Please allow the FBI the operational latitude they need to end the
standoff in.Haco. Our law enforcement agencies can and should end
this immediately. The fact that they haven't, logically leads one
to assume that they have been constrained by Washington.
Initially, I thought that the stand-off was allowed for the purpose -
of building public support for anti gun legislation. Now, it seems
to me, we have lost control of the situation. This is a tragedy.
The continuing excuse for the status quo is the potential danger
to the children. The Davidean cult, not the FBI or the ATP, has put
the children at risk. If this tactic is allowed, every crazy in the
country will shield themselves with innocent children.
To knowingly place a child in harms way is not only despicable,
but should be criminal. The Davidean cult has done this. Every
adult in the compound should be held accountable for the welfare
of every child inside. _h_
The cult should be notified that destruction of the compound will
begin within 24 or 48 hours. If all children have not been released
by that time, all adults inside should be charged with criminal
negligence with regard to child safety.-

equippedlwith dozer blades. They will all come out when their house
falls in. If the structure is allowed to stand, it will become a
haven for the same or another cult. This may be the last
opportunity for its destruction. It will also end this stand-off.
Our law enforcement agencies know their job, and are the best in
the world. Don't tie their hands behind their back, and expect
them to keep law and order. Ne need them now more than ever before.
If the problem is in the leadership of the FBI and/or the Bureau
of Alcohol, Tobacco and Firearms, replace the leadership. If it's
in your office, correct it.

I respectfully request that you direct the appropriate authorities
to end this stand-off. It is long over-due, and too much has
already been lost, forever. We all want to protect the young and
innocent, however disciplined behavior, that's fair, beats over
indulgence every time. Our service academies are prime examples .
of the importance of disciplined behavior. Criminal court dockets
illustrate the lack of that discipline. You are paid to make tough
decisions. Earn your pay.
Clearly state your goal. Don't tell them how to achieve it.

been received. Your interest in sharing your-views and
suggestions with President Clinton is appreciated.
Our trained negotiators were, regrettably, unable
to convince David Koresh to bring this situation to a peaceful
resolution without further loss of life. The events of
April 19th were indeed tragic for everyone involved, including
the dedicated men and women in law enforcement who worked hard

threatening letter written by cult
leader David Koresh as if he were

Koresh says he needs before end-
ing a six-week-old siege, the FBI
said on Saturday.
The letter is threatening and
cites six Biblical passages," FBI
agent Bob Ricks said. "The gist of
the letter, like the Biblical pas-., » -sages, conveys messages of a
powerful, angry God empowering
his chosen people to punish and
harm those who oppose them.
Koreshs letter was delivered
to the FBI by his deputy, Steven
Schneider, when he emerged
from the cult compound on Fri-
day afternoon to light incense
canisters in observance of Good
Friday, Ricks said. _
The four-page letter is written
in the first person and signed

the standofi, with no signs it
would soon end. The cult report-

Today on Paul Haveys radio program I heard that 73% or more of the
American public approve of the way the FBI handled the Waco; 'Ie_:_;_a_g
problem. I too want to tell you that I approve of the way you all
handled it. If I were there and the one who made those- decision I
probably would have done the same. Probably for the next 10 years
after the talking and then the movies we will still realize that
there is little one can do with those who will use the teachings of
Christ to exploit those who so desperately need to feel needed. You
would think that the memory of Jim Jones still in the minds of us
all that we would not so easily be led astray by those like the so
called David Koresh. I cannot understand it. It will take one who
has more knowledge and understanding the I, probably Christ himself.
Again, I want to tell you that you are doing the best job that you
can do. I hope and pray that it will be a very long time before we
see another Cult leader like Koresh.

" I support the actions of the FBI in the%/a_i;9_L_Iexas incident. I believe
that the initiative taken to force the occupants of the Koresh compound to exit
the buildings was overdue, as opposed to being ill-considered as expounded
by the national news media.
Everyone in the press seems to forget, that the reason law enforcement
personnel were there in the rst place, was due to felony possession of illegal
rearms. Four oicers were killed l:rying to force an early entry of the
compound. I found the FBI patience in trying to deal with Koresh for the 51
days greater than I could appreciate. I did not understand why tear gas wasn't
used sooner. The press made a big deal about the re and its origins. They
missed the point. The occupants could have come out at any time before the
4/19 tear gas, dining the tear gassing, or aer the re started. Several . .
occupants did just that! Those that did not leave did so for one of two
reasons, either they elected not to leave, or they were prevented by Koresh.
Interestingly some people did leave. One wonders whether they left
independently of the desires of Koresh, or with his blessing, to be his
apologists to the world he left behind.

