There is transmitted herewith copy of e note, dated April li§
1935, from the Hinister of Austria, inviting this Government to
designate delegates to attend the eleventh regular meetin5 of the
International Criminal Police Commission which will take place at
Copenhagen, Denmark, from June 17 to 20, 1935.
I would Bppreciate receiving your views as to the desirability
&#39; your recommendations as to suitable delegates who would be willing
 to attend the meeting without expense to this Department.
In connection with the forthcoming meeting, your attention
is invited to my note of larch 26, 1935, transmitting a stetenent
concerning the purpose and activities of the International Criminal
Police Uommission, together with a copy of the resolutionh passed
at the tenth meeting of the Commission which was held at Vienna
in September, 1934.
There is no record of this Government hiring been represented
 " tenth or previous meetings of theonnission.

The Austrian Minister presents his compliments to His Excellency
the Secretary of State, and at the instance of the Federel Police
Directorate of Vienna has the honor to state that the eleventh . ii
regular meeting of the International Criminal Police Commission
will take place at Copenhagen, Denmark, from the 17th to the 29th
of June, 1935- The conferences will be held in the building of the
Rigedsg, Castle of Christiansborg.
In conformity with instructions received the Austrian hinister
has the honor to request His Excellency, the Secretary of State, to
kindly have this meeting brought to the attention of the sppropriete
authorities of the United States Government with the invitation ta
designate delegates to the forthcoming meeting of said Commission.
The Austrian Hinister has the honor to express in advance his
best thanks to His Excellency, the Secretary of State for his kind
intermediary in this matter.

ceived with great interest by the representatives of other
countries. Chief August Vollmer of Berkley is perhaps
regarded as the outstanding police chief of this country
by authorities in this field throughout the world, but
I am sure that he would not be able to make the trip be~
cause, as you know, he suffered a heart attack vhile he
was in Washington recently and I am informed that he will
be living under hospital discipline for sev.ra1 months.
Colonel Arthur D. code of New York, Mr. Arthur Dunham __;
of New York, Mr. Bruce Smith of New York and Mr. Leonard
Harrison of the same city are all outstanding authorities .
in the police field and each of them might appreciate
receiving a designation at yxur hands. ,

The Executives Conference considered the contents of
a letter brought up by Er; Schilder dated April 10, 1935,
from the International Bureau at Vienna containing an offer
to distribute for the Bureau in the1International Public?
Safety", the periodical issued by the Internetionel,Bureau,
information concerning badly wanted Bureau fugitiwes.
The
advisable
the aboveConference was of the opinion that it would be
and possibly advantageous to the Bureau to accept
bffer, even though the Bureau itself has forwarded
copies of the1dentification Orders to the principal bureaus
reached by the said oublication.
The suggestion was made by Ir. Schilder-that possibly
some financial assessment or other obligation might be attached
at a later date to this activity.
The Conference, however, felt that this problem could
be solved when it arose; that even though some cost might be
involved later in connection with this activity it would be
advantageous for the Bureau to have its fugitives listed in
the International Public Safety orgen._
in the event you concur, there is attached a memorandum
addressed to Hr. Ldwards advising the offer should be accepted.

In re: International Criminal Police Commission eeting.
I am returning to you herewith the letter from I-fr. Carr, . .3-
lasistant Secretary of State. Presumably any cf the members
of your Advisory Committee on Crime would be eligible for nomine-
tion as delegates to attend the meeting of the International
Criminal Police Commission referred to in Hr. Carr&#39;s letter.
Just who light be willing to accept such a designation with the
understanding that he sbould&#39;pey his own expenses is, of course,
a difficult question to answer. illiam Draper Lewis told ms
at the time of the meeting of the Advisory Committee tint he
expected to go to Europe shortly after the meeting of the AmericanLen Institute, so it is conceivable that he might beéilling to
extend his trip long enough to attend the meeting in openhagen.
Presumably any of the outstanding law school men would be free at
that time of the year as most of the schools close about the
middle of June. 
Dean Pound is, of_course, an Outstanding authority, Thorsten
Sellin of the Department of Sociology of the University of Pennsyl-
vania is an outstanding authority in this field. he was a&#39;dele-
gate to your Crime Conference in December, he is the editor of the
Annals of the American Academy of Political and Social Sciences
and has an international reputation as a criminologist. Perhaps
Chief Siccardi might be interested in attending especially in view
of the fact that the meeting is featuring police work. From the
Department of Justice I would assume that J. Edgar Hoover would be
lost eligible appointee and probably one who would be received ith
great interest by the representatives of other countries. Chief
August Vollmer of Berkley is perhaps regarded as the outstanding
police chief of this country by authorities in this field throughout
the world, but I am sure that be would not be able to make the trip
because, as you know, he suffered a heart attack while he was in
Washington recently and I am informed that he will be living under
hospital discipline for several months. Colonel Arthur D. hoods
of New York, Ir. Arthur Dunham of New York, Hr. Bruce Smith of New
York and Hr. Leonard Harrison of the same city are all outstanding
authorities in the police field and each of them might appreciate
receiving I designation at your hands.

