised they located-a case of Monobel B Dynamite at one area
in this field and 2% sticks of dynamite in a paper sack in
another area.