I applaud the patience. professionalim and tactics of the FBI
during the S1 days cult stand-off in Waco. Texas. The staff
did a fine job and certainly gave the cult members every
opportunity to exit the compound if they so desired. David
5Koresh controlled the members lives and minds thus no amount of
time would have brought the members out of the compound on
their owe free will because their free will was given over to
their fanatical leader, Koresh.
Please extend my thanks and appreciation to all agents that
were involved in the stand-off.
My only question is why did it take the FBI so long take a
visible action? Just how many taxpayer dollars were spent by
the FBI to participate in the cult stand-off?

Thank you For putting an end to the Mt. Carmel
Cult situation. We know oF 5 Families that spent
Easter without their dads because oF this past
event oF Mt. Carmel. But we understand their were
many others, also.
During Spring Break this year we were able to visit
your F.B.I. building in Haehington. Thank you For
letting people tour your Facilities. Our students
really enjoyed their visit. I hate to say they also
enjoyed the snow. Where we live in Texas we never
get snow.
Thanks again For your protection and cautious action
concerning this situation. The lost lives are tragic
but they can not say they did not have a choice.YOHP
agents take this chance whenever they go on a job.

Dear Mr. Sessions: _
I am writing this letter to express my support for the deciaions made
by the FBI, and the U.S. Justice Department on April 19,1993, in Waco, IX.
During the Cuban Prison Riots in Talladega, AL in 1991, I had the op-
portunity to witness first hand the professionalism and expertise of the
FBI Hostage Release Team. It is my sincere opinion that they weigh the con-
sequences of any decisions, and act in such a manner which is in the best
interest of the American public. I have no doubt whatsoever that the same
concern and considerations I observed by the I-IRT in Talladega were also exer-
cised in Waco.
It is truly a shame that the news media chooses to report only what they
believe to be news worthy, and those incidents which adversly slant the per-
spective of the American people against our law Ehforcement.
Being a Christian believer, I am sincerely saddened that so many people
chose to end their lives, and the lives of their children by blindly follow-
- ing a misguided religious fanatic like David Koresh. I pray that God will
have mercy on their souls, but my most diligent prayers are for the Law En-
forcement agents, and the officials in charge, that they have peace of mind
that their decisions were made in good faith with adesire for the best pos-
sible conclusion to a "no-win" situation.
Please express my sincere gratitude to all the agents involved, and to
. the families of the sllain and injured agents for their outstanding dedication,

I hope that someone in charge of the standoff inaaaco Texas
has given some thought to the possibility that David Koresh might
have some of his Zombies dig a tunnel long enough for him to escape
without anyone knowing it. He could then claim that his body has
ascended to "heaven", as is customary with the earlier religions.
Jesus ascended out of a cave during the night. Mohammed stepped off
of a rock and on into heaven. The rock is now inside of the building
with the golden dome in Jerusalem. So surely Koresh will try to
emulate his predecessors. _
Is there any way to detect underground tunnelling

To Whom It May Concern:
A couple of weeks ago I wrote to he Sheriff's Dept. ataaaco,
_Texas offering my services in helping to end the situation with
Branch Davidian. I realize that I am an unknown, but I truly
believe that I am able to help bring this situation to an end.
I recognize the potential for violence in the situation, and
I also have an understanding of the cult mentality. It is not
likely that threats of violence, psychological warfare - such as
blasting music, etc. at the stronghold will work. This only
feeds their sense of being persecuted for "what is right, and
will encourage them to be martyrs. .
I am an ordained Southern Baptist pastor, but I have had
dealings with several cultic groups before and after my
conversion to Christianity. These groups include Satanists,
Process People, Children of God, and others. I have been
successful in the past in being influencial in turning members
these groups from their cultic associations. Besides the
violence inherent with some of these groups, I have also dealt
with members and groups of outlaw bikers, drug dealers, etc., w o
also have a propensity for violence 3 /5'? //593051? , , avTherefore the potential for vigéince is not a deterent to e
in approaching Branch Davidian, and I believe that I could
persuade many of them on a theological level that David Kersch is
not Christ, and that it is wrong to be following him. I would go
in and talk with the group, staying with them if necessary: and
realize that in the case it becomes necessary to storm the
stonghold, that I am expendable. However, I really doubt that it
would come to this if I were allowed to approach the group. My
understanding of the Bible, the cult mindset, and acceptance of
the violence potential make me an invaluable resource for you to
use in this situation. Besides I have a family history of such
activity - with a late uncle who worked for the CIA, and a late
uncle who assisted the FBI during the days of Machine Gun Kelly.!

