the alleged source of some income or resources received

KIAVERN 6, FT. LAUDERDALE, FLORIDA, FEDRUARY 28, 1970;
UKA STATE MEETING AT KLAVERN 6, FT. LAUDEI ALE, YLOklDA

Characteri ations for the United Klan of
America, Inc., Knights of the Ku Klux Klan
(UKA) on a national and state level are
contained in the Appendix section of this
memorandum,
As previously furnished in referenced communica-
tion, ROnttRT M. SHELTON, Imperial Wizarl of the UKA,
appeared at TV Station WCKT, Channel 7, Miami, Ilorida,
on Friday, February 27, 1970, at which time he ias inter-
viewed for the "Florida Forum", a local news information
panel half-hour show consisting of four panel members
and SHE.LTON. This program wan videotaped, to be aired by
Channel 7 on Sunday, March 8, 1970.
On Sunday, March 8, 1970, from 8:00 p.m. to
e :30 p.m., this videotape was aired by Channel 7. The
four panel members were as follows:

During this half-hour presentation SHRLTONcovered the following items in response to questions putto him by the panel:
He attempted to point out that the term Ku Klux Klan was a term belonging to the public and that
he was the Imperial Wizard of the United Klans ofAmerica, which has only been in existence since 1961.He admitted that he was a full-time employee of the UKAbut would not specifically state his salary other thanhe was sure that it was less than the salary of manv ofthe Federal snoops. He stated that he holds his pcvitionof Imperial Wizard for a period of three years which isan elected position. He pointed out that his KILn wasagainst violence of any type and that should any memberof the Klan fail to abide by its constitution, theseindividuals would be dealt with severely and upo:nfurther elaboration SHELTON stated that this meant theywould be expelled from the organization.
SHELTON did not elaborate upon whether or not while he was in prison in 1969 internal conflicts developedI between Imperial officers within his organization. Hepointed out that he had just served time in prison forrefusing to name or identify Klan membership or the handlingof the money that the Klan obtains from its members. Whenasked if the number of members in the Stnte of Florida is about 200 according to Grand Dragon of the State ofFlorida, JOHN PAUL ROGERS, SHELTON refused to make anycomment on this number other than he was sure it was much more than 200.
He stated that he felt the integration of the schools was destroying the public obhool system and mentioned that the Washington officials who are pushingthis integration send their own children to all white

public or all white private schools in McLean, Virginia.
It was his opinion that the law enforcement agencies arebeing shackled and handcuffed today in fulfilling theirlegal duties.
He mentioned an article that appeared in a LosAngeles newspaper where the FBI bad conspired with a Jewishorganization and between the two paid $76,000 to individualswho would set up a bombing incident in Meridian, Mississippiwhich end result would-be the arrest -or killing of the .individuals responsible for the bombings in Meridian,Mississippi, As a result of this it was his feeling that
the Justice Department should conduct an investigation intothe conspiracy and entrapment perpetrated by the FBI andthis Jewish organization.
BHELTON was questioned about the Klan'rn activitiesin Alabama concerning the leasing and purchasing of landsurrounding land that has been purchased or leasted by themembers of the Nation of Islam. SHELTON was asked whetheror not the Klan's action in Alabama is an effort to confrontthe Nation of Islam and perhaps to push the Muslims outof Alabama. SHELTON replied that maybe it was the "niggers"who came to Alabama and obtained this land who wereactually forcing the confrontation.
A characterization of the Nation ofIslam appears in the Appendix section of thismemorandum.
He also stated that if the Klan was able to getenough land that perhaps it could be placed in a FederalLand ank and could be subsidized by money from the FederalGovernment such as other organizations have done and aredoing.
One copy of this memorandum is being furnished tothe U. S. Secret Servioe, U. S. Attorney, and 111th M.I.Group, all Miami, Florida, and to 111th M.I. Group, OrlandoFlorida, and NISO, Charleston, South Carolina.