attached hereto.
- -It will be observed from the tickler copy of your memorandum
from the Director to the Attorney General, under date of May 13,
1935, that on that&#39;day the Director suggested either Mr. Bruce Smith
or Mr. Leonard Harrison, both of New York City, as gentlemen who
might be considered qualified to represent the Department of Justice
at the eleventh annual meeting of the Commission to be held at Copen-
hagen, Denmark, from June 17 to 20, 1955.
The history, purposes and functions of this organization, i
according to a statement enclosed with a letter from the Deparnnent of
State, addressed to the Attorney General under date of March 26, 1955,
shows: " »
- »The International Criminal Police Commission was founded on
the occasion of the International Police Congress which convened at
Vienna in l%25, and has for its object the furnishing of a practical
basis for the organization of international cooperation of police
authorities with a view to suppress international crime and to curb
the activities of international criminals. The Commission is described
as a permanent working comittee composed of representatives of the
States  countries! interested in the work of the Commission. -
The following countries are represented on the Commission by
official delegates: Austria, Belgium, Bulgaria, Chile, the Czecho-
slovak Republic, the Free City of Dantzig, Denmark, Finland, France,
Gennany, Great Britain, Hungary, Ireland, Italy, Latvia, Lithuania, the
Netherlands, Norway, Poland, Portugal, Rumania, Spain, Sweden, Switzer-land» Turkey» and Yugoslavia. . 1,  O O

participate in the work of the Commission as extraordinary members, and
these experts are supposed to work with the offices of the International
World Police with headquarters in New York. The Comission, without
citing examples, claims to have enjoyed many successes, and states that
they have been especially successful in the suppression of counterfeiting.
The Commission states that many of the countries belonging to
the Commission have established offices which are in close relation with
the International Central Offices in Vienna at the seat of the Federal
Police Directorate of Vienna, which is apparently maintained as a Federal
criminal clearing house of criminal data by the Austrian Federal Police,
Some of the branches of the Federal Police Directorate include the &#39;-*
International Central Office for the Suppression of Counterfeiting
Currency, Cheques and Papers of Monetary Value; the Information Service
concerning International Criminals; the Service of International Research;
the International Register of Persons Detrimental to Society; the Inter-
national Bureau for the Transmission of Fingerprints and Photographs of
International Criminals, and the International Central Office for the
Suppression of Forging Passports. By exchanging criminalistic material
concerning international criminals, the central offices are said to do
very useful work. Two sreciel publications, one in Fnqiisb and one in
Gexnmn, are sponsored by the Commission, the title of the English-
publication being "International Public Safety". 9-~
Two International Police Congresses were sponsored by the
Commission,_the first in Berlin in 1926, and the second in Antwerp in
}93O. Ten additional meetings have been held as follows: Vienna 
1924, 1926 and 1930; Berlin - 1926; Amsterdam - 1927; Borne, Switzer-
land - 1928; Antwerp, Belgium  1930; Paris  1931; Rome - 1952; and
Vienna - 1934.
The Commission states that the League of Nations is also
interested in the work of the International Commission, but does not
claim that the International Cormission has any connection with the
League. &#39;
Ever since the foundation of theComission, as set forth
above, it has had its headquarters in Vienna, Austria. The preent
Police President of Vienna is the President of the Comission. He
is Dr. ilichael Sicubl, Police President and Director of Public Safety,
Vienna, Austria. He is at present assisted by seven Vice-Presidents,
who are the representatives of Denmark, France, Germany, Holland,
Hungary, Rumania and Yugoslavia. In addition, he is assisted by an
administrative committee composed of two Permanent Reporters, one from