Last night on ABC I watched the coverage/summation of the Waco Texas
incident. After viewing the program my disdain for "Monday morning_ -
quarterbacks" grew even more. It is amazing to me how intelligent ' y
people get after an event has taken place. From Peter Jennings to the Q.
Theologian expert on the program, their vast knowledge of how the
situation should have been interpreted and ultimately handled truly
appalls me. It is very easy to be in their chair and critique an
event that has already transpired. The power of the media certainly
is great.
I wanted to take time and write to let you know that I reel the proper
and best steps were taken by you and your professional organization.
Just as practically everyone else, I truly feel sorry for the
children that had no other choice. However, for the adults, the
choice made was their own and only they are accountable. For a parent
to allow a child to be in that environment and then to let them die
because of a warped sense of reality, is unpardonable. I support you
and the entire Justice Department for your actions. You were correct
when you said, "Enough was enough".

Dear Bill:
Our prayers are with the agents of ATF and FBI who did their best to save those children. I know they
feel they failed. Please let them know that the matter was taken out of their hands by the arrogance and
cowardice of David Koresh. Please, thank them for having been our protectors, even of those children
whom they could not save. During the 51 days that these Federal agents were in our city and during the
numerous exposures which all of us had to them, there has been no report on any person to indicate that
person was a discredit to themselves or to their govemment. They were always excellent citizens and good
neighbors.
Tl'lOl.|gh this tragedy leaves us perplexed and angry at people who do what Koresh did, it also leaves us
grateful for the local, county, state and national network of law enforcement officers who put their lives
between us and danger . . . and they never know when they will be called upon to do so. The four ATF
agents did not die in vain; they have shown our nation, again, that we are a society that will be ruled by
law. It will be lavv that shows wise restraint, but it will be law that demands an unrelenting response of
obedience to that which we as a people have said is just and right. Therefore, those agents who have died
and their grieving families, those agents who were shot and who are now recuperating and those agents
who bear invisible internal scars from this ordeal should have our prayers of gratitude, not our criticism nor

Since David Koresh and the Branch Davidians did what they did on the basis, as they said of a Biblical
mandate. let us look for a message from the Bible to draw lrom this event. I think it is this: Jeremiah
10:23 I know, O Lord, that a man's life is not his own; it is not for -man to direct his steps. And it is this:
Proverbs 14:12 There is a way that seems right to a man. but in the end it leads to death. And it is this:
John 10:10-11 The thief comes only to steal and ltill and destroy: l have come that they may have life,
and have it to the full. I am the good shepherd. The good shepherd lays down his life for the sheep. lt is
only by trusting the Jesus of Biblical history that our lives as individuals and as a society will find peace,

Dear Judge Sessions:
we must tell you that at this time we think the handling of the
standoff in Haco, Texas, was a terribly bungled job. No action
whatsoever should have been made when there was the slightest doubt
that those children could be harmed. The adults had a choice of
whether or not to come out, but the children were victims of their
parents beliefs and had no choice of life or death.
The ATF also bungled the job. why was there such an armed assault in
the first place instead of trying first to ask peacefully to see
their weapons. There are no arguments that the cult should not have
had the guns and artillery that they had. They were in true
violation of the law. But, because of very poor planning, ATF
members are dead, cult members are dead, and much more importantly,
the innocent children met a horrible death. _
It is our hope that something will be learned from this tragedy
because with the number of cults in this country. there most
assuredly will be more confrontations in the future. ' '

the standoff involving the Branch Davidians in Waco, Texas.
I share your anguish that innocent children were
killed, and I want to assure you that our negotiators did
everything within their power to prevent this senseless loss
of lives. Our plan of action was conducted with extreme
professionalism and care. Despite our best efforts to resolve
this situation peacefully, David Koresh chose to sacrifice

