There followed a. discussion as to what would be told if
they were questioned as to when the anchor bolts were put in the building.
It was agreoithat they say they don&#39;t know exactly, but during the course
of construction. lhey agreed that this question will probably be asked
and then apparently agreed that they will give  the facts ---- that it
was around June when the bolts were put in. _
. At 12:10 PM all oi the individuals left the room, and appar-
ently went to the CPA Hearing, which was scheduled at 1:00 PM on that date.

nection--that&#39;s important--that hasn&#39;t been rought up as yet. At this
point an unidentied inditidual, possibly subject, stated "tell than that tthis building, right here and right here  appar cferring: to map!, are I-joined". One of the architects, believed to be pointed out that
it is "required engineering" to have a slip-joint but no physical connection.
Ho then pointed out that we have maintained a 15 foot passage through hero.
This lattice construction is joined with concrete. This point here where the
roof comes down is an ordinary engineering factor. Instead of leaving dowels

stated that this is a necessity requiring this as an integral part of the

a wall. lhey then discussed the building of a shield wall or wind break
making the hotel property an enclosed area marking it off from the desert.
Following this the architectural features of several hotels
including the Desert Inn at Palm Springs, and the El Ran were discussedgenerally. One of the persons present asked s to whether

as that under construction on March 26, 1946;

into the case and that nothing had been introduced on
this point at the time of the first hearinge It subse-
quently developed that there were two changes, one as to
material used and one as to the size. He stated that e
at the outset the construction was to be of lattice steel
and was later changed to reinforced concrete. The Camis-
sioner felt, however, that this was a change from a more
critical to a loss critical material, and should not pre-
judice the Respondents. He stated that in regard to size,
the building actually being constructed was determined to
be some 7,000 square feet less than that shown on the plot
plan of January 12, 1946. Ile felt that this change also
resulted in a conservation of materials and thus was not in
violation of any 0P4 order. He stated that he had ruled
that the plot plan latod March 22, 1946 introlucei into evi-
dence as Exhibit 4 was the "iofinitive iocuont as to size,
and construction was in close conformity to his lan.He statel that while there was testimony mv -:1 bk.

Respondents had Iisconceived their case and hadbro_ught_th_eir plans in
piecemeal, thus confusing the issue. He stated that if they md brought
all their plans in at the first hearing so that he could see them as he
am upon the conclusion of the hearing, that the entire project of the
casino, hotel and shops was conceived and started prior to March 26, 1946,
he would have ruled in favor of the Respondents at the time of the first
hearing. He stated that the Respondents apparently thought that they had

engaged on a project embracing the casino, hotel and shops from the be-

. By memorandum dated Nov vised you that I received atelephone call from Special Agent £ the Salt LB-ke City Division in
requesting s. technical on the rooms oi aiegei and Virginia Hill at the Last
Frontier Hotel. Lt that time it was recomnended that the technical not be
authorized and, as a result, the Salt Lake City and Los Angeles Divisions were
G-dvised by teletype that the technical installation was not authorized.
Slbsequent to the above, Special Agent in Charge Hood telephonicallv
requested that the Bureau reconsider authorizing a technical on the residence
of "Bugs" Siege]. and Virginia Hill. Mr. Hood pointed out that since Siegel
and Hill intend to reside at the last Frontier Hotel permanently, and because