NATION OF ISLAM
A source advised on Jancuary 12, 1970, the Nation
of Islan (NOI), an organization for members of the black
race only, had its origin in Detroit, Micigan, in the early
1936's. Hcndquarters is Mu ammad's Temple Number 2, 533a
Soutn Greenwood Avenue, Chicago, Illinois, which affords
direction to numerous affiliate branches, commonly referred
to as Muhammad's Temples or Mosques, located throughout the
United States. The leader is Elijah Muhammad, self-styled
"Messenger of Allah" anu rne only divinely appointed leader
Sof the black race in the United States, who controls all
policies and programs.
Muharmad's teachings stress Allah (God) selected
bha to lead the so-cailed Negro out of slavery in North
America through establishment of an independent black nation
in the United States; the white man is the "devil" and open
enemy of the black man; black and waite races must be
separated; the white man, his Government and religion will
uo destroyed by Allah through the forces of nature in rue
"War ol Armageddon," a war between Allah and the "devil."
Muhamma's teachings are spread through weetly radio broad-
casts throughout the United States and through "Muthammad
S hpeah l," the official NOI organ which is publisoi3d weckly
in Chicago and alstributed to affiliate Mosques for use in
wsexly sermons and for distribution to the pub±i:.
Muham:maC nad other NOI members have refusea to

1.
UNITED KLANS OF AMERICA, INCORPORATED
KNIGHTS OF THE KU KLUX KLAN (UKA)
Records of Superior Court of Fulton County,
Georg.a, show that this Klan organization was granted a
corporate charter on February 21, 1961, at Atlanta,
Georgsa, under the name United Klans, Knights of the Ku
Klux Klan of America, Incorporated.
A source advised on February 27, 1961, that
United Klans was formed as a result of a split in United
States Klaus, Knights of the Ku Klux Klan, Incorporated.
According to the source, the split resulted from a leader-
-- --ship dispute,.and the United Klans has the same aims and._ _
objectives as the parent group. These are the promotion
of Americanism, white supremacy and segregation of the
races.
The first source and a second source advised
in July, 1961, that United Klans, Knights of the Ku Klux
Klan of America, Incorporated, merged with Alabama Cnights,
Knights of the Ku Klux Klan. The merged organization
established headquarters in Suite 401, Alston Butlding,
TuscaLoosa, Alabama. (The organization is directed by
Roberc M. Shelton, Imperial lizard, and is the dominant
Klan group in the South, with units in several southern
states.)
Second source advised that at a meeting in
Prattville, Alabama, on October 22, 1961, the United States
Klans, Knights of the Ku Klux Klan, merged with the United
Klans of America, Incorporated, Knights of the Ku Klux Klan.
Third source advised on May 7, 1969, that the UKA
is currently an active organization with Klaverns in several
state.. This source said that Robert M. Shelton is the
Imperial Wizard of this organization and was elected to this
position on September 3, 1967, at a "National Klonvocation"
in Tu.caloosa. Alabama. Source stated that during April,
1966, the National Office was moved from Suite 401, Alston
Builing, Tuscalousa, Alabama, to the carport of Shelton's
residence, #18 Lake Sherwood, Star Route, Northport, Alabama,
which space be bad converted into a room.

United Klans of America, Inc., Knights of the Ku Klux Klan,Realm of Florida, has its headquarters at P. O. Box 1764,
'T--_ itusville, Florida.__Thbis unit is affiliated with-the-----
national organization of the United Klans of America,
Inc., Knights of the Ku Klux Klan, and has the same aims
and objectives as the parent group; that is, to advocate
segregation of the races and white supremacy.

7 (1) Potential Counterintelligence Action
Birmingham continues to feel that the mailing
of cartoons, anonymous untraceable cards, leaflets andsimilar type literature to known Klansmen can serve as" .a very important disruptive action in the Counterintelligence
Program. The Birmingham Office is also definitely of theopinion that the proper use of anonymous telephone calls
on a selective basis to certain leaders and for active
members can be, and in the past been, used successfully
by the Birmingham Office. At the appropriate time or times
in the future, Birmingham plans further use of such calls
in appropriate situations with Bureau approval and theBureau will be qontacted concerning same in all such cases.

(2) Pending Counterintelligence Action
During the current reporting period, Birmingham
requested the Bureau to consider securing copies of incometax returns for the United Klans ot Americ. Inc., Knights

By letter dated /i3i7, the Bureau instructed
Birmingham to resubmit its request for such returns after
the 4/15/70 deadline, if such action is desired. The Bureaustated no action was then being taken to obtain the re-
quested returns as a time after 4/15/70 appeared moredesirable.