Cults are ct hum<...r rights issue
Americans are plagued with trouble-
some questions about cults as this past
week the drama of ATF agents pitted
against fanatical followers of proclaimed
messiah David Koresh has been splashed
across the 'ont pages of papers. large
and small, around the country.
Groups like Koreshs Branch
Davidians are certainly not a new phe-
nomenon. The real story is not that this
violence has occuned, but that there are
many other groups in society that could,
too, erupt into such violence. l'!cs:ruc-
tive cults pose art ever-present problem.
- Parents in Jonestown, Guyana, No-
vember l8, I978 held their own chil-
dren to be forcibly injected with cya-
nide, then were murdered or took their
own lives on the orders of Jim Jones-
2'?6 children died. 9l3 people in all.
- William A. Lewis, 63-year-old leader
of the House of Judah, was convicted
of conspiracy to enslave children and
causing the death of I3-year-old John
Yarbough following the beating death
of the boy on July 4, I983, as disci-
pline.
e On May l2, I985 more than 200
people were left homeless in one of
the worst res in the history of Phila-
delphia when city police dropped ex-
plosives on the roof of the commune
of a radical back-to-nature group,
MOVE. Eleven commune members,
ve of them children, burned to death.
- Sl children were removed by law en-
forcement from a commune called
Ecclesia in 1988 following the beat-
ing death of T-year old Dayna Lorae
Broussard. The children, raised in the
group, could not read and write, al-
though they knew the Book of Ro-
mans of the New Testament by heart.
But despite its continuing presence,
the cult problem is little understood, little
studied, and troublesome to contemplate.
For us to acknowledge the cult problem,
we must acknowledge our vulnerabili-
ties and come to grips with constitu-
tional and human rights issues.
All the groups above, and for that
matter, thousands of others, were formed
by leaders with a lust for power, a will-
ingness to cross the bounds of ethicaland moral behavior to satisly that lust,
and a knowledge ofhow to use inuence
techniques-some call them mind cori-
trol techniques-to control others in a bid
to satisfy that lust.
Lacking an awareness of how mind
control techniques work, millions of
Americans become tragically caught up
in the cults these ruthless leaders build.
Sometimes the cult victims are nan-
cially exploited, other times there is
physical or sexual abuse. However al-
ways there is the psychological control
that is the cornerstone around which truecial Security and federal withholding
taxes. Tony Alamo of the Alamo Chris-
tian Foundation was assessed $'l.9 mil-
lion in taxes in I985 for operating busi-
nesses as religious enterprises-his fol-
lowers working in sweatshop conditions
for as little as $20 a week.
Ultimately, though, the cost to Ameri-
can society of refusing to come to grips
with the cult problem is far greater than
the millions in dollars and cents that can
be calculated on paper. One reporter's

destructive cults create their deceptive
paradise.
Destructive cults impact on American
society as a whole in ways most are
scarcely aware. The cost to taxpayers of
dealing with the cult problem is high.
The state of Oregon spent close to a
million dollars on medical care, special
education and counseling for the 5 l chil-
dren removed from the Ecclesia com-
mune. Taxpayer dollars underwrote the
criminal trial against the groups leaders-
-the largest mass slavery trial ever
brought in the history of the United
States. Military operations at the Waco
coumpound have already cost millions
of dollars and legal and social services
costs will increase the amount.
Cults hurt Americans in many other
ways as well. Their members undemtine
the democratic process by voting in sol id
blocks or by providing ti-ee volunteer
labor to campaigns in rerum for favors
from candidates. The larger, wealthier
cults influence the rnedias ability to pro-
vide news and information to its audi-
encc, sometimes even purchasing news-
papers, radio stations, magazines, and
cable networl-rs themselves and subtly
injecting propaganda into their news cov-
erage and features.
Cults compete unfairly against legiti-
mate businesses, having members work
long hours for below minimum wage,vision show years after the event, was of
being able to recognize which of the

