The presentation ceremony was held at the White House and attended by
members oi the President&#39;s cabinet. William P. Rogers, Deputy Attorney General
oi the United States, read the citation accompanying the medal which is as follows:
"As Director oi the Federal Bureau oi Investigation for
31 years, he has made an outstanding contribution to the national
security oi the United States. Exercising exceptional tact, per-
ceptiveness, judgmeru, and brilliant leadership in a position oi
great responsibility, he has established the highest ideals of
Federal law enforcement and has directed them to realization.
His tireless eiiorts have brought to a new height oi eectiveness
the law enforcement machinery oi the United States Government.

Federal law enforcement system oi the United States.

President Eisenhower&#39;s remarks at the ceremony: _
"Mr. Hoover, your dedication and devotion to public service
are so long and so well known, your accomplishments in that ser-
vice are so great and so well known, that it seems idle for me to
try to say anything that could add to the dignity of this ceremony.
"Perhaps it is just best tor me to say I am proud to be an
agent tor our people in conierring upon you  highest award
the Government has, and to say that your real reward--as all oi us
know--is in the hearts, the thanks and the gratitude oi our entire
nation."
  In accepting the award, Director Hoover stated:
"Thank you, Mr. President. I am deeply grateful for this
honor which you have accorded me. I realize that it  been brought
about through the dedicated accomplishments oi the personnel and my
associates in the Federal Bureau oi Investigation, as well as by the
magnificent support which you as president and which the Attorney
General have aorded us over the years.
"It is a pleasure, indeed, to serve as one oi your subordinates."