By Bureau letter of 2/24/70, Miami was authorized

(3) Tangible Results
As Birmingham has previously expressed, it is
felt that great significance should be attributed to instant
program concerning the fact that there has been almost no
trouble, violence or disturbance on the part of the UKA
or any other hate group in the Birmingham Division for
many months. As Birmingham also has previously expressed,
Birmingham continues to feel that such lack of activity on
the part of the UKA and the other hate groups quite logically
O and easily can be attributed or considered to be tangible

It is interesting to note that Shelton was main
bi speaker at a UKA Rally in Maryland on 5/16/70. Two informants
who attended this rally reported that Bhelton's speech was
less racist and more anticommunist than usual. He also
denounced violence saying that the answer to country's
problems was not guns, bombings, riots or destruction of
property. He urged legal means to effect change, urging
andience to write lawmakers concerning those things that they
disliked.

(1) Potential Counterintelligence Action
-- Birmingham continues to fail that the iflng
of cartoons, anonymous untraceable cards, leafLets and
similar type literature to known lanamen can serve as
a very important disruptive action in the Counterintelligence
Program. The Birmingham Office is also definitely of the
opinion that the proper use of anonymous telephone calls
on a selective basis to certain M leaders and for active
members can be, and in the past tXfbeen, used successfally
by the Birzingham Office. At the appropriate time or times
in the future, Birmingham plans further use of such calls L
in appropriate situations with Bureau approval and the
Bureau will be ontacted concerning same in all such cases.
(2) Pending Counterintelligence Action
As instructed the Bureau in its airtel
dated 6/10/70, Birmingham submitted an airtel under date
of 6/12/70 in which several ideas were set forth for the
surea 's consideration and approval in regard to captioned

program. These suggestions dealt with conterintelligenc
measures to be tilted during the National Klonvocat on

June 27 and 28, 1970. By airtel dated 6/23/70, the Burea.
notified Birminghsa and Charlotte of the approval of
suggestiont made by Charlotte and Birmingham concerning
this forthcoing National lonvocation. These counter-
-intelligence measures are pending at the present time.

KAs Birmingham has previously expressed, it is
felt that great significance should be attributed to instant
program concerning the fact that there has been almost so
trouble, violence or disturbance on the part of the WA
or any other hate group in the Birminghas Division for
many months. As Birmingham also has previously expressed,

the part of the UKA and the other hate groups quite logically
and easily can be attributed or considered to be tangible

Birmingham authority to implement the counterintelligence
proposals set out in the Birmingham airtel mentioned above.
(3) Tangible Results
As Birmingham has previously expressed, it is
felt that great significance bhould be attributed to instant
program concerning the fact that there has been almost no
a. trouble, violence or disturbance on the part of the UKA
or any otheerr'liate group in the Birmingham Division for
many months.: As Birmingham also has previously expressed,
Birmingham continues to feel that such lack of activity on
the part of the UKA and the other hate groups quite
a logically and easily can be attributed or considered to
be tangible results of the counterintelligence activity
of the Bureau and various FBI Offices participating in
captioned matter.
pIt is also quite apparent in the o inion of
Birmingham, that ROBERT SIELTON, and other
high-ranking officials of the UKA gre yconcerned in
at regard to the activity of the FBI, the probability that
the FBI has highly placed informants in the UKA, and the
fact that the FBI is probably in a position to have
iamediate and/or advance notice of any plans of any nature
on the part of the UKA.

the UKA's possible liability to a klansman's family in
cases where the klansman has been injured or killed while.
taking part in a klan "protection-type" racket,
Birmingham recommends that the possible serious
liabilities of the various UKA officials and the
organization be raised to prevent such a racket from
succeeding in anw locality.
As to CE's suggestion (5), which deals with
the money making scheme of the Imperial Office of the
UKA re $25.00 fee for the "Second Degree of Klancraft",
Birmingham recommends that informants attending theforthcoming ational Klonvokation be instructed to
attempt to spread the thought that the "National Office"
is only interested in money-making schemes otherwise
there would be no cause for charges for such a deserved