For every child that suffered in
Jonestown, dozens more have suffered
in other cults. We owe it to these chil-
dren to start educating the public on what
the phenomenon is truly about. lt can be
identied; it can be addressed. lf we can
educate about the dangers ofdrugs, about
AIDS. about gangs. we can educate about
cults.
One can measure the cost of the cult
problem in America by the loss of bright
and curious minds, of talented individu-
als who could benet society. For those
caught up directly in destructive cults,
and for their relatives, culls violate Con-
'stit1.|tional rights, destroy the family and
exploit the weak-children and other
Americans. Cults are. ultimately, a hu-
man rights problem.

It is my sincere hope that Monday's tragic events at Mt.
Carmel, Texas will not be the occasion for unfounded criticism of
the FBI.
In a lengthy siege of this type it is difficult for most to
understand that a window of opportunity is about to close forever
and Lhat indefinite hesitation will drastically reduce the odds
for a successful outcome.
Such a decision for federal law enforcement is particularly
difficult when the odds of a successful outcome are low to begin
with. It is less controversial to simply maintain the status
quo, and let the odds for a successful conclusion quietly dwindle
to zero.
I, for one, do not want federal law enforcement to hesitate
to act in the future because those with 20-20 hindsight are quick
to criticize.
Please pass on to all concerned that many of us in law
enforcement believe it took uncommon courage and fortitude to act
while there was still a reasonable chance to end this siege
without loss of life.

Dear Director sessions:
as a brief introduction my name is' end' I
am a thirty-three year old middle-class male wor ng toward
a 3.3. degree in social justice at a local college. I also
serve as a police officer for a_small town in central
Illinois.
I would like to take this opportunity to convey to you and
your personnel my thoughts pertaining to the performance ofthe Federal Bureau of Investigation ea: its Hostage Rescue
Team at the citadel commanded by Davi oresh which ended on
Monday, l9 April, 1993.
Based upon my assessment of the totality of the
circumstances, as provided by numerous and varied media
sources ever since the beginning of this crisis, it is my
contention that the actions of the Bureau reflected the
utmost degree of tolerance, compassion, and professionalism.
Koresh and his followers were afforded numerous
opportunities to end the situation with peace and dignity,
yet they elected to set the stage for their own demise. I
have no compassion for these individuals. l am, however,
deeply saddened for the children, innocent victims of a
psychotic dictator. The responsibility for their fate rests
soely upon David noresh and those who blindly followed his
edicts.
as I now observe infinite numbers of pseudo-intellectuals
anld other experts attempting to second-guess the actions
of the Bureau, in many instances openly blaming the Bureau
-T. or the havoc invoked by Koresh, l am engulfed with shame
and embarrassment at their ignorance and liberal hias.
Occurring all too often these days, absent-minded criticism
flows from the mouths of malcontents with as much physical
power as water over Niagara Falls. I, for one," find sucirresponsibility repulsive.
although I am well aware of the fact that the chances of you
personally reading this letter are indeed remote, I hope
that my message will be received with the same positive
spirit as that in which it was written.

I wish to aplaud the FBI in their actions in dealing with David
Koresh and is followers in Waco. I am certain all alternatives
were reviewed and the best decision made. Unfortunately this issue
became a damn if you do and damn if you don't situation.
Responsibilitx for the outrage remains solely with those who did it- David Korea and his adult followers. They made their ownchoices. It may be argued that they were insane or demented orotherwise cripp ed in heir judgement. This does not alter the factthat those who voluntarily stayed in the comound acted under free
will. The great loss was the ives of the c ildren, innocent
victims of a lunatic spiritual leader.

I wish to commend you and the Bureau on the way you handled the -
Waco situation. It was handled in a proper and professional
manner. Your Agents did what had.to be done under the
circumstances. The outcome was unfortunate but beyond your
control.
I am a retired Police Officer with Tactical Team experience and
was fortunate enough to receive some training at your Academy. I
am frustrated by the second guessing by people who have no
knowledge or experience with cults or barricaded gunman
situations.
I am sure that the FBI does an after action review after each
situation. I do not think that Congress is the proper place or
group to do such a review. '
I have made my opinion on the handling of the situation and my
concerns regarding a Congressional Investigation known to Senator
Dale Bumpers. God bless you, your Agents and your work.

