ORDERED, ADJUDGED AND DECREED that defendant file
with the Department of Justice, concurrently with the
entry of this order, a registration statement for the
period from July, 1978 to the present, setting forth true
and complete information regarding all activities engaged
in by the defendant on behalf of the Government of Libya
including, but not limited to, the details of all of his
political and financial activities; copies of all contractualf
arrangements and such further statements and copies of such
further documents as are necessary to make the registration
statement and the copies of documents furnished not misleading.
IT IS FURTHER ORDERED, ADJUDGED AND DECREED that
defendant is hereby permanently enjoined from violating
Section 2 a! of the Foreign Agents Registration Act of 1938,
as amended, and Rules 200 and 201 thereunder, 22 U.S.C. 6l2 a!,
28 C.F.R. 5.200 and 5.201 by acting as an agent of the
Government of Libya without filing with the ATTORNEY GENERAL
a true and complete registration statement and supplements
thereto containing the information and documents required by
the above Section of the Act and the above Rules thereunder.
IT IS FURTHER ORDERED, ADJUDGED AND DECREED that this
Court shall retain jurisdiction of this matter for all purposes
and either party may apply to the Court, on notice to the
other party, for construction or interpretation of this
Final Judgment.
And there being no just reason for delay, the Clerk of
the Court is hereby directed to enter this Final Judgment
pursuant to Rule 58! of the Federal Rules of Civil Procedure.

JURISDICTION AND VENUE
3. The ATTORNEY GENERAL brings this action pursuant
to 28 U.S.C. 1345 and Section 8 f! of the Registration Act,
22 U.S.C. 618 f!, to enjoin such acts and practices.
4. This Court has jurisdiction over this action pursuant
to 28 U.S.C. 1345 and Section 8 f! of the Registration Act,
22 u.s.c. 618 £!. &#39; _
5. Certain of the acts, practices, courses of business
and transactions alleged herein to constitute violations
of the Registration Act occurred within the District of
Columbia. -
6. Section 8 f! of the Registration Act, 22 U.S.C.
6l8 f!,provides that enforcement actions shall be made a
preferred cause and expedited in every way.
THE DEFENDANT
7. Defendant WILLIAM A.  BILLY! CARTER, III, is an
individual domiciled in the State of Georgia.
CAUSE OF ACTION
Section 2 a! of the Registration Act
22 U.S.C. 6l2 a! and Rules 200 and 201
thereunder, 28 C.F.R. 5.200 and 5.201
respectively.
8. Paragraphs l through 7 are hereby realleged and
incorporated herein by reference. &#39;
9. At some time or times unknown to the ATTORNEY
GENERAL, the defendant singly and in concert with others,
reached an understanding to act within the United States as
an agent of the Socialist People&#39;s Libyan Arab Jamahiriya
 "Libya"! and Mu&#39;ammar al Qadhafi, its Chief of State,and
individually and through his agents, employees, officers,
servants and assigns did undertake specific activities
calculated to promote Libyan foreign policy objectives by
attempting to improve the image of Libya within the United
States. &#39;

10. Pursuant to the understanding referred to in
paragraph 9, or pursuant to an understanding unknown to the
ATTORNEY OENERAL, the defendant agreed to act, and in 1978
began to act directly and indirectly, through agentsp
employees, officers, servants and assigns by engaging in
the nominal hosting of receptions and dinners in honor of a
Libyan delegation, the undertaking of speaking engagements
and the escorting of a tour of Libyan delegates to certain_
U.S. cities, all of which was for the purpose of portraying
Libya to the American people as an emerging third world
nation, potentially friendly to the U.S., and interested in
expanding its commercial contacts and intercourse with the .
United States through a "people to people" program.
ll. Pursuant to the understanding referred to in
paragraph 9, or pursuant to an understanding unknown to the
ATTORNEY GENERAL, the defendant agreed to participate in two
highly publicized visits to Libya in September 1978 and
August l979, the latter trip lasting about one month and
occurring during the celebration of the 10th Anniversary of
the Libyan Revolution. The presence of the brother of the
President of the United States at events commemorating the
Libyan Revolution was important to Libya in order to obtain
maximum coverage of the events by U.S. media entities and
to create the appearance of approval by the United States
of the Libyan Revolution. &#39;
l2. Pursuant to the understanding referred to in
paragraph 9, or pursuant to an understanding unknown to the
ATTORNEY GENERAL, and consistent with the objectives of
Libyan foreign policy, the defendant undertook a propaganda
campaign, including public statements in support of Libyan
foreign policy objectives.

13. Pursuant to the understanding referred to in
paragraph 9, or pursuant to an understanding unknown to
the ATTORNEY GENERAL, the defendant agreed to undertake the
establishment of an organization to be known as the Libyan- 
Arab-Georgia Friendship Society. One of the purposes of ,
this society was to promote Libyan foreign policy objectives
by attempting to improve the image of Libya within the
United States through cultural exchanges and visits.
14. As compensation for making his best efforts
pursuant to the agreements in paragraphs 9 through 13 or
to an agreement unknown to the ATTORNEY GENERAL, the
defendant received substantial compensation including, but
not limited to:
a. certain gifts of personal property;
b. two all expense paid trips to Libya;
c. twenty thousand dollars paid to the
defendant on or about March 1, 1980;
d. two hundred thousand dollars paid to
the defendant on or about April l, 1980.
15. As additional compensation to be received in the
future, for making his best efforts pursuant to the agreements
in paragraphs 9 through 13, or to an agreement unknown to the
ATTORNEY GENERAL, the defendant was held out by Libyan
officials to the U.S. business community as a commercial
intermediary through whom U.S. business entities could deal
with Libya.
l6. Defendant is an agent of a foreign principal as
defined in Section l c! of the Registration Act, 22 U.S.C.
6ll c!.
17. As an agent of a foreign principal, defendant is
required to register with the ATTORNEY GENERAL by Section

18. Defendant has refused upon demand to register with
the ATTORNEY GENERAL as an agent of a foreign principal as 
required by Section 2 a! of the Registration Act, 22 U.S.C. 612 
l9. By reason of the activities described in paragraphs
8 through 17, the defendant has violated Section 2 a! of the
Registration Act, 22 U.S.C. 6l2 a!,and Rules 200 and 201 »
thereunder, 28 C.F.R. 5.200 and 5.201, respectively.
20. The defendant will, unless restrained and enjoined
continued to engage in the acts and practices as set forth
in the cause of action of this complaint.
Wherefore Plaintiff, ATTORNEY GENERAL, respectfully
prays and requests:
l. A mandatory injunction requiring Defendant to
register forthwith pursuant to Section 2 a! of the Registration
Act,22 U.S.C. 6l2 a!,and to otherwise comply in full with the
provisions of the Registration Act and the rules and regulations
promulgated thereunder. A
g 2. A permanent injunction restraining and enjoining
Defendant from violating Section 2 a! of the Registration
Act, 22 U.S.C. 6l2 a!,and Rule 200 and 201 thereunder, 28
C.F.R. 5.200 and S.2Ol,respective1y, by engaging in activity
in the furtherance of the interests of the foreign principal
unless and until he files with the ATTORNEY GENERAL in
duplicate a registration statement under oath on a form
prescribed by the ATTORNEY GENERAL.