Brussels, and one from Vienna, and ten Ordinary Reports from various
countries represented on the Commission. The expenses of the Comission,
which are stated to be small, are taken care of by contributions from
the countries represented, on the basis of one Swiss franc  about 25
cents! for every ten thousand inhabitants of the country represented.
A memorandum to you from the Director, under date of
September 26, 1932, records a telephone call which the Director re-
ceived from Mr. Barron Collier at New York, inviting the Director to
attend the annual meeting of the Commission to be held in Rome, Italy,
October 15 to 20, 1932, which the Director declined.
On January 3, l929, the Bureau received through the Attorney 3
General, notice of the annual convention which was held at Borne,
Switzerland, during September, 1928. l -
I have studied the program of this particular meeting,
and activities of the Commission deal almost entirely with the technicalKwhich is set out in detail, and it impresses me that the discussions
and scientific bhases of crime detection. Several foreign publications
dealing with these subjects are set out in the program;
&#39; It is my idea, after a review of the entire file, that the
organization, while probably not very practical inhits activities,
nevertheless is a good one, and that it might be worth the while of
the Director to attend the Copenhagen, Denmark meeting in person.
Cu in this connection, I suggest that the Director might desire
to comunicate directly with MI. Barron Collier at New York for more
detailed information concerning the Commission, since Mr. Col1ier&#39;s
recently organized organization, known as the International World
Police, is apparently the American representative of the International
Criminal Police Commission. &#39; &#39; i

TWO INTEREATIOHAL POLICE CONFERENCES IN COPENHAGEN,
At a conference of police officials in Vienna last year it was
decided that Copenhagen should be the next meeting place.
To-day the first so-called "Little Conference" will be opened
and will last two days. There are 26 participants, and the _
meeting nill particularly discuss measures-against international
money forgers- The actual big meeting will begin Monday at
9.50 in the Rigsdag Hall, where the Minister of Justice, Fr.
Zahle, will bid welcome. There are S5 participants in all, and
they will be received by the King on Monday. A number of countries
are-represented;-America by Fr; Kurphy as an observer, and prac-
tically all European countries are represented. _

you to send a representative; to this end, President .
- Welhaven has written our mutual friend, Hofrat Dressler,
head of the International Police Commission in Vienna,
asking him that he join him in urging that you or your
representative attend. President Welhaven informs me
that he and the other heads of European police systems
are intensely interested in you and the magnificent
progress which you have been making. It is therefore
quite natural that they sincerely hope for the presence
of yourself or your representative at Belgrade.
- Several months ago the Department of State instructed
me in your behalf to obtain all information concerning
the police system of Norway. I immediately took the _
matter up with President Welhaven who appreciated your ~@
interest in his system and promised to cooperate to the
end of rendering us all possible information. As the
system here is undergoing a revision, details of which
are contained in a bill which must be-acted upon by
Parliament, it will be several weeks before President
Welhaven will know exactly what the final form of the
reorganization scheme will take. He is hopeful that his
proposed program will go through without changes. In
general, the new scheme calls for the payment of all
police salaries by the national government direct instead
of by the communes, as in the past, The communes will
contribute as usual to the upkeep of thélestablishment -
but will contribute to the government which in turn will
pay the force.

me from time to time, and I should like to take this occasion
to reiterate to you my great admiration of and congratulations

By reference from the Director&#39;s office Miss "
McDonald of the State Department telephoned and stated that they _3
had received an invitation from the Austrian Minister for a
delegate to be namedfby the Government to attend the 12thAnnual Meeting of theInt£EnatiQQQl_G£i@§_§QEUi§sion from
Austria and wanted to know if we had the correct~titIe of&#39;this
organization, stating that the invitation they received for the
llth Meeting last year does not tally with the present title.
She further stated that she had talked with the Secretary to
hr. Sanford Bates in the Department, thinking that possibly
he was the oartv who would be interested. and the Secretary
advised her that she knew nothing about the matter whatsoever.
I informed Miss McDonald that I did not have
the correct title of the organization at hand and further
suggested to her that if this was a crime commission, Mr. Bates
wou1d&#39;hot be"interested in view of the fact that he has charge
of penitentiaries. I suggested to her that probably the proper
procedure in handling this matter would be to forward the invita-
tion from the Austrian Minister to the Attorney General, which
she said she would do. -