I would like to take this opportuity as a private citizen
to express my appreciation for the professional handling of
the recent confrontation at Waco, Texas. Like many other Americans
I had been glued to the television for fifty one days as the FBI
waited through numerous promises of surrender. heard them again
and again accede to the cult'e demands and heard the broken .
promises of the cult. I marveled at the patience and forbearance
of the officers and concluded they_must know something I did not.-
My congratulations and my sympathy to all concerned.
Quite early in the controversy I was appalled at this
self-proclaimed messiah and wondered how anyone could be influenced
by such trash. Then as each new promise was made and broken I
seemed to sense that we were expected to believe that the Creator .
we had always accepted as a God of Truth_was now sponsoring a cult_
of liars. It spoke very highly of the training and leadership in
this service for the officers to hold their peace while the game
played its way through.
I think that when the command to march was given we were all
caught off guard. We are used to the command Hands up causing
us to reach very high. We just do not speak the same language
as these cultists. They do not behave rationally.
Actually they are nothing new nder the su. For the last sixty
years I have been engaged in helping my husband's people in their
attempt to regain some Spiritual strength. I seem to recall our
old people saying that a spoiled spiritual leader is more dangerous
than your worst enemy. Therefore, the training and development of
a Spiritual Leader was carefully and constantly monitored. He might
be tempted away by money or he might be impressed by his own
importatnce. In such cases the candidate was kept out of contact
with the public util his mentors were convinced he was safely
- back on the Red Path. Naturally I am aware this control would be
impossible in our world wide communications and our insistence

However, to criticise the law enforcement officers for failing '
j to do their job makes as much sense as if I were to hire a plumber

With all the criticism there is on the television and in the printed _ ,
media, for what it may be worth - 1 approve of the actions taken in the
Haco incident. As you know, the world is full of "Monday Morning Quarter- ~
Backs" and they are usually the most vocal. It was next to an impossible
situation and I for one do not understand how anyone can find fault.
There will be a great deal of criticism from the "religious community"; I
am sure of that. I hear it already among my peers. Not that this note
will make any difference to anything in the world and probably won't even
mean much to you, but I feel I had to send it. I am an ordained Presbyterian
Pastor - have been for thirty years and I am still active in the Presbyterian
Church [U.S.A]. I am semiretired, but still preach every Sunday in a small
Presbyterian Church; one that cannot afford the full time service.
Just wanted you to know that not all the religious comunity is out here
second guessing you and your organization. Many of us support you to the
last and I am one of then.
As a point of interest, I worked as a messenger boy for the Federal Bureau of
Investigation in 1943. I received an appointment from the Governor of Iowa,
and after passing an exam, I served my senior year of high school working there
in Washington as a messenger. It was a wonderful experience and a grand
opportunity.
We shall keep you and your organziation in our prayers and also the people
involved in the Uaco incident.

outraged at how you and your men are being second guessed by

I thought your restraint and patience were remarkable. You

a violent, crazed man. His actions were unpredictable

Koresh had been asked to come out and had been Holly Coddled _
and catered to for 51 days! It is inconceivable to blame the
Government forces for his compound's demise. There had to have
been numerous incindiaries set and ready to self-destruct if
Koresh was pressed. That many fires cannot have started from
the government assault as reported.

Davidian, in Waco, Texas, today.
Considering of the mental state of David Koresh, his Biblical interpretation,
and teachings, I believe that with today being the 50th Anniversary of the
Warsaw Uprising there could have been no other outcome.
To me it would have been more surprising if it had ended any other way,
because of this anniversary being concurrent with the ending of Passover and

and support for the brave and excellent work done in the
recent Branch Davidian case by the Federal Bureau of Investigatio .
_ Events, such as the afore-cited and the earlier world
Trade Cinter bombing, clearly demonstrate that the Federal
Bureau of Investigation is a national treasure whose unmatched
abilities and expertise are the envy oi the world.
As an advocate of strong and effective law enforce-
ment against heinous criminals such as David Koresh, I will
be watching closely to see if "politicians" attempt to make
the F.B.I. a scapegoat in this incident at Waco, Texas.