As the Bureau is aware, Birmingham submitted
several recommendations to the Bureau in connection with
counterintelligence measures to be used concerning the
National Klonvokation of the UKA which was held in
Tuscaloosa, Alabama, during the latter"part-of November,
1970, Several of these recommendations made by the
Birmingham Office were approved by the Bureau. One of
these recommendations dealt with the making available
of information concerning the National Klonvokation to
various newspapers, radio stations and other communication
media in the Birmingham territory.
The Bureau has been apprised of the fact that
considerable newspaper publicity of an exceedingly critical
nature appeared in various newspapers and newspaper
articles in regard to the National Klonvokation of the
UKA, and some of the political figures who either attended
the Klonvokation by invitation or reportedly declined to
attend for various reasons. These newspaper articles
specifically named several of the various political
figures involved and in the main were highly critical
of the UKA, the UKA's activities, and the fact that the
political individuals attending the National Klonvokation
of the UKA or reportedly giving reasons why they could
not attend, and are believed to have resulted in very
damaging effects upon the UKA and all persons involved.
It is further to be noted that the Birmingham
Office, shortly prior to the holding of the National
Klonvokation of the UKA, received information that Imperial
Wizard SHELTON was making efforts to employ a polygraph
operator to give numerous polygraph tests to quite a
number of UKA officials and/or Klansmen attending this

national meeting November, 1970. Birmingham was able
to control this situation in such a manner that Imperial
Wizard SHELTON did not learn that the polygraph operator,
whom he had engaged to give the tests, would not be
available until such time that it was impossible for
SHELTON to replace this polygraph operator and arrange
for any such test to be given to any Klansmen on this
occasion.
(3) Tangible Results
As Birmingham has previously expressed, it is
felt that great significance should be attributed to instant
program concerning the fact that there has been ;t--r LI& tJu fEO
trouble, violence or disturbance on the part of the UKA
or any other white hate group in the Birmingham Division
for many months. As Birmingham also has previously expressed,
Birmingham continues to feel that such lack of activity on

of the Bureau and various FBI Offices participating in
captioned matter.
Birmingham is of the opinion that it is quite

officials of the UKA continue to be exceedingly concerned
in regard to the activity of the FBI, the probability that
the FBI has highly placed informants in the UKA, and the
fact that the FBI is probably in a position to have not
only immediate but also advance notice of many of the
plans of the Imperial Office and other branches of the.UKA.
To Birmingham, this is clearly shown by the many statements
made by Imperial Wizard SHELTON prior to, at the time of,
and subsequent to the National Klonvokation of the UKA
held in Tuscaloosa, Ala., in November, 1970, concerning
f the loyalty of even the Imperial Officers of the UKA,

file members of the UKA. As mentioned above, SHELTON's

As the Bureau is aware, during the current reporting
period, Birmingham has submitted several items and/or
questions which might be used in the Counter Intelligence
Program by the Miami Office on an occasion when Imperial
Wizard ROBERT M. SHELTON reportedly had been scheduled to
participate in a question and answer television program
within the Miami Division.
(3) Tangible Results
As Birmingham has previously expressed, it is
felt that great significance should be attributed to instant
program concerning the fact that there has been limited trouble,
violence or disturbance on the part of the IUA or any other
white hate group in the Birmingham Division for many months.
As Birmingham also has previously expressed, Birmingham
continues to feel that such lack of activity on the part of
the UKA and the other hate groups quite logically and easily
can be attributed or considered to be tangible results of
the counterintelligence activity of the Bureau and various
FBI Offices participating in captioned matter.
Birmingham is of the opinion that it is quite
apparent that Imperial Wizard SHELTON and other high-ranking
officials of the UKA continue to be exceedingly concerned
in regard to the activity of the PBI, the probablity that
the FBI has highly placed informants in the UKA, and the
fact that the FBI is probably in a position to have not
only immediate but also advance notice of many of the plans
of the Imperial Office and other branches of the UKA,

To Birmingham, this is clearly shown by the many statements
made by Imperial Wizard SHELTON prior to, at the time of,
and subsequent to the National Klonvokation of the UKA
held in Tuscaloosa, Ala., in November, 1970, concerning
the loyalty of even the Imperial Officers of the UKA,
and the various state officials ofthe UKA, and rank and
file menbers of the UKA. As mentioned above, SHELTON's
efforts to employ a polygraph operator to give tests to
an exandingly large number of UKA officials and members
show such concern. It is felt further that the counterin-
telligence efforts of Birminghan and other auxiliary offices
of the FBI taking part in captioned program have been highly
